105年度國家重要濕地(大樹舊鐵橋人工濕地)保育計畫

中文摘要 大樹舊鐵橋人工濕地位於高雄市大樹區高屏溪右岸舊鐵橋下。舊鐵 橋人工濕地於93 年興建完工,佔地120 公頃,為南台灣最大之人工濕地 與自然生態親水公園。98 年8 月8 日「八八水災」造成場址遭到淹沒, 濕地喪失原有之水質淨化功能,對於濕地環境及生態也嚴重遭受破壞。 經由政府及當地志工共同努力復建下,於100 年3 月舊鐵橋濕地水池及 環境景觀復建完成,營運迄今。A 系統主要之排水源為永豐餘造紙廠經 由該廠處理後之二級放流水,經由重力流流入A1 進流口,進入A 系統 中,B 系統由竹寮溪溝排水分為兩路,部分排水由B1 池流入,藉由重力 流進入濕地系統,最後由出流口流出排入高屏溪。 截至105 年12 月31 日執行成果如下: (一)濕地場址及周界環境調查監測 1.截至105 年12 月31 日,已完成4 次水質監測、4 次水文量測、2 次底 泥監測及2 次生態調查工作。水文監測結果,A、B 兩系統平均進流 量分別為12,507、6,830 m3/d,出流量為9,470、4,135 m3/d,兩系統之 HRT 分別為7.7、0.6 天,略高於去年之4.9、0.5 天。 2.水質監測結果中,在SS、BOD、NH3-N 及TP 項目中,以BOD 去除 效益為最佳,其次為NH3-N。而比較A 及B 項目後看出,各項目均 以A 系統處理效益較好,觀察A 系統平均水力停留時間為7.7 天,高 於B 系統的平均值0.6 天,故A 系統之生態更能充分降解微生物,但 仍須繼續監測,以觀察淨化效益之變化。 3.105 年底泥監測結果顯示,A、B 系統底泥之pH 值分別介於7.02 - 7.36 及6.75 - 7.25 之間,為接近中性;在有機碳含量上,A 及B 系統分別 介於0.25 - 6.26 %及0.72 - 3.21 %;在總磷含量上;A 及B 系統分別介 於51 - 944 mg/kg 及70 - 1035 mg/kg;在總氮含量上,A 及B 系統分 別介於82 – 1,008 mg/kg 及115 - 928 mg/kg。重金屬部分,僅有Cd 低 於偵測極限。 4.生態監測調查所得之結果,其中鳥類共記錄23 科39 種;陸生爬蟲類 記錄3 科3 種;兩棲類共記錄4 科4 種;共記錄蜻蛉類5 科31 種;蝶 種5 科17 種;水生爬蟲類本次調查記錄不多,只記錄斑龜(6 隻次); 魚類本次調查記錄亦不多,介於2~4 種之間;植物共記錄53 科128 種。 (二)濕地種子教師培訓與民眾導覽解說成果 1.濕地環境維護與管理作業至少24 處 藉由社區民眾及地方志工合作推動舊鐵橋濕地園區之管理與維護 作業,截至12 月31 日已完成25 處濕地保育與管理維護作業,共計 526 人次。 2.辦理濕地管理維護單位教育訓練研習12 場 舊鐵橋濕地園區占地面積廣大,期望能以辦理維護單位教育訓練 的方式,使在地志工與社區民眾了解與學習對人工濕地的維護管理方 式,提升參訓人員日後協助作業之能力與效率,截至12 月31 日已完 成12 場次,共計244 人次。 3.辦理濕地保育種子教師與導覽解說訓練14 場 結合附近社區發展協會與民間團體共同參與舊鐵橋濕地園區的導 覽解說訓練活動,藉由本訓練可培育導覽解說之種子教師,以便能更 深入到校園或其他單位進行教育宣導活動。濕地保育種子教師導覽解 說訓練,截至12 月31 日已完成14 場次,共計374 人次。 4.辦理民眾參與濕地園區生態及環境教育活動解說導覽至少15 梯次 由種子教師及志工進行舊鐵橋濕地園區之導覽解說,帶領參與民 眾團體親身體驗人工濕地生態保育及環境教育的功能,並解說濕地如 何淨化水質及動植物在濕地中所扮演的角色。目前民眾參與濕地園區 生態及環境教育活動解說導覽活動,截至12 月31 日已完成26 場次, 共計839 人次。 5.濕地復育過程影音紀錄 攝錄園區內活動訓練和生態復育成果。至105 年12 月31 日止, 已攝錄包含維護管理及各大小活動影音資料,後製剪輯成約12 分影 片。 6.園區告示牌或解說牌更新作業10 處 至105 年12 月31 日止,已完成園區告示牌或解說牌10 處更新作 業。告示牌上附有QR code,若民眾欲瞭解更多訊息可使用智慧型行 動裝置直接掃描QR code 連上相關網頁。 7. 舊鐵橋濕教育地園區成果報導 大樹舊鐵橋濕地園區復育有成,特別採訪舊鐵橋濕地教育園區瞭 解舊鐵橋於風災後復健之成果,並撰新聞稿已於12 月28 日刊登於蘋 果日報。

