105-106年度環境保護產品規格標準第1年(2年計畫)專案工作計畫

中文摘要 本年度蒐集國內外資訊上,發現各國環保標章計畫近年來新增規格標準速度有減緩之趨勢,主要著重於現有規格標準之修訂及整併,而於驗證及追蹤查核部分,主要以風險管理概念,隨機抽查,如發現違規,最重可處停止廠商環保標章使用權。在宣傳推廣上,已有部分國家逐步明確規範政府優先採購環保標章產品,並透過大型採購者力量要求供應商生產符合相關綠色規範之產品,共同提升環保標章之認知度。 在研(修)訂環保標章產品規格標準部分,共完成生質塑膠、數位複印機版紙、家用洗碗機、育樂場所、低電壓匯流排、空氣濾網、發光二極體(LED)顯示板、充電器、育樂場所、空氣濾網等8項新增產品項目,及完成辦公用紙、木製產品、數位複印機、電線電纜、油墨、卜特蘭高爐水泥、肌膚毛髮清潔劑、螢光燈管、旅館業及無汞電池等10項修正產品項目,廢止產品項目包含布尿片、空調系統冰水主機、回收PET服飾紡織品、用戶電話機、數位攝影機、電磁爐等6項產品標準,並辦理1場次第二類環保標章產品暨服務業申請說明會,以協助第二類廠商與服務業業者申請並交換意見,納入制度檢討之參考。 完成1場廠商申請作業說明會包含第二類環保標章產品申請說明與驗證重點及服務業環保標章申請說明與驗證重點,除讓業者瞭解標章之緣起、推動成果及第二類環保標章之導入,並說明申請及驗證重點及取得證書後應注意之事項,透過說明會讓業者在申請第二類環保標章之過程可以更順暢。 本年度執行單位參與105年於烏克蘭舉辦之GEN年會,並由執行單位陳靖原總監針對我國環保標章產品追蹤查核績效提出報告。我國於本次年會可謂成果豐碩,我國環發會陳靖原總監經競選再次成功取得為期兩年GEN董事會席位,接續我國于寧博士繼續維持我國之代表性與影響力,並凸顯我國之相對領先地位。 後續工作上,除持續關注國內外環保標章制度發展、適時處理廠商意見及舉辦相關說明會外,相關工作仍朝研訂但減緩新興產品標準研擬,建議可透過調查各機關對於其實際採購產品項目,以作為規格標準開放之參考。規格標準中均列有管制項目之參考檢測方法常被誤解為指定方法,實際執行上係以經認證之實驗室與方法作為認定依據,檢測報告使用之方法不一定為規格標準所列之參考檢測方法。建議於規格標準中不列參考檢測方法,方法則回歸實驗室認證結果認定。或將相關環保標章規格標準各基質適用之參考檢測方法,獨立做為參考文件,以可適時進行滾動式修正。目前驗證機構委由兩家承辦,實務上仍有廠商會有些許疑慮。故建議可定期舉辦驗證一致性討論會,包含規格標準之條文解讀、申請資料要求之內容及申請過程作法等,以維持各驗證機構對規格標準條文要求之一致性。建議對於目前相關規格標準予以分類,舉辦特定規格標準之說明會,清楚告知廠商各項條文之要求、應備文件、準備方式及相關注意事項,呼應廠商之需求,適時補強廠商申請之協助說明與諮詢能量。建議未來應重新投入經費,落實以往簽訂之相互承認協議,並設法擴大國際合作之對象與範圍,此舉除確保我國環保標章之國際領先地位外,亦可協助我國綠色產品業者爭取國際綠色貿易商機。可以配合南向政策,技術援助東南亞區域之新標章組織,並協助其成為正式GEN會員,維持我國於此一領域之長久影響力,並提高在GEN會員中之盟友數量。建議可考慮提供更主動之援助,如主動派員參與GENICES評鑑,甚至贊助部分GEN活動如辦理董事會與年會,持續參與GEN並發揮影響力。

105-106 Study on the Development and Revision of Green Mark Product Criteria.

