臺灣空氣品質效益及控制評估系統應用

中文摘要 PM2.5為我國相當重視的空氣污染物,隨著工業發展及都會區車輛密度增加,國內空氣品質受到明顯的衝擊。當曝露在過多的PM2.5環境中,容易造成心血管及呼吸道疾病等,本計畫主要目標是國際上空氣品質管理的科學工具轉移台灣本土化進行應用。經過三年建置努力,目前系統已將臺灣排放成本分析系統和空氣污染與健康效益評估系統更新為中文化介面,並擴增排放清冊控制成本資料庫與健康健保資料庫,建立2010年模式五個空品區模擬資料庫,以增進系統的多元應用性及更人性化的操作使用。 本計劃主要工作項目為結合三年建置資料庫,協助環保署使用空氣品質決策支援系統資料庫執行中部空品區區域控制成本分析、空氣品質與健康效益評估。利用排放清冊TEDS9.0版本基準年2013年資料,擴增中部地區成本資料庫升級與更新整合,以利快速評估減量策略所需成本,進行2013年空氣品質模式模擬以及連結縣市達標控制策略,進行特定區域民眾健康效益評估,並執行臺美合作技術交流平臺,轉移美國空氣品質達標評估工具以進行臺灣PM2.5排放來源評析,提供環保署排放減量政策評估。

Application of Taiwan Air Benefit and Control Assessment System

英文摘要 PM2.5 is one of the top pollution concerns in our country. With economic and industrial development leading to an increase of transportation vehicles, the impact to air quality in the country is highly evident. Exposure to PM2.5 environment will cause cardiovascular and breathing problems. This study aims to implement international air quality management into Taiwan. After three years of hard work, this study has currently finished the Taiwan Emission Control Cost Analysis System and Benefits Mapping and Analysis Program. This study has also expanded the Emission Control Cost and Health Database, creating a database with 5 areas from the year 2010, to improve the system’s multifunctionality and ease of use. This study major work objective is to combine database from the three years, and to aid the Environmental Protection Agency in properly using Air Benefit and Control Assessment System, (ABaCAS) database to analyze central Taiwan control cost, air quality and health benefits. By using TEDS9.0 to standardize data in 2013, the central area cost database could be updated and upgraded, to allow valid cost control analysis. Thus, with the 2013 air quality simulation and database being linked to cities to exercise proper control policies, it is possible to do even more detailed health assessment. Implementing a Taiwan-American coordinated database, this study is able to support the Taiwan Environmental Protection Agency (EPA) with information and policies from the NAAQS and American EPA, to improve Taiwan’s air quality policy and simulation efficiency and validity.
