105年度「105年度柴油車動力計排煙檢測及油品檢測計畫」

中文摘要 移動污染源係造成都會區空氣品質劣化的主要原因之一,其中柴油車排放之黑煙最令民眾詬病,而本計畫藉由執行各項柴油車之稽查管制作業,藉以改善臺北市之空氣品質,給予市民乾淨清新之生活環境。 由監理單位取得之車籍資料分析發現,105年北市設籍車輛數約8萬輛,其中一、二期車之占比分別為1.5%及5.2%,而目前目視判煙4萬餘輛車中,一、二期車之占比分別為5.1%及11.8%,目前不論是設籍數或目判數均以三期以上車輛為主,顯示目前北市已較難稽查到有明顯排放黑煙之情形,而為加速一、二期老舊柴油車汰換作業,環保署將於106年推動10,000輛一、二期老舊柴油車汰換作業,由北市車籍可知,目前一、二期老舊大貨車約為2,346輛,以目前北市動力計檢測量能應可負荷如此檢測數量,因此建議臺北市環保局或於北空會議時,再次向環保署建議能依空污法第40條訂定及公告一、二期大型柴油車之定期檢驗作業,搭配路邊攔檢及目視判煙等稽查手段,增加車主使用不便利性,並配合環保署一、二期老舊柴油車汰舊補助,期能達成汰舊目標。 而以不透光率測試結果來看,路邊攔檢透過黑名單及目視篩選,能有效稽查到高污染車輛,故路邊攔檢不透光率不合格率(76.8%)高於站內檢測不透光率不合格率(5.9%)。由於路邊攔檢較具直接管制效果,因此環保署將106年於全國推動40,000輛次攔檢作業,故建議環保局能評估於106年計畫中增列1組路邊稽查設備及人力,並持續落實黑名單及目判篩選作業,另持續針對不合格率較高之路段及一、二期老舊車輛加強稽查,透過加強稽查等手段,促使老舊車輛能加速汰換。 另104年環保局已發包50輛垃圾車加裝濾煙器計畫,而垃圾車安裝濾煙器至今已執行7次檢測,由檢測結果發現不透光率去除效率達99%以上,顯示加裝濾煙器確有其成效,故環保署今(106)年將推動濾煙器認證及三期大車加裝濾煙器補助作業,於正式公告後,評估透過召開宣導說明會、發放新聞稿等方式,讓三期大型車車主皆能知悉相關補助辦法,期能有效改善大型柴油車之污染狀況。 近年來由於環保署鼓勵各縣市能自行推動空品淨區,本市過去已推動2處空品淨區,包含陽明山空氣品質淨區及信義區空氣品質淨區,另105年度推動低污染排放示範區(新生南路至松江路),並執行相關稽查作業,實施後發現行經示範區內污染之虞車輛有明顯減少,另污染較低之五期公車比例已明顯增加,故今(106)年環保局已公告6處2站1線為低污染排放示範區,7月1日正式實施,後續仍結合自主管理標章進行管制,且更加嚴標準,低污染排放示範區內之車輛應取得A-1~A-2標章,未取得A-1~A-2標章車輛則加強稽查,期能有效提升低污染排放示範區內空氣品質。 透過檢測不合格車輛之污染改善及檢驗前車輛調修,再依環保署建議年行駛里程,推估本計畫粒狀污染物(PM10)可削減63.96噸/年,較104增加29.18公噸/年(104年10-12月執行設備更新,導致有較大之差異)。

105 year diesel vehicle dynamometer smoke detection and oil detection program

英文摘要 Mobile source is one of the main causes of deterioration of air quality in the metropolitan area. Black smoke from diesel vehicles is denounced. The plan is designed to improve air quality in Taipei City and to provide the public with a clean and fresh living environment by implementing the inspection control program of various diesel vehicles. According to the vehicle information analysis data from Vehicles Supervision, the registration number of vehicles in Taipei city in 2016 is estimated at around 80,000 vehicles, of which one and two term diesel vehicles accounted for 1.5% and 5.2% respectively. In the current visual inspection are more than 40,000 vehicles, of which one and two term diesel vehicles accounted for 5.1% and 11.8% respectively. At present, regardless of the registration and visual inspection of vehicles are mainly more than three term diesel vehicles, indicating that it has been more difficult to check the emissions of smoke in Taipei city. In order to accelerate one and two term old diesel vehicle replacement, Environmental Protection Administration will promote the replacement of 10,000 vehicles which is one and two term old diesel vehicle in 2017. From the registered vehicles in Taipei city, it shows that there are about 2,346 vehicles of one and two term diesel vehicles which can be inspected by dynamometer testing. Therefore, it is proposed that Environmental Protection Bureau of Taipei City Government can suggest Environmental Protection Administration again that it can formulate and announce the periodic inspection of one and two term large diesel vehicles in accordance with article 40 of the Air Pollution Control Act. In order to achieve the goal of replacement of old vehicles to, with roadside inspection and visual inspection to increase the use of inconvenience of vehicle owners and one and two term of the old diesel vehicle subsidy program which have been conducted by Environmental Protection Administration. According to the results of diesel vehicle exhaust opacity test, roadside inspection through blacklist and visual screening can effectively inspect higher-polluting vehicles, so the opacity failure rate of roadside inspection (76.8%) is higher than the station inspected (5.9%). As a result of the direct control effect of roadside inspection, the Environmental Protection Administration will carry out 40,000 inspections in the whole country in 2017. Therefore, it recommends that the EPA can evaluate to increase the inclusion of an equipment and manpower on roadside inspection, and continue to implement the blacklist and visual screening operations. In addition, strengthening the inspection of road of high failure rate and one and two term old diesel vehicle. Through the strengthening of inspection to accelerate replacement of old diesel vehicles. In 2015, Environmental Protection Bureau of Taipei City Government has contracted 50 garbage trucks to install diesel particulate filters plan and garbage trucks installed diesel particulate filters have been implemented 7 times inspection. The results showed that the efficiency of the opacity removal was above 99%, indicating that the installed filter was effective. Therefore, Environmental Protection Administration will promote particulate filters certification and install diesel particulate filters on three term diesel vehicles subsidy program. After the official announcement, the assessment will be conducted through the holding of the briefing session, the issuance of press releases to make three term vehicle owners can be aware of the relevant subsidy measures. It can effectively improve the pollution situation of diesel vehicles. In recent years, due to the Environmental Protection Administration encourages all counties and cities can promote the Clean Air Zones, Taipei city has promoted 2 Clean Air Zones, including Yangmingshan and Xinyi District Clean Air Zone. In addition, Taipei city has promoted low pollution emission demonstration zone (Xinsheng Road to Songjiang Road), and implement the relevant inspection program. After the implementation inspection program in demonstration area, the pollution of the vehicle has significantly reduced, and the proportion of five term low-pollution bus has been significantly increased. Therefore, this year (2017) Environmental Protection Bureau has announced low pollution emission demonstration areas, including 6 places, 2 station and 1 line which will be implemented in July 1st. The Environmental Protection Bureau will combine self-management label to control, and more strict standards. Vehicles in the low emission demonstration area should get A-1~A-2 label, and the vehicles which do not get an A-1 ~ A-2 label will strengthen the inspection to effectively improve the air quality in lower pollution emission demonstration areas. Through the inspection of pollution improvement of unqualified vehicles and pre-inspection vehicle and maintenance, according to the proposed annual mileage of EPA. It has estimated that the Particulate Matter Pollution (PM10) of a project can be reduced by 63.96 tons / year, an increase of 29.18 tons / year compared with 2015.
