105年度空氣污染綜合防制及應變計畫

中文摘要 本計畫期程為105年7月2日至106年7月1日,主要工作內容為綜合管理各空氣污染防制基金編列計畫執行品質之監督及管考,以達到各項管制工作之預期目標,並整合具體成效及特色成果,除了確保桃園市空氣品質符合標準外,進而達成良好環保署考評績效;另一重點則為掌握及更新桃園市環境負荷及污染排放資料,分析境內空氣品質監測結果及空氣品質不良事件日污染成因探討,提供環保局據以檢討修正近程空氣污染管制策略。 分析桃園市境內環保署一般測站97年至105年(扣除沙塵影響)空氣品質不良(AQI>100)站日數各站多呈逐年改善趨勢,於空氣品質不良(AQI>100)惡化站日數中,以PM2.5佔最大宗,顯示PM2.5仍為造成空品不良的主因。桃園市105年各項空氣污染物濃度皆有改善,除了PM2.5手動及自動年平均值、O3八小時第八大值,其餘各項污染物濃度均符合空氣品質標準。 在空污防制計畫之監督管理工作方面,本計畫每月針對各項考評指標,進行各空氣污染防制計畫執行進度及品質查核,彙整各計畫查核結果,呈報環保局並提出建議改善方案。為確立計畫整體管制方向,另於計畫期間內辦理3場次空氣污染綜合防制教育訓練會、1場次國內外空氣品質管制交流會、1場次空污防制相關會議、工作實地督導稽核6場次、2場次專家諮詢會議、1場次內部工作檢討會議、1場次北部空品區交流座談會及協辦空污基金委員會3場次及1場次空污改善成效論壇研討會暨空氣品質旗幟說明會,提升各計畫工作績效及執行品質。 在空品不良應變措施,統計桃園市104-105年空氣品質不良(AQI>100)日數分別為76天及62天,其中空氣品質不良主要指標污染物均為PM2.5及O3,已執行桃園市空氣品質不良通報及因應措施共51次,主要針對AQI>100及AQI>150時,環保局落實通報廠家進行自主減量及稽巡查作業。 在空氣品質改善執行成效及策略研擬工作方面,每月針對環保署自動測站及桃園市自行設置之空氣品質測站,收集測站資料分析,並於每季提出空品分析專題報告。而依據「桃園市空氣污染防制計畫書」及空品專題分析,針對桃園市面臨之空氣SO2污染問題進行深入研究,利用空氣品質污染貢獻模擬分析桃園煉油廠排放及龜山工業區二氧化硫擴散之污染情形,以供後續管制策略訂定參考。另針對空品問題訂定對應之管制策略,包含研擬空氣污染防書各項目標檢討及修訂、及提出逸散源懸浮微粒排放型態分析,以掌握桃園市逸散源PM的排放特性,研究結果建議料堆之PM2.5的排放係數可表示為:EF (g/ton.day) =7.87(s/1.2) 0.57 (U/2.5) 1.05(m/10) -0.46。 在整合媒體宣導方面,藉由大眾媒體宣導,使民眾即時掌握及瞭解環保局為打造潔淨、健康、舒適之環境致力於各項防制工作,共計為48版次平面媒體主動報導,未來將持續辦理宣導作業,透過報紙、廣播等媒體宣揚桃園市空污防制相關成效,以使民眾熟知環保局各項空污防制工作內容,並凝聚民眾共識,達到全民共同投入保護環境工作之目的。另外,為瞭解民眾對於管制施政工作的滿意程度,辦理空氣污染防制成果民意問卷調查,依近年持續針對民眾空品滿意度進行問卷調查結果顯示,民眾針對桃園市空污管制工作滿意項目,歷年都有些許轉變, 103、104年為道路洗掃最受民眾滿意,105年則為老舊機車報廢補助最受民眾滿意。民眾最想優先加強管理之污染源則由102年度道路積塵至105年度轉變為工廠廢氣,因此,建議工廠廢氣排放稽查應列為重要工作項目。 在其他配合作業中,今年度本計畫完成執行內定測站正式遷移評估作業及遷移作業,另外,近年微型監測技術已趨成熟,為更了解各區域污染排放來源,將藉由新興微型監測技術,針對區域性執行更為細緻之分析。於106年4月底完成20點位安裝及測試作業,初步分析5月份微型監測器監測結果,於祥安國小及德龍國小一帶較容易有異常高值,建議後續可針對此區塊持續觀察,並輔以稽查周邊廠家,查看是否有可疑污染源。

