The main objective of this project include: diesel relevant regulatory operations, idling-stop parking outreach and inspection operations, and green transport and transport advocacy and promotion operations and other administrative operations related to the Bureau. Preliminary statistics for the yearend report was scheduled from Feb 27, 2016 till Feb 26, 2017. All results of the work are summarized as follows:
1.Diesel relevant regulatory operations
(1)Quantitative targets reached
Till Feb 26, 2017, the Statistics showed that the number of diesel smoke detector count is 2,613; roadside motorcycles smoke detector should be done on more than 360 motorcycles and 453 motorcycles with 76 tests failed, roadside stop failure rate 16.8%; visual smoke judge and license plate recognition more than 8,000 motorcycles, visual notification with more than 600 motorcycles, completion of license plate recognition system with 13,276 motorcycles; visual smoke judge trips visually judge 2,133, a total of 14,487 motorcycles, with 922 visual notification; other automotive diesel and marine oil sampling operation, sampling with assistance for 160. The sampling approach is based on the EPA norms with based oil sample for 151 cases, and the sample of vessel for 10 cases. For the vehicle in the county to come actively for inspection after receiving the notice, 2,200 notifications have been sent.
(2)Diesel vehicle insurance and inspection in one
Diesel car insurance and inspection two-in-one was promoted. One diesel vehicles control seminar was held in order to visit and counsel the maintenance factories in the county and four factories were completed and certified after the maintenance factory capacity test. On Nov 28, an onsite evaluation was held. There were 3 evaluated and one counselled. After the evaluation, all the evaluated maintenance factories didn't reach the standard of the certified maintenance factories. A total of 1,267 units of diesel vehicles complete the self-management certification.
(3)Diesel QAQC
All the instruments are calibrated properly in conformity with the acceptance range; the completion of the diesel vehicles national test and the completion of relative tests in the neighboring cities with Kaohsiung and ARTC. The test results are all in compliance deviation range; on Sept 23, 2016, the TAF institutions came to the site to have supervision and evaluation, only with recommendation to the laboratory to setup the instruments and confirm the overall table consistent with R04-related policies and programs of the requirements. Any failure here has been corrected. Since category C belongs to suggestions so in the future when TAF institute came to our site to process the evaluation, things will be reconfirmed and corrected.
2.Parking idling-stop propaganda work and examiner
Propaganda documents should be easy for people to accept. There were 3,000 advocacy static stickers produced; 3000 advocacy posters, and 1500 advocacy products. During the roadside inspection operations and outreach activities, advocacy static stickers and outreach products were delivered then; propaganda posters were sent or mailed to all the public institutions, factories, passenger transport industry, schools at all levels and Scenic Area in every county.
Since the project began on February 26, 2017, the inspection of vehicle idling and advocacy is 3188 motorcycles. Scheduled inspection and outreach locations lie in the roads or streets with the most traffic and public places, the implementation in this region accounted for 66.8%, implementation of the regional tourist areas in this region accounted for about 15% and as for the county campus, the inspection and advocacy accounted for about 18.2%.
3.Advocacy work to promote low-emission vehicles
With the EPA to promote sustainable low-carbon homes policy and the promotion focus planned by the county, the focus of this year lie in the pedestrian precinct in the county, the setup of the bicycle rental system, the promotion of electric buses, the promotion of low-polluting transportation, the promotion of the battery exchange station and the promotion of industrial zones mobile sources evaluation project...etc.
The completion of Pingtung Mingtzu Night market pedestrian precinct pilot trial was done including the completion of 30-second relevant green transportation outreach and advocacy video for parking idling-stop. After June 20, the advocacy video was played intensively 124 times. Completion of two horizontal linkages conference sessions was made including the completion of seminar for diesel vehicles with soot filter installed; industrial zone mobile source evaluation on the number of diesel vehicles from 269 to 627 in 2015; staff scooter number from 1685 to 2304 in 2015, which showed positive response. An onsite evolution would be processed on Feb 14, 2017. 17 places of battery exchange station have been completed with 200 places for battery charge.
4.Illegal Oil Investigation Operation
The project in corporation with diesel vehicles project, during roadside stop checking and testing in the power station, oil inspection was carried out on the oil in the vehicle by detecting the abnormal color or odor sample. By statistics, from Feb 27, 2016 to Feb 26, 2017, the total number of 2,196 motorcycles were hailed for checks; roadside vehicle check 547 in total; 1,639 motorcycles checked in the power station, among which there were 151 sampling from roadside inspection and two were found illegal from the checking result.
