106年空氣污染物來源偵查與蒐證技術之研究及實務應用計畫

中文摘要 本計畫主要執行工作項目可分為(1)科學技術應用及手冊編撰;(2)固定污染源空氣污染物連續自動監測設施(CEMS)數據查核及手冊編撰;(3)督查技術研討與觀摩等3大項目。本計畫所有工作結果在科學技術應用方面,完成3D Lidar應用總計9場次、FID應用總計19場次、FLIR應用總計7場次、Gas-Find IR應用總計18場次、OP-FTIR應用總計12場次、其他科學儀器應用總計1場次,並彙整查核成果編撰為106年度科學儀器應用指引手冊;在CEMS數據查核方面,總計完成9場次查核工作,亦彙整查核成果為106年度CEMS數據查核指引手冊;在督察技術研討與觀摩會方面,已於106年10月陸續完成固定污染源督察規範(含應用科學儀器之偵查技術)之講習會」總計3場次、107年2月於新竹市垃圾資源回收(焚化)廠完成CEMS數據查核之技術研討觀摩會議。 在本計畫的查核成果方面:(1)今年度嘗試利用環保署空氣品質監測數據與微型感測器的監測數據來和3D Lidar的結果進行整合分析,藉以掌握區域性的污染特性;(2)在應用紅外線氣體成像(Gas-Find IR)與FID氣體濃度檢測等技術上,配合各個稽查專案針對國內幾家重大的石化業者的設備元件進行檢測,成果豐碩,總計執行對象16廠家的元件檢測中有7廠在查核過程中發現有違規事實並責令其改善,確實達到應用成效;(3)在紅外線溫度成像(FLIR)技術上,可利用遠端監控排放管道與防制設備,觀察是否有非法排放及防制設備是否正常運作之情事;(4)本計畫也應用OP-FTIR來調查民眾所反映異味來源的工廠,了解大範圍區域的氣體污染物的分布特性,以釐清污染來源作為提供後續追蹤或稽查的方向;(5)其他科學儀器應用可利用簡單的輔助工具來確認防制設備的運作狀況;(6)CEMS數據查核執行9場次中,功能查核全數符合,而法規符合度方面,僅在每季有效監測時數百分率項目上有1廠家不符合。

The study and application of air pollution source detection techniques: 2017

英文摘要 The major works of this project were: (1) science and technology applying and handbook compiling; (2) Data of the Continuous Emission Monitoring System (CEMS) inspecting and handbook compiling; and (3) holding seminars or workshops for inspection skills and techniques. 66 field investigations and inspection works were completed, among which 3D Lidar was executed for 9 cases, flame ionization detector (FID) was executed for 19 cases, infrared thermal imaging device (FLIR) was executed for 7 cases, infrared gas leak detector (Gas-Find IR) was executed for 18 cases, open-path Fourier transform infrared spectroscopy (OP-FTIR) was executed for 12 cases, and 1 case of other screening and testing tools as well. All the cases after executing were collected, analyzed and formulated to “Application Guidance of Scientific Instrument Detecting Air Pollutant Source”, for the reference of practical application by related personnel. For CEMS inspecting, all the 9 cases were accomplished. All the cases after carrying out were collected, analyzed and formulated to “Stationary Pollution Source Air Pollutant Continuous Emission Monitoring Systems Auditing Manual”, for the reference of practical application by related personnel. 3 sessions of the ““Air Pollutant Prevention Control Technology Seminar” and “Stationary Pollution Source Supervision Standard (including investigative technique of applied scientific device) Seminar” were held during October 2017, and 1 session of “Stationary Pollution Source Air Pollutant CEMS Data Inspecting Workshop (including field operation)” was held at Hsinchu Refuse Resource Recovery Plant in February 2018. The achievements of this project were: (1) first attempt for combining air quality monitoring and micro-sensor data with 3-D Lidar to capture local emission features; (2) collaborating with some inspection projects which were focus on petrochemical plants, 7 of 16 gas leaking cases were found by applying Gas-Find IR and FID; (3) by applying infrared imaging technology, remote monitoring to exhaust stacks and air pollution prevention equipment was implemented; (4) to investigate the potential source of odor at large scale, OP-FTIR was applied to scan and monitor the chemical materials; (5) other tools of fast screening and testing were given auxiliary evidences to confirm the status of air pollution prevention equipment are following the regulations; (6) 9 cases of CEMS inspection were found all qualified on functional examination, but 1 case was found failed on data completeness.