2016 National Important Wetland (Tashu Old Railroad Bridge Artificial Wetland) Conservation Plan

英文摘要 Tashu Old Railroad Bridge Artificial Wetland was located under old railroad bridge at Gaoping River’s right bank in Kaohsiung City Tashu District. It, built on 2004, covered with an area of 120 hectare was the biggest artificial wetland and natural ecological riverbank park of the southern Taiwan. On August 8, 2009, “the 88 Taiwan Flood” caused that the site was flooded and the wetland lost the original function of water quality purification, including heavy damage on wetland environment and ecology. Old Railroad Bridge wetland pool and environmental landscape were reconstructed on March, 2011 through the government and local volunteers’ efforts and have been running till now. The main drainage source in system A was receiving discharged water class II after being treated by Yong Fen Yu Paper Co., Ltd., which flows into A1 inlet through gravity flow before entering into system A; system B is divided into two branches from Chuliao River drainage. Partial drainage flows from B1 pool into wetland system through gravity flow, and finally discharges from outlet into Gaoping River. Executive results of this project as of Dec. 31, 2016 are as follows: (A) Environmental investigation and monitoring for wetland site and boundary 1. There are 4 times of water quality monitoring, 4 times of hydrological measurement, 2 times of sediment monitoring and 2 times of ecological investigation were completed in 2016. For the results of hydrological measurement, average influent flow in system A and B was 12,507 and 6,830 m3/d and average outflow was 9,470 and 4,135 m3/d, which HRT (Hydraulic Retention Time) was 7.7 and 0.6 days, respectively. It showed HRT was higher than last year. 2. For the results of water quality monitoring, removal efficiency of BOD was the best efficiency than those item (SS, BOD, NH3-N and TP). And NH3-N was the next. Compared items in system A to system B, items in system A had better processing efficiency. Average HRT 7.7 days was observed in system A and 0.6 days in system B. 3. According to sediment monitoring results in the end of 2016, it showed that sediment pH in system A & B was between 7.02 - 7.36 and 6.75 - 7.25, i.e. neutral. Total organic carbon content (TOC) showed in system A and B was between 0.25 - 6.26 % and 0.72 - 3.21 %; TPC was between 51 - 944 mg/kg and 70 - 1035 mg/kg; TNC was between 82 – 1,008 mg/kg and 115 - 928 mg/kg. For heavy metal, only Cd is lower than detection limit 4. According to results from ecological monitoring investigation, total 39 birds species in 23 families; 3 terrestrial reptiles species in 3 families; 4 amphibians species in 4 families; 31 odonata species in 5 families; 17 butterfly species in 5 families were recorded; few aquatic reptiles were recorded in this investigation, only including Ocadia sinensis (6 individual counts); record of 2~4 fish species was few for this investigation; 128 plant species in 53 families were recorded. (B)The results of wetland seeded teacher training and public guided tour 1. Wetland environment maintenance and administrative operation in at least 24 places Management and maintenance work for Old Railroad Bridge Wetland Park was promoted through the cooperation of the community and local volunteers to carry out the project for wetland environment maintenance and administrative operation in 25 places, totaling 526 person-times as of Dec.31 2. Organize 12 sessions of educational training seminar for wetland management maintenance unit In consideration of wide area covered by Old Railroad Bridge Wetland Park, it’s expected to organize educational training seminar for wetland management maintenance unit, allowing local volunteers and the community to understand and learn the maintenance and management of artificial wetland, increasing trainees’ assistance capability and efficiency. For the current planned operations, 12 sessions were completed in total of 244 person-times as of Dec. 31. 3. Organize 14 sessions of wetland seeded teachers and public guided tour training Nearby community development society and non-government organization is combined to jointly participate in guided tour training for Old Railroad Bridge Wetland Park, so as go deeper into the campus or other units for education promotional activities through trained seeded teachers on guided tours. 14 sessions were completed in total of 374 person-times as of Dec.31. 4. Organize at least 15 echelons of public’s participation in wetland park ecological and environmental education activity guided tour Old Railroad Bridge Wetland Park’s guided tour carried out through seeder teachers and volunteers to lead the participant public organization to personally experience in the function of artificial wetland ecological conservation and environmental education by interpreting how wetland purifies water quality and the role of animals and plants played in the wetland. At present, 26 sessions of ecological and environmental education guided tour were completed in total 839 person-times as of Dec. 31. 5. Video records in wetland restoration process For shooting activity training and ecological restoration results in the park, a video including maintenance management and various activities was recorded by video as of Dec. 31, 2015 for about a 12 min. film after post-clips. 6. Park billboards or explanation boards update operation in 10 places Currently, billboards or explanation boards in 10 places of the park have been completed as of Dec.31, 2016. People can understand more information by using smart mobile devices to directly scan QR code attached to billboard for webpage link. 7. Reporting of Old Railroad Bridge Educational Wetland Park Conservation in Tashu Old Railroad Bridge Wetland Park is successful, especially for the understanding of conservation results of Old Railroad Bridge Educational Wetland Park after interview, with press release published on Apple Daily on Dec. 28.
