107年度環境教育設施場所標竿學習及增能專案工作計畫

中文摘要 本計畫自107年1月1日至107年12月31日止,並於11月15日前完成所有工作項目,執行情形摘要如下: 一、實務議題訓練 環境教育是運用教育方法解決環境問題,本計畫擇定重點環境議題與各類對象,辦理實務議題訓練,並依據合約規範,於11月15日前完成12場次,總計609人完訓。完成課程及規劃情形包含: 1.辦理「公私部門環境教育相關人員專業知能培訓」:已於1月27日至1月28日辦理「環境教育新創環保實務訓練班」,以環保署各局處室一級首長為訓練對象,總計46人參與;於5月29日辦理「推動環境教育4小時人事人員增能培訓班」,總計40人完訓;於2月5日至2月7日、7月2日至7月4日,完成冬夏令營兩梯次,總計113人。 2.規劃「環境教育設施場所經營管理策略交流培訓」:為提升環境教育實務工作者知能,針對環境教育設施場所經營管理實務所面臨之常見問題,規劃4場次環境教育設施場所經營管理策略交流培訓課程,提升環教場所夥伴串聯、合作,已於9月19日在國立科學工藝博物館辦理,總計47人完訓;9月26日在關渡自然公園辦理,總計54人完訓;10月3日在宜蘭縣立蘭陽博物館辦理,總計52人完訓;10月5日在臺中都會公園辦理,總計57人完訓。 3.依場域類型規劃「深度環境教育教學精進培訓」:為鼓勵校園戶外體驗與環教場所交流,以開發更多優質的課程,針對不同類型設施場所規劃2場次深度環境教育教學精進培訓課程,促進環境教育人員提出創意與多元的教材教法,已於10月17日在國立海洋科技博物館辦理,總計44人完訓;10月24日在洲仔濕地辦理,總計39人完訓。 4.辦理「環境教育設施場所認證申請培訓」:針對有意願、有潛力申請環教場所認證之場域人員、代操作人員或主管機關等,規劃兩套認證培訓課程,分別為課程設計與經營管理,已於10月12日在農田水利環境教育園區辦理「把任務變成有趣的遊戲」,總計63人完訓;10月19日在芝山文化生態綠園辦理「修煉你的獨到之處」,總計54人完訓。 5.協辦環保署環訓所開班庶務:已於5月10日至11月15日止,協辦29場課程,分別為環境教育人員環保政策法規宣導研習班第10701期、病媒防治業專業技術人員在職訓練、環境教育人員環保政策法規宣導研習班第10702期、環境保護法規訓練班-空氣噪音污染防制法規及實務案例第10705期、環境保護法規訓練班-水污染防治法規及實務案例第10705期、環境保護法規訓練班-廢棄物清理與再利用法規及實務案例第10705期、環境保護法規訓練班-毒性化學物質管理法規及實務案例第10705期、環境教育人員環保政策法規宣導研習班、毒性化學物質災害防救訓練班第10701期、產業環境保護管理稽核訓練、環境教育終身學習網之環境教育計畫提報及成果申報訓練班、廢水處理專責人員在職訓練、推動環境教育4小時業務人員增能培訓體驗營等。 二、辦理環境教育設施場所認證輔導相關事宜 為充實環境教育能量,辦理環境教育設施場所認證輔導工作,迄今(107年11月)我國已達175間場域通過認證,涵蓋10大類型。本計畫針對認證輔導工作辦理成果如下述: 1.調查並彙整107年度有意願或具潛力申請認證之環境教育設施場所名錄(依縣市、場所類型)及相關基本資料:歷年潛力名單總計746單位,本年度另篩選具有環境議題、深受媒體正負面報導之場址,已於4月13日完成,總計25處,並已依縣市、場所類型建立名錄及基本資料,以利環保署查詢使用。另將本年度參訓潛力單位納入歷年名單,總計793筆,作為未來輔導資料庫。 2.辦理認證申請輔導說明會至少3場:分別於7月12日、7月20日、7月25日完成三場次,總計80單位派員、101人完訓,每場次課程安排1日,內容包含有環境教育認證輔導計畫說明、我國認證環境教育場域類型與特色、環境教育設施場所認證相關規定、環境教育場域認證與管理等,並邀請已通過認證之場所分享其認證歷程及認證教案之體驗。 3.發展認證輔導工具:為協助認證申辦作業,已完成環境教育設施場所認證指引手冊修訂工作;另針對編撰(含美編) 環境教育人員申請指引手冊,已於4月19日完成初稿、5月23日及8月23日進行專家討論、9月1日完成內文定稿後進入美編,並於11月9日完成手冊。

