The objective of the plan is to mitigate the emission of air pollutants produced from burning joss paper, incense and dtraw during Ghost Festival and temples’ major festival in Tainan. The major way we conducted includes carrying out the policies named “Reduction of Joss Paper” and “Concentrated Burning of Joss Paper”; moreover, from June 28, several councils, personal visits, training classes and ceremonies have been held to educate the public for this project. In oreder to promote the importance of air polloution control with latest government regulation. The project held 1 division meeting, 1cross-office consultation, 1 explanatory conferences, 2 explanation session,2 clean ceremoies,1 pray for blessings ceremory,5 “Non-Open-Burning” explanatory session, and published 7 news ,26 lists of Marquees,and 9 times of Radio broadcasting.
Meanwhile, the project also conducted 750 times temple visiting duringJune. to Dec. in 2016, the amount of concentrated-burning joss paper was1,419.15 tons, gathered form 1,473 departments. On the other hand, we promoted “Donating-replace-joss paper” with 10 charitable organizations.There were 5,079 people taken part in the by donating money, contributed approximately NT$ 2,199,710 during 2016. Then, Generally, the TSP mitigation amount of“Concentrated Burning of Joss Paper” came to 4.99 tons; in “Donating-replace-joss paper” , we have mitigated 72.59 tons CO2 and 170.83 kg TSP. The others, there’re totally 768 petition cases on the temples, and the largest number of 483 times on the noise petition cases was reduced to 424 times through the past year. In addition, there’re 250 petition cases of smell ,and then repeated cases of six temples has promised to improve the air pollution control equipment on their burning ghost papers.
Rice is the major agriculture product of Tainan city, but the traditional open-burning caused air pollution after harvest season. For this reason, the project made “Non-Open-Burning Article” agreement with 290 contracted farmers among 4 rice manufacturing associations, total rice paddy reached 1,107 hectares. However, there were still 177 sites occurred open-buring mainly during 3pm-5pm, burning area were 43.07 hectares. The project’s members assisted to put out fire on 30.68 hectares, the control rate was 66.91%
