105年度水污染防治管理計畫(擴充1年)

中文摘要 本計畫主要目的為協助雲林縣環境保護局應用所建立之水污染源管制資料庫進行管制成果統計分析,以作研擬相關稽查管制作業及污染源管制策略參考。本計畫工作項目已完成達100%,達到契約規定數量。執行期間,建立及更新事業水污染源管制資料管理系統與環保稽查處分(水污染)管制系統共計6,946件,協助辦理水污染防治措施計畫或各項許可申請審查作業131件、提供5則新聞稿、緊急應變採樣分析23家及辦理1場次技術轉移工作會議。 依環保署河川水質監測數據統計分析結果得知,濁水溪屬中度至未受污染或稍受污染水質,新虎尾溪上游測站(莿桐一號橋及新虎尾溪橋)排除SS不計其水質RPI屬輕度污染至中污染,下游水質測站為中度污染。北港溪上游水質測站為中度污染,下游測站則為中度至嚴重污染,長期來看水質有改善的趨勢。在各河川大排污染源的分析方面,生活污水經化糞池處理以削減50%估算,並考量納管地區污水下水道處理過後及現地處理設施之削減量,畜牧廢水部份以經廢水操作處理後,以削減95%估算下:北港溪以生活污水所佔比例較高為51.30%,而畜牧廢水為19.19%;新虎尾溪生活污水所佔比例為47.17%,畜牧廢水為38.52%;濁水溪以畜牧廢水所佔比例較高為50.31%,生活污水為38.90%。施厝寮、八角亭大排及有才竂仍以畜牧廢水所佔比例較高,分別為78.10、66.33及61.21%。 針對生活污水削減策略部份,建議北港溪流域短期推動建設虎尾排水礫間工程及埤子頭水質淨化工程,以削減該區生活污水污染量,中期規劃設置惠來厝排水水質淨化措施。新虎尾溪流域則是建置莿桐村及埔子村、港尾排水及溪底排水等水質淨化工程,中期規劃設置麥寮及新庄子分區水質淨化工程,長期規劃則是污水下水道之建置及普及率。另畜牧廢水則加速輔導畜牧業者落實循環經濟減少污染排放,例如申請沼渣沼液農地肥份使用計畫。達成轄內河川整治願景,DO≧2mg/L合格率100%,脫離嚴重污染,整體河川污染長度持續下降。

2016 Water Pollution Control and Management Project (Expansion 1 year)

英文摘要 The main purpose of this project is to assist the Yunlin Environmental Protection Bureau to use the established water pollution sources control database for statistical analysis of control results for the development of relevant audit control operations and sources of pollution control strategy reference. All tasks in this project have been put into action, and this project has been 100% finished with the contract. During the period of implement, we have renewed the Environmental Enforcement Management System (EEMS) audit data files a total of 6,946 cases ,have audited water pollution control plan or the permit application review 131 operations, provided 5 press releases, analyzed water quality in emergency cases 23 times, and held one technology transfer conference. The river water quality RPI in Yunlin County, according to the statistical analysis of the results of water quality monitoring data shows that the Jhuoshuei Creek is moderate polluted to the non or slight-polluted, the Sinhuwei Creek is heavy-polluted to moderate polluted, if exclude SS item upstream water quality RPI is lightly polluted to medium polluted and downstream water quality station is moderately polluted. And the Beigang Creek is heavy-polluted to the non or slight-polluted, but the river RPI have the improvement trend. The pollution of the rivers mainly are domestic sewage and animal husbandry wastewater in Yulin County. In the analysis of the sources of pollution of the river, considering treatment of domestic sewage by septic tanks to reduce by 50%, and the reduction of sewage treatment facilities in existing districts and the reduction of existing processing facilities. Another, the animal husbandry wastewater treatment facilities have cut down 95% pollutants. After wastewater treatment, Beigang Creek water pollution load by domestic sewage part 51.30%, Sinhuwei Creek water pollution load by domestic sewage part 47.17% and Jhuoshuei Creek water pollution load by domestic sewage part proportion at 50.31%.In regional large drainages mainly pollution are from animal husbandry wastewater and domestic sewage. The proportion of animal husbandry wastewater in Shicuoliao, Bajiaoting and Youcailiao are still relatively high, with 78.10%, 66.33% and 61.21% respectively. For the part of the domestic sewage reduction strategy, it is suggested that the Beigang River Basin will promote the construction of a gravel project at Huwei drainage and water purification project at Bizitou drainage in the short term to reduce the amount of domestic sewage pollution in the area, and set up water purification measures at Huilaicuo drainage in the medium term. In the Sinhuwei Creek Basin, water purification projects at such as Wutong Village and Puzi Village, Gangwei Drainage and Shiwei Drainage must be built. The medium-term planning set up the water purification project in the Maoliao and Xinzhuangzi sub-districts. Long-term planning will be the construction of sewage sewers and increase the constructed rate. In animal husbandry wastewater reduction is to accelerate the guidance of livestock farmers to implement circular economy to reduce pollution emissions, such as the application of biogas slurry and biogas fertilizer farm use project. In order to reach the goal of the River Remediation Vision, the DO≧2mg/L pass rate are all 100%, which are severely polluted, and the overall river pollution length continue to decline in the county.
