『以車載污染量測系統執行輕型柴油車輛實車道路測試研究』專案工作計畫

中文摘要 行政院環保署為改善國內空氣品質,已訂定完整之各項污染管制法規,如「柴油及替代清潔燃料引擎汽車車型排氣審驗合格證明核發撤銷及廢止辦法」、「使用中汽車召回改正辦法」等,而為了加強輕型柴油汽車污染管制,藉由本計畫之執行,評估導入歐盟輕型車輛之車載污染排放量測系統(Portable Emissions Measurement System,簡稱 PEMS)執行道路實測,本年度完成兩條RDE(Real Driving Emissions)測試路線規劃、研擬受測車輛選定原則、採用符合歐盟及美國PEMS儀器規範的設備,依循歐盟RDE規範進行21輛次輕型柴油車輛實車道路污染排放調查 ,其中12輛符合歐盟五期排放標準及9輛符合歐盟六期排放標準。 RDE調查結果顯示國內符合歐盟五期標準的車型(適用總重3,500kg以下客車標準-0.18g/km),NOx排放值約為法規值的1.0~6.3倍,符合歐盟五期標準的車型(適用N1總重3,500kg以下貨車標準-0.28g/km)約為法規值的1.4~7.4倍;符合歐盟六期標準(0.08g/km),NOx排放值約為法規值的0.18~9.7倍。另取得前述六期車輛其中2個車型國外RDE測試數據及其測試車輛,以相同車輛並依國內環境氣候與交通條件執行RDE測試,經比較國內、外測試結果,兩者相關性良好。 為順應法規調和之潮流等國內外情勢,本計畫依照歐盟RDE規範規劃並於國內執行試驗,評估導入RDE測試程序的可行性,結果顯示由目前國內及國外的調查報告,各車輛RDE的調查測試結果,即使是六期車輛,仍有部分無法符合第一階段NOx CF值的要求,主要是第一階段NOx CF值要求,至2017年9月新車型才須符合,各車廠針對新法規要求持續進行技術上對應,因此市場符合新法規要求的車型仍屬少數,未來包括對應情況、可能的困難點等仍需要更多的資訊來釐清,建議未來國內導入CF之時間及標準仍需視歐盟後續法規動向,進一步研擬及商討。 後續計畫成果可提供適用於我國之PEMS相關管理措施之建議,並推動將PEMS量測方法納入正式法規,期與既有實驗室檢測程序相輔相成,構成更為嚴密有效的污染管理機制,俾作為各項柴油汽車污染管制策略成效評估及決策之參考。

Investigations of real would emissions from light-duty diesel vehicles with portable emission measurement system (PEMS)

英文摘要 The Environmental Protection Administration in Taiwan (Taiwan EPA) has been working on strengthening the emission control over diesel vehicles and developed comprehensive regulations, such as "The Procedure of Rebelling and Abolishing the Certificate of Emission Inspection for the Types of Diesel and other Alternative Fuel Engine Vehicles" to improve air quality and protect citzen’s health. However, the current lab test for light-duty vehicles does not reflect real-world emissions, and because of the US dieselgate issue, Taiwan EPA starts on a project to investgate real-world emissions from light-duty diesel vehicles in Taiwan with portable emission measurement system (PEMS). Real Driving Emission (RDE) is one of the developing measures in EU to monitor real-world emissions from vehicles with PEMS. RDE will be introduced into in-service conformity in EU. The aim of the project is to understand the real-world emission from light-duty diesel vehicles, and to comply with the European legislations on light-duty diesel vehicles. In this project, 21 diesel vehicles (including Euro 5 and Euro 6 vehicles) have been chosen for lab test and PEMS test. The result of M1 vehicles complied with Euro 5 is around 1.0-6.3 times above emission standards, and 1.4-7.4 times above emission standards for N1 vehicles, and 0.18-9.7 times above emission standards for Euro 6 vehicles. Besides, two Euro 6 vehicles were run for relativity tests in Taiwan and Germany; results show the relativity is high. Futhermore, based on the results of the study, the avaiabliliies of introduction PEMS into Taiwan will be analyzed. Suggestions will be made to evaluate the effects of various emission control strategies from light-duty diesel vehicles. Futhermore, the results of the study are similar with other fiundings by ICCT and other authorities in EU. Currently, the vehicles complied with Euro 6 in Taiwan have not complied with the updating Euro 6d, they do not have to meet the RDE standards yet. Therefore, the avaiabliliies of introduction PEMS into Taiwan like the exact value of conformity factors (CF) and the time frame for introduction CF needs to be analyzed. In addition, suggestions will be made to evaluate the effect and to strength various emission control strategies from light-duty diesel vehicles in Taiwan.
