This project is being carried out since 1 Jan 2017 under a signed contract, looking into the final report based on quantitative work result, which dated till 31 Dec 2017, every monthly completed tasks and accumulated progress fulfilled the objectives requested by the contract. Results of the project are being summarized as below.
About the promotion of stationary sources permit system , within 210 cases of permit examination, 105 cases of permit application were being examined fully; 105 cases were being examined substantially, 48 premises stated in the officially announced lists(The 1st and 2nd batch) required to report emissions quantities were made inventory. 1,375 fixes were made accordingly to EPA check results of monthly correction database abnormal columns. About the examination, issuance and checking of permit, new technicians were hired to assist with examinations this year, while 10cases were being appointed to them. 118 manufacturing process checking were done, 18 cases were found non-comply to issuance, 16 follow-up tracking improvement were completed, checking compliance rate is 98.3%.
The continuous promotion of air pollution reduction tasks, for all of the operation permits issued this year, there are 9 manufacturing process complete pollutants reduction tasks, the reduction way includes: reducing the raw material used, reducing the fuel used…, pollutants decreased from 1,660.4tons to 1,437.4tons in total(223.0ton were reduced), sulfur oxides decreased from 150.1tons to 145.1tons in total(5.1tons were reduced), nitrogen oxides decreased from 365.7tons to 327.2tons in total(38.5tons were reduced), this project will continuously promote the reduction control operation to improve air quality.
1,769 data on inspection record were built this year, 1,515 cases of implementing regulation compliance , 254 cases of inspections. 14 times of Ambient /Flue physiological functional test of odor were carried out; 26 random sampling tests on sulfur content of oil and coal comply the regulatory standards. 4 times detection of flue dioxin and heavy metal were carried out respectively. Based on the inspection and detection results, 10 cases were given penalty this year, with fine amount sum up to 349million dollars, while 9 cases were being ameliorate , giving an improvement rate of 90%.
In total of 94 cases of air pollution control fees(includes VOCs) on-site inspection were done dated up until 31 Dec 2017, 198 air pollution control fees examinations were completed, total emission amount of SOx is 4,230tons, NOx is 12,957tons, giving accounting amount of 10,791million dollars, VOCs accounting amount of 2,631million dollars, accumulating to air pollution control fees total amount of 13,405million dollars. Every seasonal online declaration rates are 100%.
Dated up until 31 Dec of 2017, industrial regulatory compliance inspections were done on 219 companies that were registered in the industry list , giving an inspection rate of 100%; 4 times of updates were made on EPA emergency contacts and equipment information system. Deep inspective operations were carried out on 2 factories respectively, one being done in TCC Heping factory during 5th~16th June of 2017, while another were completed in CHPC Hualien mill during 24th of July till 4th of August, the operations consisted of on-site inspection, committee on-site assessment, document inspection, night inspection, unknown gaseous sampling analysis(GC/MS)and other major tasks etc.
Checking operations targeting stationary pollution source fugitive control list within Hualien county were carried out, 1,129 checking were done in total, with 770 of it completed regulatory compliance checking, giving regulatory compliance rate of 89.35%; Co-operative negotiations with rock soil and ready mixed concrete industry were being held seasonal , 182 and 78 cases of negotiations were made respectively; Dump truck’s pollution photographic evidence taken 35 times , tracking 720 trucks in total, photographic results showed that 3 trucks’ wastewater collection pipe failure, which has been resolved now; On promoting road adoption program, 72firms participated in adoption, road adoption length summed up to 48.6km, cleaning road lengths up to 20,383.42km; Project inspection control targeting harbor and Heping area are done 11 times respectively, each being inspected 121 times and 193 times, inspected firms were demanded improvement within specific period; About dump trucks automatic vehicle identify system, the system recognized 21,844 dump trucks at the exit/entrance in harbor area, while precisely identified 19,207 of it, giving an identification rate of 87.93%, with 1 vehicle involving traffic violations on failing to dropping down cover net under 15cm, the error has been repaired by now. Vehicle identify system were installed at Yuli town Lele river dredging project on 16 July, then officially operating from 17 July to 31 Dec, in total monitored 4,411 dump trucks, precisely identified 3,943 of it, giving a total identification rate of 89.39%, with no discovery of traffic violations. Another set of large site dump truck vehicle identify system were being set up at Liwu River dredging project(project period holds until 9 August 2019) on 30 Dec 2017, has been officially operating since then.
