105年度環境保護產品環境效益評估專案工作計畫

中文摘要 本計畫目標在於評估我國環境保護產品可貢獻之實際環境效益,並利用評估結果向大眾說明歷年推動環保標章與各項綠色消費與綠色採購政策之成效,另一方面也利用本計畫之執行成果,回饋予環保標章與各項綠色消費與綠色採購計畫,以做為政策精進之參考。 為達前述目標,本計畫今年重新檢討精進104年度使用之九項環境績效評估指標,以「其它間接效益」替換「有害廢棄物減量」,以擴大本計畫可以包含之環境效益面向。 為實際量化50項產品標準,與100件實際產品之環境效益,本計畫以兼顧不同產品特性、採用實測產品數據、選擇不同業者、及標章用量大者優先等4項原則篩選實際產品,再配合104年度之環保標章產品總量、機關綠色採購產品量、民間綠色採購產品量、與綠色販賣產品量,計算各項措施實際產生之環境效益。 為瞭解環境與經濟效益之潛在範圍,本計畫亦收集50項產品之國內年度市場量,並與環保標章產品年度產量相較,以估算環保標章產品於國內市場之市占率,並可計算環保標章經濟性效益之最大理論值。 在蒐集國外環保標章相關措施現況方面,本年度利用全球環保標章年度調查,掌握曾執行環保標章效益評估之5個外國標章組織,並利用出席全球環保標章年會機會,進行訪談與問卷調查,發現我國於此一方面之進展,確實領先大部分環保標章組織。 依據本年度之效益量化結果,就104年度而言,納入統計之50項環保標章產品共計省電1億9千餘萬度,省水458萬度,省油4,681萬公升,CO2減排78.8萬公噸,整體而言節約產品之使用費超過17億元。

2016 Evaluation of Environmental Benefit of Green Mark Products.

英文摘要 The objective of this project is to evaluate the environmental benefits that can be attributed to the environmental protection products (“green products”) in Taiwan, and use these results to inform the public of the effectiveness of implementing the Green Mark Ecolabeling Program and relevant green consumption and green procurement policies and measures. This information can also be used by the operator of the Green Mark program and participants of green purchasing activities to improve their operations and purchasing practices. In order to achieve the above objective, this project reviewed the nine environmental performance indicators used in the Fiscal Year 2015 project, and replaced one of the indicators, the Hazardous Waste Reduction indicator with the Other Indirect Benefits indicator, so as to expand the aspects of environmental benefits covered by this project. This project adopted 4 principles in selecting 50 product criteria and 100 green products for evaluations of their environmental benefits. The 4 principles are: greatly different product characteristics, availability of product’s actual measurement data, different product manufacturers, and manufacturers using a great number of Green Mark ecolabels. Actual environmental benefits resulting from implementing green purchasing measures were then calculated based on the 2015 data for total numbers/quantities of Green Mark products purchased, green products purchased by government agencies, green products purchased by the private sector, and green products sold. For the purpose of understanding the potential scope of green products’ environmental and economic benefits, this project also collected data on the annual domestic market of 50 products, and compared the data with the annual production of Green Mark products. Information resulted from this exercise can be used to estimate the market share of Green Mark products, as well as the theoretical maximal value of Green Mark Program’s economic benefits. Regarding the collection of information related to evaluations of environmental benefits conducted by foreign ecolabeling programs, this project has contacted the five ecolabeling programs which have conducted such activities in the past through the annual surveys conducted by the Global Ecolabeling Network (GEN). During the annual general meeting of GEN, the project personnel also conducted interviews with representatives of other programs. The finding of such investigations is that the Green Mark Program is well ahead of most ecolabeling programs in the area of evaluating green products’ environmental benefits. Calculations of green products’ economic and environmental benefits conducted by this project show that in 2015, the implementation of the 50 Green Mark product items calculated resulted in savings of 190,000,000 kWh electricity, 4,580,000 tonnes water, 46,810,000 liters oil, and 780,000 tonnes reduced CO2 emissions, and achieved an overall economic saving of $1.7 billion New Taiwan dollars.
