屏東縣禽畜糞尿沼氣中心設置規劃設計計畫

中文摘要 1.本案將設計兩種沼氣中心方案,一為聯合型沼氣中心,處理量為100CMD,故稱之為微型沼氣中心。另一種沼氣中心方案則為大型畜牧場型沼氣中心,是藉由大型畜牧場收集小型畜牧場之畜牧廢水共同處理,選定立新畜牧場作為大型畜牧場型沼氣中心規劃場址,並收集周遭金寧與豐立牧場之豬糞尿廢水,處理量為100CMD。 2.肥份利用宣導分別以影片、宣傳手冊及沼渣沼液肥糞利用平台三種方式進行。針對水資源及沼渣去化問題,經調查之結果作為有價材、肥料等使用可行性相當高。然由於目前使用意願不足,故先採水資源再利用型式。最後根據不同情境進行工程效益評估與河川削減效益評估,如本計畫之沼渣無法作為有價材使用,本計畫將不具可行性。 3.微型沼氣中心如須設立並考量長久之經營,仍建議遵循國外案例,加入農業副資材,以共消化方式作為厭氧消化之處理料原,且需以大規模之方式處理,對於豬糞尿之污染較能有效解決,惟此種推動方式,須有相關配套措施配合,包含須提供穩定的料源,和各畜牧戶簽訂契約。 4.大型畜牧場沼氣中心為使用農民之用地結合既有廢水處理設施來改善廢水污染問題,須站在農民的角度為出發點,以現況之大場帶小場之補助政策經費較少,限制及風險又較高之情形下,再加上現況畜牧法規及沼渣沼液去化仍在修政階段,農民多為觀望之態度,僅以自有場廢水處理完善為目標,故須待共消化、沼渣沼液去化明確之條件下,較具誘因。如排除本計畫之主軸以綠能產氣的沼氣中心概念,現階段可朝向傳統厭氧廢水處理之角度,雖所需用地較大,但以既有設施修建並將沼氣發電作為附加價值,作為現階段短期處理效益。

Pingtung County livestock manure biogas center Planning and design

英文摘要 1.In this project, two schemes of biogas center will be designed. One is united biogas center with treatment capacity of 100 CMD so it is called micro-biogas center. The other is large-scale livestock farm type to collect livestock wastewater from small farms and then be treated together. Lixin (立新) stock farm will be selected as the site for constructing the large biogas center to collect swine manure and urine from its nearby small farms, including Jinning (金寧) and Fengli (豐立), which treatment capacity will be around 100 CMD. 2.The reuse promotion of fertilizer will be done via three channels including video, brochure and a biogas residue & slurry reuse information platform. As for the issues regarding water saving and the elimination of biogas residue, according to feasibility investigation, they could be made good reuse as valuable materials and fertilizers. However, currently, it is lack of willingness to use in the market; thus, water reuse is adopted in priority. Finally, according to different condition, the performance of construction & river pollution improvement will be evaluated regularly. If the biogas residue could not be as valuable material in this project, the project won’t have its feasibility. 3.Considering that micro-biogas center should be built for long-term use and operated, overseas cases and experiences should be implanted. To solve the problem in swine manure and urine pollution efficiently, it needs to add agricultural material to have co-digestion and be processed in large-scale so that they could be as raw material for anaerobic digestion. This method should be supported by related complementary measures, including a stable raw material provide and contract signing with animal husbandries. 4.The biogas center in large livestock farm style will be built on agricultural land and will be designed with wastewater treatment facility to improve the problem of wastewater pollution. Thus, the project should stand by farmers’ side meanwhile. In view of the today’s low compensation policy, limitation, high risk, the current Animal Industry Act and the amendment of the regulation on the elimination of biogas residue & slurry, most farmers would remain hesitant and only put self-owned wastewater treatment improvement as their goal. Therefore, only when the condition of co-digestion and the biogas waste treatment clear will attract people to join. If exclude the green energy concept of biogas center in the project, in the phase, it could adopt traditional anaerobic wastewater treatment. Though the latter requires a lot of land, it could optimize and use the existing facilities and use biogas power as its adding value for the short-term treatment at the present stage.
