This project is to investigate, analyze and evaluate the waste tire recycling system and
rate. The completed work items are as the following: 1. This year, by analyzing the sales
volume of different types of tires during 2011 to 2016 and the sources of waste tires
recycling in all counties and cities in 2016, we estimate the amount of waste tires
produced and the flow of treatment, and analyze the treating subsidy based on recycling
amount to make the recycling of waste tires smoother. 2. Collecting the latest status,
data and recycling defines of the waste tires recycling in various countries and
analyzing the energy and material recycling status in Taiwan base on the actual
recycling rate. 3. Analyzing the physicochemical properties and composition of
domestic waste tire chips and discussing the circular economy strategy of waste tire
industry. 4. After analyzing the life time of tires based on the big data, like vehicle
registration data and sales volume of tires, we find the life time of tires is 3 years. 5.
Analyzing the importing data of the Customs Administration to obtain the tire unit
weight each year and then estimating the weight parameter of tires, we find the
accumulated average value is stable, closed to the real, and not easily affected. The
accumulated average value is suggested to be the weight parameter of tires. According to another analysis, the “average of revised business volume in the previous three years”
was considered as a reasonable amount of discarded quantity and had a steady trend.
Therefore, it was suggested that the definition of scrapped quantity should be revised. 6.
We cooperated with the Joint Resource Regeneration Foundation to complete 4 decree
promoting conferences for clarifying the decree knowing and recycling ways. 7.
Investigating and updating the recycling and treatment costs and resource benefits, and
then discussing the rate, the subsidy rate, and the float rate. 8. Visiting the Japanese
treatment company and recovery association for knowing the background and related
policies about the alternative energy of waste tires. 9. Because the sound-absorbing
panel is uncompetitive and not a flame-resistant material, we suggest not to keep the
patent and develop the high value application of the rubber powder, like industrial
product, rubber asphalt, and rubber concrete, etc.
