建置室內空氣品質維護改善資訊平台及提升自主管理意識
| 中文摘要 | 本計畫「建置室內空氣品質維護改善資訊平台及提升自主管理意識專案計畫」計有四大計畫目標、十三項工作內容。包含：(1)計畫目標一：檢討室內空氣品質管理法管制成效，精進行政管理配套措施；(2)計畫目標二：建全室內空氣品質管理網站平台，整合各類資訊及管制考核功能；(3)計畫目標三：推動公共場所室內空氣品質自主管理制度，提升自主管理意識及作為；以及(4)計畫目標四：配合署內相關行政作業，提升計畫執行品質及效率等計畫標的。 各計畫目標之推動成效，如下：計畫目標一：(1)由政策法規面、行政執行面、稽查情形以及各界反映等面向提出目前室內空氣品質管理推動的具體成效與可進一步精進措施之建議事項；(2)提出逐批公告列管場所類別篩選四大原則與編碼系統管理方式以茲參照；以及(3)修訂地方政府推動室內空氣品質管理法執行績效考評要點之項目與權重，建議未來增加創新與獎勵型之考核項目，藉以鼓勵各地方政府在室內空氣品質管理業務的推動上，更具有多元與前瞻性的實質作為。 計畫目標二：(1)建置「室內空氣品質管理資訊平台」並編寫資訊平台使用操作手冊，同時辦理系統操作說明會議，順利完成法定第一批公告場所定檢結果的上網申報作業；以及(2)更新「室內空氣品質資訊網」網頁並定期維護，同時建議使用對象未來可擴及社會大眾與兒童，而網站內容資訊的豐富、活潑以及視訊化等多元特性，亦是未來「室內空氣品質資訊網」更新可持續努力的方向。 計畫目標三：(1)提出國外部分國家室內空氣品質管理制度之運作機制、管理趨勢以及優、缺點之比較，有助於我國未來持續精進之參考；(2)提出國內地方環保機關推動室內空氣品質自主管理作為、辦理方式以及推動成效；以及(3)提出民間機構有關室內空氣品質上、中、下游產業鏈可茲提供公告場所室內空氣品質維護管理與改善技術之服務內容。 計畫目標四：(1)完成北、中、南、東「室內空氣品質管理資訊平台」系統操作說明會議4場次；以及(2)完成年度署內相關行政業務需求與臨時交辦事項。 | ||

Building information platform for maintenance and improvement of indoor air quality, and enhance self-management awareness
| 英文摘要 | There are four major objectives and thirteen tasks in this project ‘Building information platform for maintenance and improvement of indoor air quality, and enhance self-management awareness’. Including: (1)Project objective 1: Review the regulatory effectiveness of the Indoor Air Quality Management Act, and refine the supporting measures of administrative management. (2)Project objective 2: Perfect the indoor air quality management website platform, and integrate all kinds of information and control assessment function. (3)Project objective 3: Promote indoor air quality self-management system for public places, to enhance their awareness and doing of self-management. (4)With the EPA's related administrative operations to enhance the implementation quality and efficiency for this program. The promote effectiveness of each program goal is as follows: Project objective 1: (1)Suggestions on the concrete results and further improvement measures for the current indoor air quality management promotion by policies and regulations, administrative enforcement, inspection, and reflection from all stratas. (2)The four principles were proposed in order to screen the category of batch-by-batch notice places, and the way of coding system management as a reference. (3)To revise the items and weights of local governments’ implementation performance and evaluation key points for implementation the Indoor Air Quality Management Act. It is proposed to increase the assessment item of innovation and reward types to encourage local governments to have more diverse and forward-looking measures in promoting indoor air quality management business. Project objective 2: (1)The establishment of "indoor air quality management information platform" and the preparation of operating manual for the use of information platform, while handleing system operating instructions meeting. the successful completion of the statutory notice of the first set of places to declare the results of online reporting operations. Completion of the first batch of notice places online reporting operations for regular inspection results within the statutory time. (2)The "indoor air quality information network" website is updated and regular maintained, and it is recommended that the user can be expanded to the community and children. The richness, livelyness and diversification of the website content is also the direction for the future update of the "indoor air quality information network". Project objective 3: (1)It is suggested that the operation mechanism, management trend and advantages and disadvantages of indoor air quality management system in some foreign countries. It will contribute reference to the continued refinement for our country in the future. (2)Proposed to promote self-management practices, processing and performance of indoor air quality from the local EPA. (3)The service content of the indoor air quality maintenance management and improvement technology is provided by the civil society related to indoor air quality in the upper, middle and lower reaches of the industrial chain. Project objective 4: (1)Completed the "Indoor Air Quality Management Information Platform" system operation instructions meeting in the northern, central, southern and eastern regions, for a total of 4 sessions. (2)Completion of the relevant administrative business and temporary matters of EPA within the year. | ||
