106年毒性化學物質管制評估及運作管理計畫

中文摘要 本計畫主要目標為蒐集國際化學物質及環境荷爾蒙最新管制資訊供國內管理參考,據以提出國內管理建言及推動環境荷爾蒙跨部會分工管理。主要工作成果包括:(1)依國外管制資訊維護建立我國篩選原則相關化學物質名單,並匯集國際化學物質管理重點清單供化學雲整合跨部會資訊。(2)分析歐、美、加、日、韓、斯德哥爾摩公約及水俣汞公約之毒化物篩選標準,研提我國篩選原則修正建議。(3)掌握全氟辛酸等3種國內外關注之化學物質及孔雀綠等57種食安風險物質(合計60種物質)之國內運作現況,協助新增公告13種食安風險物質納入「毒性化學物質管理法」管理,並提前石綿全面禁用期程。(4)建立「我國環境荷爾蒙建議關注清單」及篩選作業流程,並彙整跨部會歷年執行成果,俾協助推動我國環境荷爾蒙分工管理。(5)完成市售清潔劑30件採樣,以為環境及國人健康把關,並檢討我國商品管理現況及研提因應作為。(6)現勘訪查4家四氯乙烯乾洗業者,分析廠家意見並提出逐步禁用建議。(7)辦理14場毒化物管理相關會議協助化學物質評估及毒化物公告列管作業,召開9場業務說明會以提升化學局人員專業知能,並依需求完成交辦事項151件。

2017 Plan for Management Appraisal and Operational Management of Toxic Chemical Substances

英文摘要 The main objectives of the Plan were to collect information about the latest control measures for chemicals and environmental hormones that have been adopted in other countries around the world, so as to provide a reference for toxic chemical and environmental hormone control in Taiwan, to be used as a basis for submitting recommendations regarding control measures in Taiwan and regarding the promotion of coordinated inter-agency management of environmental hormones. The main results achieved through Plan implementation were as follows: (1) Using the information collected about control measures in other countries as a reference, the selection principles and chemical lists used in Taiwan were established and maintained as appropriate; in addition, the major international chemical control lists were collated for utilization in the ChemiCloud platform to facilitate the inter-ministerial coordination of information provision. (2) Analysis was undertaken of the toxic chemical substance screening principles used in the European Union, the U.S.A., Canada, Japan and South Korea, and those specified by the Stockholm Convention and the Minamata Convention on Mercury, to provide a basis for recommendations regarding the revision of Taiwan’s screening principles. (3) Domestic use surveys were undertaken with respect to 3 chemicals (including perfluorooctanoic acid) that have become a cause for concern both in Taiwan and overseas, and 57 food safety risk substances (including malachite green), for a combined total of 60 chemicals; in addition, assistance was provided for the designation of 13 food safety risk substances as toxic chemical substances regulated by the Toxic Chemical Substances Control Act, and the timetable for the comprehensive prohibition of the use of asbestos was accelerated. (4) A “Taiwan Environmental Hormone Watch-list” was established, along with the accompanying screening procedures, and the results achieved by inter-ministerial collaboration over the years were collated, to facilitate the promotion of an effective division of labor in environmental hormone management in Taiwan. (5) Sampling was completed of 30 types of cleaning agents that are currently sold in Taiwan, to help safeguard the environment and the health of Taiwan’s citizens; the current state of commodity controls in Taiwan was reviewed, and proposals were submitted regarding suitable response measures. (6) On-site visits were made to four dry-cleaning firms whose operations make use of tetrachloroethylene; the views expressed by the firms were analyzed, and proposals were submitted regarding the gradual prohibition of tetrachloroethylene use. (7) A total of 14 toxic chemical substance related meetings were held to assist in chemical evaluation and toxic chemical substance designation operations, and a total of 9 presentations were held to strengthen the specialist know-how of Toxic and Chemical Substances Bureau (TCSB) personnel; 151 individual work items were completed in accordance with the requirements of the TCSB.
