辦理底渣資源化產品查核及檢測方法評估專案工作計畫

中文摘要 本計畫為環保署底渣再利用推動之延續性計畫,執行期間自105年3月14日至105年12月31日止。計畫目的在持續精進底渣再利用管理方式、執行底渣再利用計畫相關業務,並依底渣再利用執行現況,提出建議供環保署作為持續推動底渣再利用計畫後續執行方針之參考。主要工作內容包括:檢討底渣資源化產品管理規定及檢測內容、評估推動熟化提升產品品質之可行性分析、協辦底渣再利用計畫審查與補助款申請審核業務、彙整資源化產品應用途徑與流向、辦理底渣再利用三級品管查核評鑑作業與推廣說明會、維運及強化底渣再利用申報管理等。 本計畫執行成果包括: 1.執行21點次資源化產品TCLP抽樣檢測作業,並將檢測結果與再利用機構之檢測資料進行綜合分析。另彙整國外底渣再利用檢測方法,針對管制方法、檢測內容、檢測頻率、進階處理等項目進行綜合評析並提出建言。依前述工作內容執行成果,提出底渣再利用管理方式修正草案。 2.蒐集熟化技術之文獻資料,及國內外底渣熟化處理技術應用情形,並研提提升資源化產品品質之可行方法。 3.彙整國內資源化產品再利用量及流向,並針對使用途徑、再利用機構資源化產品產製比例與銷售分佈進行統計分析。綜整分析資源化產品流向受再利用機構地緣、縣市政府支持資源化產品態度、縣市特性與財政經費等因素影響。 4.協助審查各縣市政府提送之底渣再利用計畫,以及辦理底渣再利用補助款相關作業。 5.辦理一場次資源化產品推廣說明會,以及執行六場次再利用機構品質管制查核評鑑作業以及一場次環保局品質保證查核評鑑作業。另透過「底渣再利用網路申報系統」彙整縣市環保局「品質保證作業」及再利用機構「品質管制作業」執行成果。 6.持續維護及強化底渣申報系統,並針對使用者需求擴充建置相關功能設定。

Incinerator Bottom Ash Resource Product Apprasial and Detection Method Assessment Program

英文摘要 The project executed from 2015/3/14 to 2015/12/31 is successively for promoting incinerator bottom ash (IBA) reuse with Environmental Protection Administration (EPA). The project aims at dealing with the reutilization management and other problems of IBA reuse so far for offering relevant advices to EPA. The main tasks of the project include : enhancing IBA management rules and products detection, assessing the feasibility of IBA aging, assisting administration in subsidy arrangement, summarizing the applications and flow directions of product, executing third level quality assurance and admission seminar, operating and enlarging IBA reuse reporting system. The major outcomes are summarized as follows: 1.21 sample tests through TCLP are done to recycled products, and the test results are analyzed with the data from the institute reusing IBA. The IBA testing methods in other countries are also collected for assessing the way of management, items and frequency of tests and specification of further processing. Based on the achievements above, the revised draft of IBA reutilization management is reviewed and proposed. 2.The project studies aging technologies and applications of IBA aging worldwide to draft the feasible methods on how to improve product quality 3.Yield and product flows are integrated, and make statistical analysis for product use, proportion of recycled products and market distribution. Through the integrated analysis, flows of recycled products depend on some factors which include company location, administration’s position on recycled products, characteristic of individual city/county, and budget. 4.Assisting the authority to audit the IBA reutilization plan proposed by the individual local administration, and conducting grant related works. 5.6 inspections of quality control of IBA reutilization and 1 promoting session for recycled products are implemented. Performances of quality control system for reutilization company and quality assurance system for local administration are also tracked and integrated by IBA reporting system. 6.Keeping maintenance and enhancement of IBA reporting system, and adding functions for user’s requirement.
