This plan deals with the 2016 “New Taipei City EIA Supervision and Control and Sustainable Development Promotion Program”. The purpose is to achieve the more concrete EIA case management and continue to put into practice and promote the sustainable development work in New Taipei City. Presented in the two major parts of sustainable development promotion and EIA supervision and control, the results of the program are summarized as follows:
Part 1: Sustainable development promotion
(1) Assisted to convene one session of 2016 New Taipei City Government Healthy City and Sustainable Development Committee Conference, two sessions of indicator meetings; (2) collected and organized the promotion results of each working group of the New Taipei City Government Healthy City and Sustainable Development Committee, and assisted to convene one session of Sustainable Development Conference and Exhibition; (3) assisted to collect a total of 10 literatures concerning sustainable development at home and abroad; (4) updated and expanded the New Taipei City Government Healthy City and Sustainable Development Information Network.
Part 2: EIA supervision and control
(1)Checked and tracked the EIA cases on site. 150 cases have been checked up till now where there are a total of 10 relevant cases missing in construction and 6 cases missing in operation; (2)Convened two sessions, namely, the EIA document system online operation explanation session and online declaration seminar, to allow the developers to understand how to autonomously report and get familiar with the process of system operation; at the same time the Completed back-reporting cases have amounted to 88 cases; (3)Convened the environmental impact assessment regulation promotion and explanation sessions to allow the development units and the relevant personnel of the environmental protection bureau to understand the actual EIA implementation situations to be followed in the process of development and interpret the regulation provisions hard for comprehension at the same time; (4)Provided assistance in the database updating and maintenance and document archives establishment with the archives established for a total of 250 cases cumulatively. 116 cases have been uploaded to the EIA document system for institutions by converting the previous EIA case review meeting records and public notices to PDF files; (5)Conducted observation activities and educational trainings concerning EIA supervision, such as visiting the EIA case of Taiwan Cement Corporation Hoping Plant, to understand microalgae Capture Carbon Dioxide Technology and construction and carbon reduction experience; (6)Convened the EIA supervision and inspection training, site to understand the status of EIA supervision ; (7)Carried out a peer education and training session, allowing the peers to further understand the heavy responsibility born by the environmental impact assessment; at the same time, the questionnaire survey was conducted after the session to find out the comments of the peers on this training where more than ninety percent of the participants were satisfied with the contents and informative feedback of this training in general; (8)Selected the excellent development cases by way of authentication. 9 development units and 2 excellent consulting companies winning the technical service award were selected in this year and a commendatory meeting was held for public commendation and encouragement;
