In order to stop the industrial waste illegal disposal and enhancing the IDMS, this project was to establish a list of higher priority sites with cleanup suggestions of 10 sites, upload site history, conduct waste classification for 5 sites, and provide at least 20 legal services.
This project continues to maintain the list in the IDMS system, and visit 69 sites involving public lands. (Appendix 1) Based on the evaluation mechanism established in 2015, 13 sites were screened as high priority. The responsibility of the public land owners were identified and the site boundary was verified with the SGM system. 11 sites were evaluated with the consideration of treatment and costs. With respect to the site history in the IDMS system, a public introduction meeting was conducted on the 5th December, 2016 to introduce the results of the project. (Appendix 2) As for the waste classification, 5 sites of the IDMS system were selected to tale 25 samples. The analysis results of the 25 samples showed that the waste sites in Yunlin County were considered related with waste cutting lubricant. As for the operation procedure and consultation services, a cleanup procedure for private lands (Appendix 3) was established. was finished. Besides, 17 legal consultation services and 2 meetings and presentations were also finished. (Appendix 4)
The project established the mechanism of the site listing and prioritizing. The screening considerations include soil and groundwater sites, waste dumping sites, liquid waste sites, and easy to spreading waste sites. A WC weighing system was used to quantify the priority so that the HRS rating was not used. Once the system was evaluated and approved, it is suggested to be included in the IDMS system for auto-rating. Besides, based on the public introduction meeting taken place on the 5th December, 2016, it was suggested that the regulation for the delisting principle regarding the illegal disposal sites should be included in the work of the project in FY2017 to re-examine the enlisting criteria of the IDMS system.
