This project executed for 12 months from February 29, 2016 to March 1, 2017 and the major subjects included air pollution fee of construction, inspection and control operations of construction, and build its cloud system which could apply to tablets, extend the recognition system of road pollution, self-managed site, forecasting and warning of management, constructing control and counseling promoting, innovations for constructing control, form submitting and information analysis and etc.
Regarding to the collecting of air pollution fee, it has completed 3,956 reported cases with 21 cases free from the fee and the total amount of collection was NT$ 143,048,920. All reported case were completed data filing with the rate of collection reached 98.9% and the rated of notification for 97.5%. The total completion was 2,769 cases with 816,099 square kilometer. There were 2,198 cases under construction with 4,234,885 square kilometer of completion. The notification through message has 40 new consents agreeing to apply and it has sent 40 messages till now.
Regarding to the collecting of air pollution fee online system, it has completed 1,000 reported cases and took 25.28% of all. And the second degree construction submits most applications. In Taoyuan City, Jhongli District, Taoyuan District, and Guanyin District were used much more online system than others which accounted for 41.7%.
For the inspection of subjective construction sites, the project has completed 17,586 times of inspections in response to the Implementation of Measures for the Administration of Construction Engineering Air Pollution Control Facilities (Hereafter referred to as the Measures for the Administration). It has inspected 91.5% of emissions with 76.5% of inspection rate, and emission reducing rate reached 55% in March 1, 2017. For cases didn’t achieve the emission standard of the Measures for the Administration, it has been required to make improvement within limited time. Furthermore, it has reached the compliance rate of the first degree site management regulation for 94.9% and 93.2% compliance rate of the second degree site management regulation. The total signature rate of site staffs reached 80.4% and it has extended the recognition system of road pollution for 5 points, which could recognizes the road-pollution level after vehicle through.
For the promotion of self- managed site, it has promoted 56 road adoptions surrounding the site with total length of 149,665.7 kilometer. In addition, it also processed 50 times of checking operations at the areas where having more possibilities for causing pollution, the using rate about car-washing equipment at construction’s exit and entrance is 99.3%, all completed making improvements.
Regarding to caution managing operations, it has completed 24 stations of particulate matter analysis (3 stations per months).There were 4 guidance instructions held during the project executing time with all-time average participants of 30 to50 people which indeed achieved the effect of promotion and counseling.
