105年度車輛二氧化碳排放管制、環保駕駛與綠色運輸推廣計畫

中文摘要 環保署於2015年起實施小客車二氧化碳總量管制排放標準,申報管理系統也完成多項功能擴充,同時平均二氧化碳排放值已降至162.48(g/km),達成相對基準年減量15%之既定減量目標,完成階段性任務。 國際主要國家針對輕型與重型車輛2020年後之二氧化碳標準也依序提出,除法規標準面納入低碳車輛優惠計算措施,鼓勵廠商發展低碳排放車輛外,也透過輪胎效率與新車標示揭露、稅率獎勵與補助、交通管理、環保駕駛等面向來管理二氧化碳排放。 選用15台輕型汽油汽車進行不同測試方法比對測試,包括全球調和輕型汽車測試程序(WLTP)及實際道路排放測試(RDE),以探討國際新興測試程序與國內車輛法規認證之測試程序(NEDC)之差異,測試結果顯示,WLTP與NEDC具高度相關,轉換係數介於0.94~1.06間,而RDE二氧化碳測試值均高於實驗室NEDC測試值3%~33%不等,同時也邀請國外專家分享國際輕型RDE議題,與國內相關單位相互學習。另探討市區公車特定路線不同駕駛情境對於碳排油耗之影響,並建立輕型與重型模式,可供環保駕駛推廣之主要評估工具之一。 環保駕駛推廣部分,除環保駕駛資訊網新增車隊管理擴充功能、編撰文宣品、環保駕駛國際交流、提出考照制度規劃建議外,也持續辦理近13場1,313人次訓練課程,其中駕訓班種子教師訓練課程平均約有20%減量成效;另建置環保駕駛模擬軟體,導入至推廣活動中,透過民眾實際操作,也加強環保駕駛概念於駕車行為中。 最後,透過國內外車輛與運輸部門管制成果與比較研析,檢視與提出國內未來短中長期的減量策略方針與期程。

Promotion of eco-driving and green-transportation, and vehicle carbon dioxide reduction technology assessment program

英文摘要 Since 2015, the EPA has implemented the Corporate Average CO2 emission standards for passenger vehicles; performed multiple function expansions on the Reporting Management System; meanwhile, the national average CO2 emissions from passenger vehicles has been lowered to 162.48 (g/km) and reached the goal of 15% reduction compared to the basis year, the task of the short-term stage is completed. The world major countries have proposed the CO2 emission standards for both light-duty and heavy-duty vehicles that would be implemented after 2020, within which the CO2 emission calculation incentive measures for low carbon vehicles were adopted to encourage manufacturers to develop their low carbon vehicles. Through the information disclosure on tire efficiency and fuel efficiency labeling, tax incentives and subsidies, traffic management, eco-driving promotion to strengthen different aspects of the CO2 emission control strategies. Fifteen light-duty gasoline vehicles were selected to perform comparison tests for different test methods which includes the world harmonized light duty vehicle test procedures (WLTP) and Real Driving Emissions (RDE) tests to investigate the differences between test results by using the new international test procedures and by using the domestic regulation required certification test procedures (NEDC). The results have shown that WLTP is highly correlated with NEDC, the conversion factors are between 0.94 and 1.06 and RDE test results were higher than NEDC test results by 3% to 33%. This project also invited experts from abroad to share their experiences on RDE implementing issues and learning together with domestic relevant organizations. This project also investigated the effect of specific routes and driving situations for metro transit Buses on carbon emitting and fuel consumption; separate models for light-duty vehicles and heavy-duty vehicles were established to provide as one of the eco-driving promotion evaluation tools. As to the task of eco-driving promotion, in addition to expand and add new function of fleet management on the Eco-Driving information website; edited and printed promotion materials; communicated with international partners on eco-driving experiences; provided proposal on adopting eco-driving into the drivers license test, this project also held 13 training courses with 1,314 person/even participants and within which, the training course for seeding instructors has effectiveness of approximate 20% average fuel consumption reduction. This project also established the eco-driving simulation software and introduced into promotion activities. Through actual operation by the people, the concept of eco-driving could be enhanced into their driving behaviors. Finally, by performing the effectiveness comparisons and analysis of CO2 control for vehicles between domestic and foreign transportation sectors to propose the future domestic short-term, mid-term and long-term reduction strategies and related stage schedules.
