105年度臺南市推動室內空氣品質改善計畫

中文摘要 摘要 本年度計畫在執行期間辦理2場次室內空氣品質法規說明會,對象為第二批公告及106年度考評調查對象包含幼兒園、量販店及餐飲店,會議主要說明室內空氣品質相關法規及稽查管制事項、室內空氣品質維護管理計畫書撰寫要點、室內空氣污染物及健康危害、改善方案等。105年12月辦理1場次跨局處橫向協調會議,討論各局處權責及分工項目。 規劃辦理巡查檢驗部分,針對本市轄區內104處公共場所進行直讀儀巡檢管制空間及民眾常駐足之區域,巡檢本市31處第一批公告場所中有23處巡檢結果有瞬間高值產生;39處第二批公告場所包含圖書館、博物館、醫療機構、金融機構營業場所、視聽歌唱業場所、商場、及運動健身場所,30處場所有瞬間高值產生;另34處尚未列管公私場所包含,包含圖書館、博物館、電影院、運動健身場所、游泳池、幼兒園、產後護理機構、證券公司營業場所及會議廳,23處場所有瞬間高值產生,高值項目主要為二氧化碳、甲醛、TVOC、PM10及PM2.5。本計畫另進行12處第二批公告場所、3處第一批公告場所及1處公共場所,執行開放營運期間二氧化碳自動連續監測,篩選高濃度點位連續監測3天以上,結果有9處場所二氧化碳有超標之疑慮。 依據環保署稽查檢測作業原則針對第一批公告場所執行標準方法稽查檢測作業,本計畫共執行36處次145點次標準方法檢測,1處有甲醛超標情形(家樂福仁德店),經限期改善複測後結果符合法規標準。為讓場所瞭解自身室內空氣品質問題與改善作為,本計畫篩選14處巡檢或連續監測值偏高之第二批公告場所,安排專家學者至現場輔導,協助場所探尋可能污染源,並提供改善建議供場所參考。本計畫亦針對臺南市立安南醫院,執行12天自動連續監測CO2、溫度及濕度,進行通風換氣量之評估,研提可行的室內空氣品質改善方法,提供場所作為改善室內空氣品質之參考執行方案。 本計畫亦協助環保局達成有關室內空氣品質考評標準,並於「105年度直轄市、縣(市)政府配合推動室內空氣品質管理法執行績效考評」取得自評成績100分。 本市33處第一批公告場所,已全數完成室內空氣品質維護管理專責人員之設置、室內空氣品質維護管理計畫書之訂定及第一次標準方法定期檢測作業。而本計畫也針對「106年度直轄市、縣(市)政府配合推動室內空氣品質管理法執行績效考評」先行取得部分考評指標之分數,以利下階段計畫銜接時能順利達到考評滿分。

英文摘要 Abstract During the annual project was conducted, two information sessions about indoor air quality (IAQ) have been held this year. The objects were the public sites secondly announced by the Taiwan EPA (Environmental Protection Administration) and those needed to be re-examined in 2017, includes kindergartens, hypermarkets and restaurants. In the information sessions, the following four important works were discussed: (1) laws related to IAQ and items of inspection and control, (2) key points of the proposal regarding maintenance and management of IAQ in public sites, (3) indoor air pollutants and their hazard to health, and (4) proposals of improvement. Additionally, a cross-office horizontal negotiation meeting was also held on 2016 Dec., discussing responsibilities and obligation of each office and work items of individual division. Regarding the planning of patrolling and inspection, direct reading instrument-based measurements were conducted in the restricted zones and where people usually stay for 104 public sites within Tainan City. 23 out of 31 firstly announced public sites in Tainan City showed momentary peak values. And 30 out of 39 secondly announced public sites also had momentary peak value, including library, museum, hospital, financial institution, audiovisual singing place, market and fitness places. Besides, for 34 preparatory announcing public sites, including library, museum, movie theater, fitness places, swimming pool, kindergarten, postpartum care institutions, securities company business premises and conference hall, 23 among them showed momentary peak values. The primary items at peak value were carbon dioxide, formaldehyde, TVOC, PM10 and PM2.5. For 12 secondly announced, three firstly announced, and one general public sites, continuous automatically monitoring of carbon dioxide during operation and screening sites with high concentrations for more than three days were also conducted. The results showed that, concentrations of carbon dioxide in 9 public sites were probable higher than the regulated standard. According to inspecting and measuring of standard approaches for the firstly announced public sites¬-principles for inspecting and measuring regulated by Taiwan EPA, there were 36 public sites and 145 items have been performed in this project. Within this inspections, there was only one public site (Rende branch of Carrefour) where formaldehyde (HCHO) concentration exceeded the regulated standard. In order to increase the understanding of staffs about IAQ related problems and further solutions for these problems, professional field guides were invited to assist seeking any possible pollution sources, and necessary advices for improvements were simultaneously provided on site for 14 public sites with higher measurements while they were patrolled and inspected or with higher monitoring results in this program. For Tainan Municipal An-Nan Hospital, the followings were also performed : (1) 12 days of continuous monitoring of CO2, temperature, and humidity (2) assessment of ventilation and air exchanging rate. Based on the above results, available solutions or improvement advices for IAQ were provided for the workplaces. The examining and scoring performance concerning IAQ has been achieved by Environmental Protection Bureau of Tainan City Government through the help of our team. Self-scoring was at 100 points in “2016 City Municipal & County Government Cooperating on Promotion of the Management Act governing indoor air quality (IAQ)”. For the 33 firstly announced public sites in Tainan City, all the specialists for maintenance and management of IAQ have been set up via necessary assistance. Maintenance and management project of IAQ and the first version of standard procedures of regular examining have been drawn up. For “2017 City Municipal & County Government Cooperating on Promotion of the Management Act governing indoor air quality (IAQ)”, parts of examining and scoring performance have been achieved in advance, it will help Environmental Protection Bureau of Tainan City Government to get a perfect score without any difficulties.