The Integration Plan of Air Quality to Manintain, Inprove, and Strain

英文摘要 This scheme was carried out from July 2, 2016 to July 1, 2017, with the main tasks of monitoring, oversight, and evaluation of the execution quality of the air pollution control fund plans. The objectives are to ensure that the expected goals can be met, and the concrete achievements and special outcomes can be integrated to meet the evaluation of the Environmental Protection Administration (EPA). Other tasks include updating the environmental loading and pollutant discharge data of this county, analyzing the air quality monitoring results, and discussing the causes of the poor air quality incidents. The results are provided to the Bureau of Environmental Protection as a reference for modifying the short-term air pollution control strategies. It is analyzed in the monitoring station of Environmental Protection Administration in Taoyuan City from 2008 to 2016 (excluding the effect of dust storm) that the air quality is poor (AQI>100). The station days in various stations show that the condition is improving year by year; in the aggravating station days of poor air quality (AQI>100), PM2.5 accounts the largest proportion, indicating that PM2.5 remains to be the major cause of poor air quality. The air pollutant concentration in Taoyuan City in 2016 has been improved. In addition to PM2.5 manual and automatic annual mean value and O3 8-hour 8 values, the rest pollutant concentrations meet the air quality standard. Concerning the supervision and management of plans of air pollution control strategies, this scheme checked the execution progress and quality of the plans on a monthly basis, compiled the results for the Bureau of Environmental Protection as a reference to propose improvement plans. In order to establish the overall direction of this scheme, three session of training seminar on air pollution control and management, one session of air quality control of domestic and foreign exchanges, one session of air pollution prevention and control related conferences, six sessions on field supervision, two sessions on work review and expert consultation, one sessions on internal work coordination, one session communicate with North Air Quality Area, and three session assist transact air-pollute fund committee permit conferences, one air pollution improvement efficiency forum seminar and air quality flag explanation meeting thus improving the work performances and execution quality. According to the emergency measures for poor air quality, it is counted that there are respectively 76 and 62 days for poor air quality (AQI>100) in Taoyuan City in 2015 and 2016. The main indicator pollutants of poor air quality are PM2.5 and O3. The poor air quality reporting and response measures have been implemented for 51 times in Taoyuan City; when AQI>100 and AQI>150, environmental protection bureau should inform the manufacturers to carry out independent emission reduction and inspection work. In terms of implementation efficiency of air quality improvement and strategy discussion and formulation, the data are collected and analyzed every month from automatic monitoring station of Environmental Protection Administration, air quality monitoring station established by this city on its own, and special report on air quality analysis is made quarterly. According to “Plan for the Prevention and Control of Air Pollution in Taoyuan City” and special analysis on air quality, the in-depth research is conducted against SO2 pollution faced by this city and air quality pollution contribution is used to make a simulated analysis of pollution condition of Guishan Industrial Area, so as to provide the reference for the follow-up control strategies. Besides, the corresponding control strategies should be formulated for air quality problem, including review and modifying various objectives in the air pollution prevention plan as well as putting forward emission pattern analysis of effusion source and aerosol, so as to master the emission characteristics of effusion source PM in this city. According to the research results, it is suggested that emission coefficient of PM2.5 of material pile in this city should be indicated as: EF (g/ton.day) =7.87(s/1.2) 0.57 (U/2.5) 1.05(m/10) -0.46. In order to understand people’s satisfaction degree for the control and administration work, the questionnaire on the public opinion of air pollution prevention and control achievement is made. The questionnaire survey on the public’s air quality satisfaction is conducted and the results show that the public show the maximum satisfaction for the subsidy of old vehicle liquidation in 2016. The pollution source which the public want to preferentially manage most is that the road cumulated dust in 2013 is changed to factory waste gas in 2016. Therefore, it is suggested that the inspection for the emission of factory waste gas should be placed as the important work items. In other cooperating projects, this plan has completed the formal migration assessment operation and migration operation of default monitoring station this year. Moreover, the micro monitoring technology has become mature in recent years. In order to have a better understanding of pollutant emission source in various regions, this city applied new micro monitoring technology to conduct regional analysis in detail. At the end of April 2017, 20-point installation and test operation have been completed to preliminarily analyze the monitoring results of micro monitor in May. The abnormal high value easily appears around Hsiang An Elementary School and De Long Elementary School. It is suggested that the continuous observation should be conducted in this region in the follow-up research and the surrounding manufacturers should also be inspected to see whether there is suspicious pollution source.
