Air quality in Kaohsiung area does not meet air quality standards in accordance with Article 8 of the Air Pollution Control Act promulgated by EPA. On June 30th, 2015 " Total Quantity Control Plan was set in Kaohsiung and Ping-Tung Areas " as the primary area to be implemented.
This project is accomplished by EPA with the aim of promoting the “Total Quantity Control Plans in Kaohsiung and Ping-Tung Areas”, also including “the criteria for the authorization of the pollutant emissions quantities of existing stationary pollution sources” and the “Regulations for the Authorization of the Emissions Reduction Quantities Difference for Banking”, Offsetting or Trading” and other regulations of officially announce. The others are to assist the Environmental Protection Bureau Kaohsiung City Government to promote and implement total quantity control in Kaohsiung and Ping-Tung areas, and also continue to improve and enhance air quality in Kaohsiung City. Furthermore, review and analysis contribute to the implementation of total quantity control plans as a reference in the future work.
The main task of the initial implementation of this project is to accept the application for "Approved Emissions." Establishment of stationary source of total quantity control and standard operating procedures of review of specifies cut and check. In addition, the work is also required to establish the total quantity control of the exclusive website beside with the maintenance and update of relevant information for the competent authorities and industries using advocacy, inquiry, and participate in pilot run review meeting.
The implementation of medium-Term will be handling of document Management, such as emissions approval, specifies cut, emission reduction credits and other relevant documents within the regulatory time to complete the review and issuance.
The implementation of late-term, depends on the total quantity control plan to promote the situation to handle the emission reduction credits of the exchange, trading, extension and other related review and issuance; including hold relevant meetings of the project, enhance the implementation of the situation and confirm pollution emissions reductions or exchange progress.
