105年強化毒性化學物質流向管理及應用資訊系統計畫

中文摘要 本計畫今年度執行重點分為4大面向: 制度規劃:本計畫主要針對毒性化學物質管理進行研析,今年度為健全毒性化學物質許可登記核可審查作業,依各地方主管機關實務管理需求,提出三項針對許可文件申請書格式調整及調整檢附文件資料檢查表相關內容,以符合現行法規、管理實務及使用者需求。另協助研析毒性化學物質運送管理辦法修法,提出包含增列小量運送申報、聯單格式調整及運送人員規範等多項修法建議,強化毒化物運送之管理。 系統加值維護:本計畫主要維護更新「毒性化學物質許可管理系統」及「毒性化學物質登記申報系統」,本年度增修項目包含強化通關簽審功能、強化證件線上申請功能、勾稽查核回報E化、開發個人化報表等功能多項合約項目功能與額外服務超過10餘項,並配合水保處、空保處及地方環保單位資料交換;2系統皆定期進行資安檢測並配合環保署網頁監測及相關修正工作,藉以達到管理之成效。另系統精進後,業者客服來電量每月保持600餘通,且環保單位對於系統精進滿意度達90%以上。 流向稽查與人員管理:提供20名派駐人員協助各環保機關,經內稽作業其平均分數達90分以上。於環保署成立全國毒化物勾稽小組,完成系統勾稽件數達2,613件、共處分2件。本年度針對雙酚A、鉛化物、甲基異丁酮及4,4'-亞甲雙(2-氯苯胺)四項毒化物發布專案,其中雙酚A勾稽名單共計107家161筆紀錄,環保局清查完成率達100%;鉛化物勾稽名單共計8家18筆紀錄,環保局清查完成率達100%;甲基異丁酮勾稽名單共計152家1,010筆紀錄,因筆數較多,目前環保局清查完成率為66.3%;4,4'-亞甲雙(2-氯苯胺) 勾稽名單共計18家22筆紀錄,環保局清查完成率達100%,勾稽顯見勾稽小組已確實能大量帶動全國環保單位的勾稽量能量。 宣導輔導:完成辦理13場次相關說明會,包含輔導環保局承辦、派駐以及業者,宣導輔導相關法規及系統操作方式,且與會者整體滿意度達80%以上,並全力協助各地方環保局辦理17場次說明會,滿意度達90%以上,並將與會者之建議回饋予環保署,以供環保署參考及精進方向。

Strengthening Toxic Chemicals Flowing Management and information system Project

英文摘要 There are four major aspects in the implementation of this year’s Plan: System planning: The project investigated and analyzed the management of toxic chemical substances. This year, to establish the sound review system of the registration and approval of permits for toxic chemical substances, as well as to satisfy the demands on the basis of the practical management of various local competent authorities, the project proposed three items pertaining to the adjustment of the format of permit document applications and the amendment of the checklists for documents attached for submission, in order to comply with the current regulations and management practices, and meet users’ needs. In addition, the project assisted in investigating and analyzing the amendment of the “Toxic Chemical Substances Transportation Management Regulations” by suggesting several amendment items, such as the addition of reporting the transportation of small amounts of toxic chemical substances, modification of the duplicate form format and specifications for transporting personnel, so as to strengthen the toxic chemical substance transportation management. Value-added maintenance of the system: This project mainly maintained and updated “the management system of permits for toxic chemical substances” and “the registration and reporting system of toxic chemical substances.” This year, the newly added or amended items included over 10 contract-based functions and extra services, such as strengthening the licensing operation system for custom clearance, improving on-line applications for certificates, digitalizing the report of cross-checks, examinations and audits, and developing customized reports. In addition, the project exchanged information in cooperation with the Department of Water Quality Protection, Department of Air Quality Protection & Noise Control and local environment protection agencies. To achieve effective management, we regularly tested the information security of the two systems, and assisted in monitoring and relevant correction of the website of the Environmental Protection Administration (EPA), Executive Yuan. After the system was upgraded, the number of customer service calls has remained around 600, and the satisfaction level of environment protection agencies regarding the system advancement has reached 90% or higher. Flow inspection and personnel management: Twenty staffers were assigned to station locally to assist various environment protection agencies; through internal auditing, the average scores reached 90% or higher. The National Toxic Chemical Substances Cross-Checking Team was established at EPA. The number of completed system cross-checking cases was 2,613, of which two were punished. This year, special projects were announced for four toxic substances, including bisphenol A, lead compounds, methyl isobutyl ketone and 4,4’-metylenebis(2’-chloroaniline). Among them, there were 107 enterprises with 161 records of bisphenol A, meaning the completion rate of inspection by environmental protection agencies was 100%; there were 8 enterprises with 18 records of lead compounds, meaning the completion rate of inspection by the agencies was 100%; there were 152 enterprises with 1,010 records of methyl isobutyl ketone, meaning the completion rate of inspection by the agencies was 66.3%; there were 18 enterprises with 22 records of 4,4’-metylenebis(2’-chloroaniline), meaning the completion rate of inspection by the agencies was 100%. The results show that the cross-checking team could truly carry out massive cross-checking tasks among the environment protection agencies nationwide. Promotion and counseling: The project held 13 related instructional seminars to assist the undertakers, and dispatched personnel of the environmental protection agencies and enterprises in promoting the relevant regulations and methods of the system operation, which received an over 80% satisfaction level from participants. The project also actively assisted local environment protection agencies in holding 17 instructional seminars, which received over 90% satisfaction level. The participants’ suggestions were submitted to the EPA, serving as its reference and direction for improvements.
