105年遙測科技工具應用於環境監控與督察實務工作計畫

中文摘要 本計畫主要內容係利用臺灣福衛二號、法國SPOT系列衛星影像以及應用無人駕駛航空器系統(Unmanned Aircraft Systems, UAS)、地面光達(LiDAR)等遙測儀器進行環境污染蒐證調查,目標為提供相關之污染佐證資料,協助環保署與稽查單位釐清污染責任歸屬以及環境執法工作進行。1.本年度執行成果包含運用遙測科技(衛星影像)協助環保署調查案件進行蒐證共18次(其中包含7次運用無人駕駛航空器系統系統拍攝工作及1次地面光達測量),案件內容包含廢棄物調查與環境調查。2.應用衛星遙測科技針對環保署認定為污染熱點之區域進行監控。(1)10個監控範圍區域共完成三期熱點監測;(2)4個河口及濱海工業區共完成5至12月熱點監測。3.在「遙測科技工具應用於環境執法研習會」中介紹遙測科技的特性、使用時機以及新科技設備,進而提升環保人員的專業能力。

The project on the application of remote sensing technologies to environmental monitoring and environmental inspection of year 2016

英文摘要 This project aims at applying satellite imagery from FORMOSAT-2 and SPOT, as well as images from Unmanned Aerial System (UAS) and LiDAR to monitor environmental pollution. The objective of this project is to apply remote sensing technology to environmental investigation. The evidence of imagery data can be used to enforce the law and to clarify the liability on the damages.1.The accomplishment of the project this year includes using remote sensing technology (satellite images) for eighteen times on Environmental Protection Administration’s behalf in evidence investigation collection (seven times by using the Unmanned Aerial System and once by using the Light Detection and Ranging). The cases include investigating waste disposal and environmental investigation.2.The application of remote sensing technologies(satellite images) to monitor the pollution Hot Spot area which is designated by Environmental Protection Administration.(1)The area of ten Hot Spot has been conduct a 3-period regular monitoring from May to November.(2)The area of estuary and coastal industrial park has been conduct a 7-period regular monitoring from May to December.3.To introduce the attributes, using timing and updated equipment of remote sensing technology in the “Application of Remote Sensing on Environmental Enforcement Investigation Workshop”. The workshop has improved the capability and professional skills of the investigators.
