In terms of Taipei City, the annual average of PM2.5was 18.6μg /m3in 2015. In 2016, the average of PM2.5was 17.3μg /m3. In spite of the improvement of airquality, it has not reached the national environmental quality standards yet. Taipei City has published the “White Paper of Clean Air Act” to elaborate 10 actions by cross-border cooperation, regular monitoring and three aspects (mobility, fixity, divergence) in order to reduce the pollution of particulate matter and reach the national environmental quality standards by 2020.Through the “White Paper of Clean Air Act”, Taipei City has analyzed the origin of Particulate Matter. The primary pollution sources in the city comes from the transportation pollution, which taken 45.6%. Therefore, to reduce the emission from transportation is the most important task to improve the air quality in Taipei City.
In order to generate clean air to citizens, Taipei City has announced “1 line, 2 stations, 6 spots” as the Low Emission Zone executed from July 1st2017, and also doubling down onhigh-polluting vehicles in those areas. Citizens who do not pass emission standard or taking the regular examination will be fined under the Air Pollution Control Act. Promoting Low Emission Zone aims to encourage citizens to take public transportations or eliminate the old vehicle into environment-friendly vehicle. This promotion not only effectively reduces the density of particulate matter and hazardous chemical substances in the air, but also controls the old high-polluting vehicles entering to the city center and improves the air quality.
Through a variety of channels to promote “Low Emission Zonein 1 line, 2 stations, 6 spots”, the promotion includes multimedia websites and video broadcasting on Youtube, or conducting interactive booth activities with citizens, releasing the educational flyers on garbage trucks, broadcasting the policy via radio studios and setting up public advertisements on the buses which connecting with “1 line, 2 stations, 6 spots”, for expanding the effects of promotion. Besides, two press conferences has been taken place in Taipei City Government and Chiang Kai-shek Memorial Hall to propagate to citizens on all aspects.
After implementing the policy of “Low Emission Zone”, the number of diesel cars in the fifth emission standard has arisen. The approval of environmental marks in transfer stations and tour buses has increased by nearly 1.6 times. The rate of motorcycles examination is higher than the average in the city by 13%. And the number of eliminating the two-stroke motorcycles in July is higher than June, which ranked second place within six municipalities in Taiwan. This plan also receives the feedbacks and supports from the citizens during the promotion.
