105年土壤及地下水污染整治費徵收制度檢討暨調整、規劃計畫
| 中文摘要 | 本計畫協助土壤及地下水污染整治費徵收制度檢討修正，拜訪公(協)會、辦理一場次研商會議以及二場次公聽會議，彙集各界關切議題及意見納入修正案；環保署已於105 年 12 月 30 日發布修正「土壤及地下水污染整治費收費辦法」（下稱收費辦法），本次收費辦法除增加22項公告物質外，亦將廢棄物由採行業別徵收方式改以廢棄物代碼項目進行徵收，共計66項廢棄物代碼。本收費辦法將於106年7月1日施行，為使新增課費廠商能熟悉法令規定，依法進行申報繳費，配合環保署規劃分批辦理4場次法規說明會。 有鑑於國家土壤及地下水污染之整治費徵收制度健全願景，本計畫以提升整治費徵收制度完備性與永續運作為目標，針對目前已公告之收費辦法，除彙整相關單位意見協助修法內容之溝通釋疑外，辦理十一場次相關議題專家諮詢會議研析不同面向的重要議題，包括：1.基金來源2.基金運用3.減抵與獎勵機制以及4.土污基金運作效益等，邀請相關專家共同討論、遵循「開源節流」以及「收支平衡」的財務運作原則、研議具體可行之改善方向、策略或措施以及財務運用決策方案，權衡其綜合的經濟效益，選擇最優方案，同時涵蓋土污基金財務運作之短中長期戰略目標，促使土污基金獲取中長期財務效益、價值及永續運作管理之最終目標。 | ||

2016 Project of review and adjustment on the soil and groundwater pollution remediation fees system
| 英文摘要 | To review and revise the collection system of the soil and groundwater pollution remediation fees, collect key topics of concern from various aspects of society, and incorporate opinions into the said revision, the owners of this project visited professional associations and societies and convened a discussion meeting and two private hearings. On December 30th 2016, the Environmental Protection Administration released the revised edition of the Regulations Governing Soil and Underground Water Pollution Remediation Fee Collection (herein referred to as “Fee Collection Regulations”). These revised Fee Collection Regulations added 22 items to the publicly announced list of materials and changed waste collection methods categorized by industry types to a waste-based method with 66 items of waste and corresponding codes. These Fee Collection Regulations shall enter into force on July 1st 2017. A total of 4 sessions of legal interpretation conferences were planned and held by the Environmental Protection Administration to ensure that businesses newly included into the fee collection system are familiar with the said Regulations and are capable of reporting and paying their fees in compliance with the law. To achieve the vision of establishing a comprehensive national fee collection system for soil and groundwater pollution remediation and attain the goals of building a robust and sustainable of remediation fee collection system and operations, the project owners compiled opinions from relevant agencies to help communicate legal details and dispel confusion. Additionally, a total of 11 expert consultation meetings were held to analyze key topics from different aspects, including: (1) funding sources; (2) funding utilization; (3) deduction and reward systems; and (4) operations and benefits of the soil and groundwater remediation fund. Experts were invited to participate in joint discussions, seek compliance with the financial operation principles of securing sources of funding while limiting expenses and achieving balanced income and expenses, and formulate feasible directions, strategies, measures, and financial operations decision-making plans. The combined economic benefit was assessed to select the optimal plan while incorporating short-term, mid-term, and long-term strategic objectives of the financial operations of the soil and groundwater mediation fund for the purpose of achieving the ultimate objectives of mid- and long-term financial benefits, values, and sustainable operations and management of the said fund. | ||
