105年度臺北市水污染源稽查計畫

中文摘要 本計畫為配合行政院環境保護署相關水污染防治政策與稽查管制方案,加強列管及稽查放流水污染,宣導家戶污水源頭減量及推動化糞池污物清理等多項措施,以持續削減污染,落實省水減污、水質改善及提昇流域水質。本計畫契約自105 年4 月21 日起至105 年12 月20 日止,以下將就本計畫執行成果提出說明。 本計畫於今年度透過4 場次法規宣導、稽查管制、輔導改善及辦理8 家次事業廢水功能評鑑等提升本市列管事業之污水處理設備效能,總計稽查883 家次、採樣205 家次(含抽水站採樣15 件),於稽查採樣過程中發現缺失皆立即告知業者改善辦法,更一步彙整常見缺失於法規說明會中以案例搭配相關法令修正說明注意事項,期使本市列管事業皆能妥善操作避免發生違規情事。 在專案輔導方面,完成本市45 處貯油場事業現場查核作業;於104 及103年度遭處分業者複查作業12 家進行複查作業,其中4 家已納入公共污水下水道系統,另8 家事業水質檢測結果已符合放流水標準。104 年度功能評鑑複查,現場查核結果均已改善完成。 於其他專案查核部分,共計完成60 家洗車業稽查、54 處餐飲業、90 家溫泉業及202 件飲用水設備查核作業,查核結果皆未發現有廢污水污染水體情事,飲用水設備皆依法規規定定期檢測水質並張貼公告於明顯處。 此外,水環境改善不只單靠政府部門的努力,亦需要民眾的共同守護參與,今年度特透過24 場次省水減污宣導活動宣導民眾使用環保清潔劑,勿將家庭廢油傾倒至洗手槽造成下水道阻塞,總計參與人數達3 仟人次以上。 本市藉由橫向與縱向跨單位合作機制,整合市府應變資源及能量,透過平日水污染器材訓練及應變演練辦理,並整備檢修本市應變器材,於污染事件發生時發揮即時應變效果。今年度從濱江抽水站油污事件、景美溪鐵􀏀三水門油污事件,皆能迅速啟動本市應變能量偕同相關局處共同處理污染案件,於2 小時內將器材載運至現場並完成佈放圍堵,防止污染擴大。

Taipei City water pollution source inspection plan in 2016

英文摘要 This plan is used to work with the related water pollution control policy and inspection & control program made by Environmental Protection Agency, Executive Yuan to reinforce the monitoring and inspection of effluent pollution, and promote the reduction of household sewage source as well as cleaning of septic tank dirt, etc., so such as to continuously reduce pollution, fulfill water saving and pollutant reducing, and improve water quality and drainage basin quality. This plan is scheduled from Apr. 21 to Dec. 20, 2016 as described below for implementation results: The plan aims to improve sewage treatment equipment effectiveness for the city’s controlled industries through 4 sessions of regulation promotion, inspection & control, guidance & improvement as well as 8 times industrial waste water functional assessment, totaling 883 times inspection and 205 times sampling. Practitioners were informed of improvement ways for all deficiencies in the process of inspection and sampling, which frequent frequencies could be further summarized together with cases and the related law amendment to announce in regulations presentation, allowing the city’s controlled industries for proper operation to avoid any violation. Regarding project counseling, 45 oil storage fields in Taipei City were checked, including re-check operation to 12 industries of being punished in 2014 and 2015, in which four (4) of them were incorporated into public sewer system and the water quality test of the other eight (8) were already met the effluent standards. Results of field inspection of functional assessment re-check in 2015 were also completed. As for the check of other projects, the inspections were carried out as follows: total 60 times of auditing for car-washing industry, 54 times of inspection operation for restaurant industry, 90 times of checking for spring industry and 202 times of examination for drinking water equipment, and that all results showed no polluted water bodies in waste water was found in above inspections. The regular detections of water quality were implemented according to the law and posted in obvious place publically. In addition, the improvement of water environment should not only rely on efforts of government sectors, but also need the mutual guard and participation of general public. 24 sessions of water saving promotional activities were held in this year to promote the use of green detergent without dumping household waste oil into the sink which will cause the blockage of the sewer. A total of more than three thousand people had attended. The City, through horizontal and parallel cross-unit cooperation mechanism, has integrated city government’s response sources and energy and, by daily water pollution material trainings and contingency drills, prepared and overhauled whole city’s response equipment in order to develop immediately response effect when pollution events are occurred. Such efforts were presented in the oil pollution incidents such as Bin Jian pumping station and Iron Works Sanshui Gate occur this year, where the City’s response energy and relevant authorities were able to cooperatively deal with such pollution cases as well as delivered and locate the devices to the spots within two (2) hours to contain the oil pollution and prevent its spread.
