推動資源再利用系統整合工作及研析城市採礦管理政策制度計畫

中文摘要 本年度工作主要目標可分為4大項,執行成果摘要如下: 辦理資源回收再利用法相關推動工作:完成104年資源回收再利用年報與各部會資源回收再利用推動計畫成果彙整;協助環保署於辦理「再生資源回收再利用工作小組」會議與「再生資源回收再利用促進委員會」會議;提出「資源回收再利用宣導網」與「資源再利用管理資訊系統」整併規劃;提供13件重要法規諮詢,協助環保署結合跨部會與跨系統之力量推動資源循環。 更新及維運資源再利用管理資訊系統,提升相關系統管理功能:因應使用者需求完成7項系統功能優化,提升系統操作友善性;完成再利用機構深度勾稽報表建置,可提升勾稽作業能量及深度;協助處理500通以上系統客服電話,按季彙整系統客服分析報告;完成6場系統實機操作暨宣導說明會,達到溝通及系統改進的目的,會議整體滿意度達92%,有效協助環保署維持系統穩定運作。 調查及評估我國城市採礦推動發展量能及現況:完成中國大陸、日本、韓國、美國、歐盟與荷蘭等6個國外城市採礦相關資料蒐集,提出2件國外成功案例,調查國內城市採礦量能,提出國內未來推動方向建議,使城市採礦成為推動循環經濟最重要的一環。 研訂城市採礦管理策略及推動措施:提出國內施行資源儲備制度之運作方式、儲備種類、資金來源與啟動時機;訂定成立城市採礦產業專區3項指標與未來發展建議;邀集國內城市採礦動靜脈產業與學研界專家,完成4場城市採礦諮詢或討論會議,以完善城市採礦推動策略。

Project on Promotion of Recycling System Integration and Analysis of Urban Mining Policy

英文摘要 There are four main parts for this year’s project, and their achievements are as followed: (1)Promoting the Resource Recycling Act 2015 Resources recycling and reuse annual report and promotion projects from ministries were completed and collected. The “Renewable Resource Recycling and Reuse Task Force” and “Renewable Resource Recycling and Reuse Promotion Committee” were also organized upon the request of Taiwan EPA. Besides the combination program of “Resources Recycling and Reuse Promotion Website” and “Recycling Management System” was proposed. Assistance for thirteen consulting cases concerning regulations was also offered. To promote resource recycling, integration was made cross-systematically and cross-departmentally. (2)Updating and maintaining the Recycling Management System and enhancing system performance Much effort has been made to make the system could run steadily. Seven system functions were optimized, and user- friendliness of operation was enhanced upon users’ request. By building up the audit report of reuse agencies, auditing performance was enhanced. Besides, analysis reports of customer services were made every season based on more than 500 calls received. Six explanation sessions on how to use the system were also held this year for a better communication and system improvement. The approval ratings for these sessions were up to 92 percent. (3) Surveying and evaluating the capacity of promotion development and current condition of urban mining To make urban mining become the most important part of circular economy, collective information related to urban mining from six foreign countries (e.g. China, Japan, Korea, the U.S., and the Netherlands) was completed. And several successful cases of urban mining from foreign countries were accordingly suggested. In addition, by surveying Taiwan’s capacity of urban mining, some suggestions on promoting future development were proposed in this report. (4) Drawing up management strategies and promotion measures for urban mining To improve urban mining promotion policy, suggestions on the operation of resource stock system, stock categories, sources of capital, and estimated starting time were proposed. Three pieces of advice on the future development of establishing an urban mining industrial region were also given. Four consulting or discussion meetings related to urban mining were held by inviting experts, arterial industries and the venous industries in Taiwan.
