105年度新竹縣街道揚塵洗掃監督管理及評估計畫

中文摘要 本計畫自105年1月1日起執行至105年12月31日止,整體進度符合預定工作期程。 105年度街道揚塵洗掃計畫,配有掃街車1輛、洗街車1輛。掃街車、洗街車皆於1月5日及1月20日完成功能規範檢查,查核結果符合環保署作業規範。且配有本公司提供易通通訊衛星系統GPS行車系統及衛星導航。 計畫期初規劃洗掃機具作業工作,洗掃街車量化管理每週一至五作業共五天,作業里程數約87公里,掃街車作業里程數約73公里。 經查核GPS認定之洗街作業為20,015.35公里,達全年進度之100.08% (合約數為20,000公里);掃街作業為15,041.82公里,達全年進度之100.28% (合約數為15,000公里);推估TSP削減量為483.8公噸。 統計洗掃計畫105年總用水量為20,729公噸,平均單位用水量為1.04公噸/公里。集塵量249,300公斤,平均單位集塵量為14.21公斤/公里。掃街車用油量共使用14,902公升之柴油,平均單位集塵量/用油量為16.72公斤/公升。 每月至少巡查全縣道路總長度15%及查核主要道路40條以上,為新竹縣內道路之48%。第一季巡查A級道路66條,146.9公里、B級道路77條,237.2公里、C級道路3條,11.6公里;第二季巡查A級道路72條,157.5公里、B級道路73條,236.8公里、C級道路1條,1.4公里;第三季巡查A級道路80條,179.2公里、B級道路66條,216.5公里、C級道路0條,0公里;第四季巡查A級道路87條,197.2公里、B級道路58條,197.1公里、C級道路1條,1.4公里。 參與認養道路的企業家數共計32家,所認養道路之每月洗掃長度分別為洗街156.362公里及掃街388.914公里。 105年針對洗掃街計畫使用之取水點,進行4次取水點水中pH、生化需氧量(BOD)、大腸桿菌、懸浮固體及濁度之採樣分析作業。 本計畫街塵採樣第一季採樣結果,A級道路30條佔60%;B級道路19條佔38%;C級道路1條佔2%。第二季採樣結果,A級道路31條佔62%;B級道路19條佔38%;C級道路0條佔0%。第季採樣結果,A級道路33條佔66%;B級道路17條佔34%;C級道路0條佔0%。第四季採樣結果,A級道路33條佔66%;B級道路17條佔34%;C級道路0條佔0%。 本計畫於105年度洗掃街期初滿意度調查,結果顯示認為環保局洗掃街道作業滿意程度為79.5%,這顯示目前環保局在洗掃街作業上有明顯效果。 期末報告參照行政院環保署TEDS8.1所設定之參數,推估新竹縣車行揚塵排放量,105年鋪面道路總車行排放量TSP為4,012公噸/年。

2016 Hsinchu County Street Dust Cleaning Supervision, Management and Assessment Project

英文摘要 The execution period of this project began on January 1st, 2016, until December 31th, 2016. The overall progress was in line with the estimated schedule. In the 2016 Street Cleaning Project, there was one street-cleaning vehicle and one street-washing vehicle. The examination of the functions of both vehicles was accomplished on Jan 5th and Jan 20th. The results of the examination met to the EPA’s operating standards. They were also equipped with a simple GPS and satellite navigation system of our company. In the initial planning of the cleaning equipment operation, both vehicles had a quantitative management of five working days, from Monday to Friday, with an operating mileage of about 87 km, while the sweeping street car with a mileage of about 73 km. Until Dec. 31th, 2016, verified with the GPS, the street washing operation reached to 20,066.10 km, achieving 100.33% of the annual goal (the mileage of the contract was 20,000 km); the street cleaning operation reached to 15,094.62 km, achieving 100.63% of the annual goal (the mileage of the contract was 15,000 km); it is estimated that the TPS reduction is 483.8 metric tons. Statistically, the total amount of water used in the 105 years is 20,729 metric tons. The average water consumption is 1.06 mt/km. The dust collection capacity was 249,300 kg while the average dust collection capacity of 14.21 kg/km. A total of 14,902 liters of diesel fuel was used for the cleaning vehicles and the total amount of dust collection/oil was 16.72 kg / liter. At least 15% of the total length of the county road was inspected per month and more than 40 major roads included, which is 48% of the roads within Hsinchu County. In the first quarter, there were 66 A-class roads with 146.9km, 77 B-class roads with 157.5km, and 3 C-class roads with 11.6km. In the second quarter, there were 72 A-class roads with 157.5km, 73 B-class roads with 236.8km, and 1 C-class roads with 1.4km. In the third quarter, there were 80 A-class roads with 179.2km, 66 B-class roads with 216.5km, and 0 C-class roads with 0km. In the fourth quarterr, there were 87 A-class roads with 197.2km, 58 B-class roads with 197.1km, and 1 C-class roads with 1.4km. There was a total of 32 enterprises that joined the road adoption plan. The monthly cleaning and washing lengths of the adopted roads were 156.362 km and 388.914 km respectively. In 2016, in terms of the water retrieving points for the street cleaning project, sample analysis was conducted four times, testing the pH, BOD, escherichia coli, suspended solids and turbidity. In this project in terms of dust collection, the results of the first quarter were: 30 A-class roads accounting 60%, 19 B-class roads accounting 38% and 1 C-class road accounting 2%. The results of the second quarter were: 31 A-class roads accounting 62%, 19 B-class roads accounting 38% and 0 C-class road accounting 0%. The results of the third quarter were: 33 A-class roads accounting 66%, 17 B-class roads accounting 34% and 0 C-class road accounting 0%. The results of the fourth quarter were: 33 A-class roads accounting 66%, 17 B-class roads accounting 34% and 0 C-class road accounting 0%. For the intial survey of the satisfaction degree of the 2016 street cleaning project, the results show that it was 79.5%. This means that there is a significant effect of the EPB street cleaning operation. The final report is based on the parameters set by the EPA, Executive Yuan, for TEDS8.1. For the estimation of the dust emission of the vehicles of Hsinchu County, the TSP for the pavement road in 2016 was 4012 mt/year.