Project of Environmental Education Facilities on Benchmarking and EE Capacity of 2018

英文摘要 The project period is from 1st Jan to 31st Dec, 2018, and all work contents will be completed by November 15th. The abstract of implementation is as following: I. Practical issues training Environmental education means the use of educational methods to solve environmental problems. This project selects key environmental issues and various types of objects to conduct practical issues training, and have completed 12 sessions before November 15 according to the contract specifications. A total of 609 people have been trained. The completion of the courses and planning situation includes: a. Handling "Professional Skills Training for Environmental Education Staffs in Public and Private Sectors": On January 27th and January 28th, " Environmental Education of Startup Activities Training Course" was held, with the heads of the EPA's bureaus as the training targets, and 46 people participated in total; on May 29th, we conducted "4 hours of personnel training for environmental education to promote environmental education", a total of 40 people completed training; from February 5 to February 7, July 2 to July 4, we also finished one summer camp and one winter camp with a total of 113 people. b. Planning "Strategy Management Training Courses For Environmental Education Facilities": To improve the environmental education practice workers' knowledge, we focus on the common problems faced by environmental education facilities management and plan four environmental education facilities management strategies training courses. To promote environmental education partners for cooperation, we have carried out at National Science and Technology Museum on September 19, with a total of 47 people completing the training; on September 26, we handled at Guandu Nature Park, with a total of 54 people completing the training; on October 3, we handled at Lanyang Museum of Yilan County with a total of 52 people for training; on October 5th, it was handled at Taichung Metropolitan Park, with a total of 57 people completing the training. c. Planning "Deepen Environmental Education Teaching Intensive Training" according to the field type": In order to encourage campus outdoor experience and exchange of environmental education facilities for developing more high-quality courses, we plan two in-depth environmental education teaching intensive training courses for different types of facilities in order to promote environmental education personnel to propose more creative and diverse materials. We conducted the courses at the National Marine Science and Technology Museum on October 17th with a total of 44 people trained; on October 24th, we handled the courses at the Chouchai Wetland with a total of 39 people trained. d. Conduct “Certification Application Training Of Environmental Education Facilities”: Planning two sets of certification training courses, course design and management, for field personnel, substitute operators or competent authorities who have the willingness to apply for the certification of the educational institution. On October 12th, we conducted "turn the task into an interesting game" at Farmland Water Conservancy Environmental Education Park, and a total of 63 people have completed the training. On October 19th, we conducted "cultivating your uniqueness" at Zhishan Cultural and Ecological Green Park, with a total of 54 people finished. II.Handling matters related to the certification and counseling of environmental education facilities In order to enrich the energy of environmental education, we carry out certification counseling for environmental education facilities, so far (November 2018), Taiwan has reached 175 fields who pass the certification, covering 10 various types. The plan for the certification counseling work results is as follows: a. Investigate and collect the list of environmental education facilities (in terms of county, city type) and related basic information that are willing or have the potential to apply for certification in the year of 2018: The number of the list of potentials over the years is 746. In this year, we also selected sites with environmental issues and positive media reports. It was completed on April 13 with a total of 25 places. The list and basic information have been established according to the county, city and type for EPA to inquiry and use. In addition, we included this year's potential participation units into the past listas a future counseling database, with a total number of 793. b. Conduct at least 3 sessions of the certification application counseling meeting: We completed three sessions on July 12, July 20, and July 25 respectively with a total of 80 units dispatched their staffs and 101 people were trained. Each session was scheduled for one day and the content included environmental education certification counseling plan, Taiwan's certified environmental education field types and characteristics, environmental education facilities certification related regulations, environmental education field certification and management. We also invited the certified sites to share their certification process and certification teaching experience. c. Develope certification counseling tools: In order to assist in the certification of the bidding operation, we have completed the revision of the Environmental Education Facility Certification Guidebook. In addition, we have completed the first draft on April 23, held the expert discussion on May 23 and August 23, finished the final version of the text and started to decorate, and finished the guidebook on November 9.
