105年度電動車營運與電能補充服務規劃專案工作計畫

中文摘要 本計畫目的在於規劃與發展適合國內的電動車營運與電能補充方式,並推動示範運行,藉由示範運行成果,驅動未來大規模的電動車輛與相關服務的正式營運。本計畫重要執行成果包括: 1.建立專屬電動(輔助)自行車鋰電池之審驗規範,獲得車廠普遍認同與支持:本計畫研擬電動自行車及電動輔助自行車鋰電池安全審驗規範,並建立電動自行車及電動輔助自行車用鋰電池審驗認證流程及相關審驗程序手冊;自105年5月至106年3月共10款鋰電池通過測試驗證,並應用於20款符合補助資格之電動(輔助)自行車,佔所有申請鋰電池車輛認證補助之3成,預期仍會持續成長。 2.透過稽核促使廠商加強電動機車交換站檢修及提升服務品質:租賃兩部電動機車六個月,驗證稽核高雄市現有電動二輪車電池交換站。第一次查驗證時可驗電池交換的交換站估計只有15站可用,第四、五次查驗有26站可用。前幾次查驗電池交換計未檢修前成功率甚低(第二次查驗僅65.2%),至第五次查驗時,交換成功率提升至94.4%。顯示多次查驗要求加強檢修,已達到改善效果。惟電池交換站的使用率甚低,因此難以申請正式營運。 3.從業人員明顯感受電動車導入改善西螺果菜市場內空氣品質:本計畫辦理西螺果菜市場電動蔬果運輸車補助審查、推廣及查核等相關工作,至106年4月底,已完成63件購車改裝補助作業。目前已汰換柴油拖板車78輛,達成西螺果菜市場現況汰換360輛目標之22%,雖然汰換數量不如預期,但是間接促成雲林縣府規劃推動西螺果菜市場設立空品淨區,未來透過自治條例限制高污染三輪柴油拖板車輛行駛於此半密閉場域,對於抑制因懸浮微粒引起的健康風險,有很大的助益。 4.協助促成國內首座高密度鋰電池車輛應用場域:本計畫研擬鋰電池和電動農產品運輸車審驗規範,並建立公開網頁提供資訊與補助機制,截至106年3月底已有2款通過審驗之電動農產品運輸車用鋰電池,使用於2款審驗合格的電動農產品運輸車(包含1款西螺果菜市場專用電動蔬果運輸車)上。板橋果菜市場為鋰電版電動農產品運輸車之應用首例,因性能、載貨能力、電池壽命全面提升,加上環保署補助效益,使整體評價優於鉛酸版車輛,約60輛鋰電車導入今年5月開幕之市場營運。 5.透過聯盟會議宣導使用鋰電池並促成導入農產品市集:經由聯盟會議溝通平台,研商電動二輪車與電動蔬果運輸車推動方向與需求,有利於針對特定議題達成共識並加速推展。 6.於世界電動車會議暨展覽會(EVS29)發表論文1篇,宣揚環保署推動策略與成果:觀察國外案例顯示,電動車推動成效和初期政策性誘因與配套措施有密切關係,國內日後推動上須強化相關管制手段,以確保大量推動具有成效。

Plan of Electric Vehicles Operation and Recharging Service

英文摘要 The objective of this project is to plan and develop the suitable operation and recharging models for electric vehicles. Besides, it also aims to promote the pilot runs of electric vehicles so as to drive the development of the real large-scale operation of electric vehicles and services in the future. The important implementation achievements of this project include: 1.To establish a safety test method and test procedure manual of lithium-ion batteries for electric bikes and pedelecs, furthermore, are recognized and supported by most of car makers: The purposes of this project are to establish a safety test method and test procedure manual of lithium-ion batteries for electric bikes and pedelecs. Ten models of lithium-ion batteries have been passed the test and applied in twenty models of electric bikes and pedelecs from May 2016 to March 2017 which have already had 30% of market share in 2016. It is expected to grow continually. 2.Through an inspection mechanism to strengthen the maintenance and service quality for battery exchange stations of electric scooters: By leasing two electric scooters for six months to verify the battery exchange stations which have located in Kaohsiung city. Fifteen battery exchange stations were available at the first inspection, twenty-six battery exchange stations were available at the fourth and fifth inspection. The service quality of battery exchange is improved and the success rate of battery exchange is reached up to 94.4% after the fifth inspection. However, the battery exchange rate is very low, it is difficult to apply for a formal operation. 3.The operators feel the air quality has been improved obviously in Xiluo fruit and vegetable wholesale market: The purposes of this project are helping to review and inspect the subsidy applications as well as promotion for electric agricultural vehicles in Xiluo fruit and vegetable wholesale market. Sixty three subsidy applications were finished by the end of April in 2017, in addition, seventy eight Diesel agricultural vehicles have been replaced to electric agricultural vehicles so far. Even though it only achieves 22% of replacement goal, but it has affected the Yunlin County government to plan a regulation for clear air district. Through the regulation it will limit the high pollution diesel vehicles to enter the clear air district. There will be great useful to decrease the health risks for all people who are working in Xiluo fruit and vegetable wholesale market. 4.Promote the first application field for electric agricultural vehicles equipped with lithium-ion battery in Banqiao: The purposes of this project are to establish a test method for electric agricultural vehicles and its lithium-ion batteries, as well as a public web side to reveal relevant information and subsidy policy. Two models of lithium-ion batteries have been passed the test and applied in 2 models of electric agricultural vehicles, one is applying in Xiluo, and another is applying in Banqiao by the end of March in 2017. Banqiao fruit and vegetable wholesale market is the first application field for electric agricultural vehicles equipped with lithium-ion battery. In addition to the performance of lithium-ion battery vehicle, also the EPA subsidy benefits, there were roughly 60 electric agricultural vehicles equipped with lithium battery operated in a new opening market in May this year. 5.Through alliance conferences to promote advantages of using the electric vehicles equipped with lithium-ion battery: Through alliance conference platform, it is benefit to get consensus on specific issues and accelerate development of the promoting directions and requirements for electric two-wheel vehicles and electric agricultural vehicles. 6.Propagate the strategies and achievements of Taiwan EPA on electric vehicles promotion by publishing one paper on Electric Vehicle Symposium & Exhibition 29:According to overseas implementation experiences, there are close relationships within effectiveness, initial policy incentives and supporting measures when promoting electric vehicles. In the future, it is necessary to strengthen the relevant control measures to ensure the effectiveness when promoting on a large scale.
