廢電子電器及資訊物品回收處理技術提升暨認證作業模式改善專案工作計畫
| 中文摘要 | 本計畫為提升回收處理體系運作成效，執行並完成下列工作：(1) 研擬改善廢電子電器及資訊物品認證作業模式，以提升作業效率及降低弊端風險，首先分析現行稽核認證作業程序問題及制度，提出可應用科技技術的替代解決方案，並進行實廠測試，評估方案可行性及效益。(2)評估廢電子電器及資訊物品整機破碎處理流程可行性，本計畫為參考國外整機破碎處理流程，進行實廠試驗，透過分選效率、資源化再利用率、資源化產值、處理成本等因子，評估導入整機破碎處理流程替代人工拆解處理成本效益，作為技術可行及推動的參考。(3) 廢電子電器及資訊物品回收清除處理費率檢討，為維持基金收支平衡及補貼費率合理化，本計畫更新回收清除處理成本數據，並提出補貼費率、徵收費率、獎勵補貼等方案。(4)處理技術升級探討，為促使處理業者提升技術水準，本計畫檢討廢電子電器及資訊物品回收貯存清除處理方法及設施標準、提出提升產值產量之處理模式、技術導入對法令影響評估等。 | ||

Project on Improvement to Waste Home Appliances and Waste IT Equipment Processing Technology and Certification
| 英文摘要 | This project aims to improve the outcomes of the recycling processing system. Below are the tasks that were executed and completed: 1. Developed ways to improve waste home appliances and electrical supplies auditing model. In order to increase work efficiency and lower the risk of cheats, the project analyzed the problems within the current auditing process model and its system. The result provided a substitution for the applicable communication technology. Onsite testing was also executed to evaluate the feasibility and effectiveness. 2. Evaluation on high-degree automation machinery feasibility. This project referred to the high-degree automation machinery aboard that went through onsite testing including diversion rate efficiency, recycling rate, output value, operating cost and other factors. By the way, the evaluation covered benefit cost analysis high-degree automation machinery to human labor operation as a possible suggestion for a feasible technical adjustment. 3. Recycling pick up rates review. In order to maintain a balance within the recycling fund and to have reasonable subsided rates, this project renewed the data on recycling cost and provide suggestions on subsidy rates, recycling fee, and reward subsidy plans and more. 4. Advancement of the processing technology. Intends to improve the technical quality of the recyclers, this project reviewed the Standards for the operations and facilities for the collection, transportation, provided models to improve quality and quantity, and evaluates the impact on the regulations when technical implementations applies. | ||
