The focus of this year’s plan is to strengthen the pollution control work of construction projects by focusing on inspections pursuant to the Facilities Management Measures, supplemented by the promotion of self-management campaigns, greening of fences, washing up and sweeping of surrounding roads, publicity meetings and training and observation. The annual plan started on April 19, 2016 after the contract was signed and ended on October 31, 2016. A total of 7,280 times of work site inspections (including 679 inspections on holidays) were completed, and improvement counseling was carried out on projects not in compliance with the Facilities Management Measures.
In this year the promotion of the self-management of construction sites was continued. The campaign was organized in the form of "construction site greening", "tidying up during construction period", "regular cleaning of the surrounding environment", "cleanliness of machinery and tools", "discipline in construction sites", "saving of resources" and "tranquility in the neighborhood". For large-scale projects, environment maintenance was promoted from the inside. The work started from the air pollution control of construction and machinery and greening of the site fence to the maintenance work of the surrounding environment, covering the pollution in the entire construction area. A total of 81 sites participated in the construction site self-management campaign, and all of them have been registered in the Taipei City Construction Project Air Pollution Control Program Self-management Reporting System (http://w3.ncet.com.tw/TPview) for online self-management reporting.
In order to improve the construction site’s stereotype of "rigid looks on the outside and dirty on the inside", this year we more actively promoted the construction site’s greening work, so that people may feel a different construction site style and an impression that "a construction site can also be very clean and beautiful". Between January and October 2016, fence greening was completed for a total of 101 new construction sites. About 51 sites used green hedges or hanging pots or flower beds for greening, 46 sites used canvas or painting for landscaping, and 4 sites used both plant greening and fence painting.
The strengthening of the construction management of roads and pipelines was also the focus of this year. In this year, the project of “pipelines for reducing construction pollution” was promoted. In addition to promulgating pipeline construction procedures and promoting the waste-earth-free policy in carrying out inspections of small-scale pipeline projects, cleaning and pollution prevention and control measures were required. The sanitation of sewer construction projects was planned and controlled to ensure that pipeline construction will not produce too much pollution. At present, the proportion of small-scale pipeline construction projects that adopt the waste-earth-free measure is about 85%. Furthermore, in this year the promotion of adoption of construction site road cleaning still continued. Totally 40 additional construction sites participated in road adoption from April to October 2016, and the new adoption length is 36.26 km and the cumulative length cleaned is 24,237.1 km. In this year the control of particulate pollutants and machinery pollution of construction projects still continued. 120 times of particulate pollutant spot checks and 40 times of spot sampling and testing of machinery oil of construction projects were completed to supervise the use of legitimate oil. A total exposed area of 2,850 m2 was investigated and all was improved.
To further promote the publicity and construction project-related policies and decrees, the production and distribution of issues 70 and 71 of the air pollution control electronic newsletter for construction projects was completed between April and October 2016, and issue 12 of the construction project electronic newsletter was issued on November 16. The 73rd e-paper was published on 30th Dec. in the purpose of honoring those outstanding vendors of this year for road maintainance of construction site and high-temperature sprinkler via an awarding ceremony to extend our gratitude for them. It is expected that through comprehensive inspection, counseling and publicity work, the pollution of the construction projects in the city can be effectively controlled to enhance the reduction rate of particulate matter in the construction projects in the city. From January to October 2016 the reduction rate of particulate matter was 56.40%. The compliance rate of the first and second class construction projects’ facilities was 91.2%. It is obvious that the management of construction projects has shown its effect.