英文摘要 One of the project’s tasks involves the collection of information regarding the implementation of domestic and foreign ecolabeling programs. After analyzing the gathered information, it is observed that many ecolabeling programs are starting to slow down in introducing new product criteria, and instead focusing more on revising and integrating existing product criteria and standards. In performing follow-up surveillance activities, many programs are also found to emphasize more on the risk management concept and random sampling. If non-compliances are observed during the surveillance activities, the most severe penalties are usually the termination of license holder’s right to use ecolabel on non-conforming products. While promoting green consumption, several countries have mandated the preferential purchasing of eco-labeled products by government agencies, and leading multinational companies are also imposing green requirements on their suppliers to produce green products. These public and private initiatives can all serve to increase consumers’ awareness of ecolabeling. With regard to the development of Green Mark product criteria, 8 new categories of product criteria have been developed by this year’s project, including: bio-plastics, digital duplicator masters, household dishwashers, education and entertainment venues, low-voltage system buses, air filters, LED displays, and chargers; 10 existing product criteria have been revised including: office automation paper, products made from recycled wood, digital duplicators, wires and cables, printing inks, Portland blast furnace cement, skin cleansers, fluorescent lamps, hotels, and mercury-free batteries; and six criteria were repealed, including: cloth diaper, chillers for air conditioning systems, textiles, Induction Cooker and clothing made from recycled PET, subscriber telephones, and digital cameras. In addition, one informational seminar has been offered to applicants for Type II environmental protection products and Green Mark service categories. This seminar served to provide assistance to manufacturers and service sector applicants in applying for relevant green product certifications, while also receive views expressed by participants which can be used as inputs during the future review of the green purchasing promotion program. This year, three representatives from EDF attended the 2016 GEN Annual General Meeting, with Mr. Chin-Yuan Chen served as a member of the GEN Board, which allows EDF to continue to represent the Green Mark Program in GEN and exert due influence. During the GEN meeting, Mr. Chen also presented the results on the evaluation of product environment performance of Green Mark products. Through the presented results, EDF continues to show its leadership to the GEN working group on environmental performance evaluation, and to demonstrate the advanced leading state of Green Mark program in this field. Regarding the project’s future work, besides paying attention to the development and status of domestic and foreign ecolabeling programs, responding to views and comments expressed by Green Mark licensees and applicants, and organizing relevant informational seminars, it is recommended that future work of the Green Mark Program should include continue developing product criteria for new product categories though on a smaller scale, reviewing existing product criteria, and considering integrating criteria for similar product categories. The reference test methods listed in the specification standards are often misinterpreted as designated methods, the actual implementation is based on certified laboratories and methods as the basis for the test report, the use of the method does not necessarily refer to the standard reference test method. Suggested in the standard specification does not refer to the detection method, the method is to return to laboratory accreditation results identified. Or the relevant environmental protection standard specifications of the standard reference material for the detection method, independent as a reference document to be timely rolling correction. As there are currently two certification organizations for the Green Mark Program, it is recommended that the Green Mark requirement interpretation meeting be held periodically between the two organizations to ensure the consistency in interpretation of the requirements of the Green Mark product criteria. Information seminars should also be held for new or recently revised product criteria in order to encourage manufacturers and merchants to continue to apply for Green Mark certifications, and to seek comments and recommendations from government agencies regarding new product categories for future criteria development activities. With regard to recommendations for this project’s medium to long term work, it is recommended that EPA-Taiwan commission some impartial and independent consultancies to offer consulting services related to Green Mark application process, and strengthen the requirement that Green Mark users are also responsible for conducting consumer education and awareness activities. If resources are available, it is recommended that international ecolabeling workshops or seminars should be held in order to offer training to personnel of newly founded ecolabeling programs, and maintain the capacity for international cooperation and information exchange. To improve the public interest and awareness of Green Mark, these promotional activities are recommended to be managed by professional public relations firms, and incentives should be provided during these activities to increase consumers’ interests in purchasing Green Mark products.
