建置蒙特婁議定書列管化學物質輸出入貨品電子簽證系統
| 中文摘要 | 本計畫管制蒙特婁議定書列管物質實務需求，彰顯我國參與國際環保執行蒙特婁議定書的努力。為簡政便民統籌管理蒙特婁議定書列管的化學物質，原由經濟部國際貿易局辦理之輸出入貨品電子簽證相關資料與系統功能，於107年1月1日無縫移轉至環保署，並將蒙特婁議定書列管化學物質輸出入貨品資料及環保署以關港貿單一窗口傳送電子訊息整合，簡化廠商作業程序。管制項目包含將CCC2903.39.90.21-5「溴化甲烷」等13項貨品號列項下列有輸入規定代號「550」及「121」，及CCC2903.14.00.00-8「四氯化碳」等17項貨品號列項下列有輸出規定代號「532」、「533」及「121」。 本計畫主要在於「建置蒙特婁議定書列管化學物質輸出入貨品電子簽證系統」委辦案。內容包括： (一)擬訂蒙特婁議定書列管化學物質輸出入管理電子化作業管理方式。 (二)建置蒙特婁議定書列管化學物質輸出入貨品電子簽證系統。 (三)將原委託經濟部國際貿易局辦理之輸出入貨品電子簽證相關資料與系統功能，無縫移轉至本案新系統。 (四)配合環保署相關行政作業，建立蒙特婁議定書列管化學物質電子化系統審查流程。 | ||

To develop and to construct the new computer system to achieve the enhanced management in R.O.C ( Taiwan )of obeying the “Montreal Protocol on Substances that Deplete the Ozone Layer.”
| 英文摘要 | The project mainly focuses on sustaining the management requirement of obeying the “Montreal Protocol on Substances that Deplete the Ozone Layer”, as well as showing Taiwan’s remarkable efforts to the world. The project has successfully developed and constructed the whole new computer system which can simplify the management in Taiwan of applying limits to the production andconsumption of the main chemicals causing the destruction of the Earth‟sprotective ozone layer. Since January 1st 2018, the project has successfully transferred the whole database from the first generation system which developed and managed by The Bureau of Foreign Trade (BOFT), and also achieved the deeper integration between the new system managed by Environmental Protection Administration, R.O.C.(Taiwan) and the “CPT Single Window” managed by The Customs Administration, Ministry of Finance to help the applicants simplifying the process of self-management of applying using the chemicals listed in “Montreal Protocol on Substances that Deplete the Ozone Layer” including CCC2903.39.90.21-5 “ethyl Bromide” 13 items with Import Specified Code “550” and ”121” and CCC2903.14.00.00-8 “Carbon tetrachloride” 17 items with Export Specified Code “532”, ”533” and ”121”. Overall, the goals of the project are as follows: -To develop the enhanced electronic process of management of limiting the usage of chemicals listed in “Montreal Protocol on Substances that Deplete the Ozone Layer”. -To develop and to construct the whole new computer system to achieve the enhanced management in R.O.C.(Taiwan) of obeying the “Montreal Protocol on Substances that Deplete the Ozone Layer”. -To transfer the whole database successfully from the first generation system which developed and managed by The Bureau of Foreign Trade (BOFT) to the new system. -To cooperate with the administrative operation of Environmental Protection Administration, R.O.C.(Taiwan) to implement the electronic reviewing process of the permit of exporting and importing chemicals listed in “Montreal Protocol on Substances that Deplete the Ozone Layer”. | ||
