In order to improve the environment of information communication industry to allow the relevant public sector resources to focus on longitudinal effect, the Government has begun to promote the government Cloud Project in 2009 by simultaneously emphasizing both application value and industrial output as the development direction. The ChemiCloud management was not originally included in the 10 government clouds of this program, but in view of the frequent food safety incidents then, the government has seen the urgency to establish a national-level chemicals information collection, sharing, and early warning platform during the “Food Cloud Inter-ministerial Promotion Program” meeting in February 26, 2014, thereby instructing the EPA to discuss the follow-up relevant construction works. The EPA has sought relevant funding from National Development Fund, it adopted the public tender and selection method based on “ChemiCloud - Inter-ministerial Chemicals Information Service Platform” Program. Finally, SYSCOM Group was appointed to implement the follow-up relevant planning and construction works. The implementation period of the program is June 25, 2015 to December 31, 2016. Based on the signed contract, the program should complete 20 projects, including cross-ministerial database construction and service platform development, establishment of chemicals knowledge base, retrieving and transferring of international chemicals data, educational training and propagation, etc. To date, it has completed 62 ministerial phone calls and interviews, convened coordination meetings and educational training, and held 44 propagation sessions with a total of 1,808 person-times. With regard to data integration aspect, using EPD’s CDX as the exchange medium, it has completed 29 units and 36 systems in three phases, and received about 23,489 kinds of chemicals data. In system construction, it has completed the rear-end chemical cloud management sharing master system and the front-end 1st edition development of chemicals knowledge map website to be accessed by the public; therein, providing basic data query, suspected vendor multiple screening method, cross-domain comparison analysis and other functions.
This program is a project management plan for the aforesaid program, the works of which include three categories and eight sub-items. In addition to help supervising the implementation progress and compliance inspection, the program also provided comments on information technology quality assessment and project results report. To date, with regard to the projects required by the contract, it has involved in 19 monthly work meetings and assisted in inviting 36 person-times of committee experts to participate. In submission of work results, it has submitted nine monthly reports (a total of 120 comments) and four quarterly reports. In setting of compliance delivery documents, it has summarized and submitted 19 information or reports as requested after consolidating the contract and the EPA requirements. Meanwhile, the team has proposed system program specifications and system manuals that can be delivered in advance or in batches. In terms of advice provision of data in results report, it has assisted to review the No. 3 and No. 4 progress reports of chemical cloud system, and performed system testing on chemical cloud system (a total of 70 comments), the interim report and briefing of National Development Fund, the 2nd phase written reports and briefings, etc. of Environmental Quality Protection Foundation, the 3rd seminar briefing (a total of 11 comments), as well as assisted in drafting SOP planning of information sharing, proposed the 3rd cross- ministerial meeting recommendations, chemical cloud system script proposal, and assisted in hosting the International Conference on Chemicals Management (ICCM).
The work team accept the report、program、efficacy、imformation security、opinion of the chemicloud system on December 8 and 12.The acceptance results were in line with contract requirement.
