The main objective of this project is to assist EPA to implement new gasoline vehicle emissions control related tasks, the three major tasks were: implementation of new gasoline vehicle emissions control measures; continuous to promoting and improving functionalities of the electronic certification process; and draft more stringent emissions standards. Implementation of these tasks could control and reduce emissions from gasoline vehicles.
In 2017, total 388,868 new gasoline vehicles were using new vehicle type approval for the certification process and the other 11,753 in-use vehicles imported from abroad were using individual tests. This year 387 new gasoline vehicle emission certificates were being issued, most of them selected the NEDC driving cycle tests for certification, the distribution of emissions test result values were under half of the standards limit values; as to the vehicle’s quality consistence control, there were 1,877 Conformity of Production tests being performed by manufacturers and audited by this project, 134 selective compliance tests were performed and the results were close to that of certification values; as to the imported foreign in-use gasoline vehicles by using individual tests for the certification purpose, total 11,330 vehicles were adopted driving cycle tests and 98% of them using the FTP-75 driving cycle test and the results have shown that all of them were below half the standards’ limit values. As to the recall and correction investigation tasks, according to the emissions information to select gasoline vehicles of 2013~2014 model years in 10 engine families and 50 vehicles within 10 engine families were being tested, the test results have shown that one engine family’s average emission value was failed to comply with the relevant standards and all others were in compliance; as to the green vehicle evaluations, the new vehicle’s environmental related information is periodically updated to provide as reference for the Public to purchase eco-friendly gasoline vehicles.
As to the electronic certification process related functionality amendments, in addition to maintain normal operation of the system, respond to the EPA’s information update, execute the routine work of system maintenance and debugging, this project also added four functionalities: durability tests management; evaporative emissions tests management; interface for imported vehicle’s tax payments; and accounts management for the system. Then, the explanation meeting for the revisions of the certification system was held to facilitate the related certification process for the applicants of manufacturers and related persons. This project also completed the in-use vehicle OBD malfunction codes management system and planning on the fee setting for certificate application review if being commissioned to private organization. These could be provided as references for the subsequent related control measures.
The EU Euro6c emissions standards became effective in 2017, to further tightening the emissions control from gasoline vehicles, the Euro6d-TEMP and 48 hours evaporative emission diurnal test also being implemented. Since 2017, the United States has implemented its Tier3 emissions standards through phases. In order to harmonize with emissions standards of advanced countries, the Taiwan Stage6 gasoline vehicle emissions standards is scheduled to be implemented on September 1, 2019. To coordinate with regulation setting process, the drafted certification process and related testing procedures were taking the domestic social and environmental conditions into account and refer the emission regulations that being implemented in advanced counties as reference. As to the research tests for the tightening of the emissions control regulation, two in-use vehicles being installed with deteriorated devices or using simulator to perform the defected catalytic converter, O2 sensor, and ignition control system driving cycle emission tests to verify their settings of OBD thresholds were in compliance with the gasoline vehicle Stage5 emission standards.
