105年度固定污染源有害空氣污染物管制暨消費性產品揮發性有機物管制計畫

中文摘要 本計畫更新國外固定源有害空氣污染物(HAP)管制法規及工具資料,並彙整國內推動進展,提出管制工作調整建議,以(1)強化許可證制度、(2)加嚴優先對象排放標準、(3)修正經濟誘因制度及(4)強化行政作為等為推動重點。另參採國內外資料建議以可接受環境濃度值為參考依據提出71項HAP物種周界標準值。重要排放行業別相關資料以車體或其零件塗裝相關程序及合成樹脂製造業彙整國外有害空氣污染物管制標準及調查國內控制技術水準;MACT底限分析結果為自行車表面塗裝製程(59%)、機車相關塗裝製程(90%)、汽車零件塗裝製程(94%)、合成樹脂或塑膠製造業相關製程(8-98%)。優先建議35項HAP為申報及納入固定源許可制度之物種,規劃固定源HAP排放申報頁面及納管對象與許可公告條件。國內大氣環境HAP濃度解析結果顯示,有害VOCs、戴奧辛及砷、鎘、鉛等重金屬之環境濃度多數地區較國外對應之環境基準值或比較值為低,但特定地區偶有高值。建築塗料VOCs管制工作,已提出塗料分類對應表,並設計塗料製造或進口許可證表單及管理作業系統架構;另對塗料檢測方法進行比較,建議可以環檢所塗料檢測方法為主。

Plan for Audit Air Pollutants Emissions from Stationary Sources and Consumer Products VOCs Control System

英文摘要 The tasks of this project are including three parts: to prepare the instrument of HAP control of stationary sources, analyze ambient levels for HAP, and develop the VOCs control tool for paints and consumer products. The emission standard, emission reporting, and health risk assessment of air toxics of US EPA, EU, and other counties or states has been collected. Four major works are addressed to be enhanced, including (1) permit system, (2) emission standards, (3) economic incentive system (air pollution fee), and (4) administrative actions. Based on the available information, the ambient limit for 71 toxics were suggested in Hazardous Air Pollutant Emission Standards of Stationary Sources. The results of MACT floor are 59, 90, and 94% for the facilities of bike coating, motorcycle coating, and vehicles external coating, respectively. The MACT floors for the process of synthetic resins are ranged from 8-98%. The framework of emission reporting system and permit tool for air toxics are also evaluated in this project. Ambient concentrations of organic air toxics from photochemical monitoring stations, and heavy metal, dioxins from monitoring projects were analyzed. The results indicated that the ambient concentrations of target air toxics are lower than the ambient screening value of Texas, Japan, or EU. A draft of categories of architectural and industrial coatings has been established as well as the permit form for producer and importer is also provided in this report. The test method for VOC content of paints is suggested using the NIEA as reference method.
