室內空氣品質維護改善資訊平台管理專案計畫

中文摘要 本計畫「室內空氣品質維護改善資訊平台管理專案計畫」計有五大計畫目標、二十一項工作內容。包含:(1)計畫目標一:檢討室內空氣品質管理法管制成效,精進行政管理配套措施;(2)計畫目標二:擴充室內空氣品質資訊網及建立自動監測申報系統,整合資訊及管制考核功能;(3)計畫目標三:彙整公告場所網路申報資料,研析公告場所室內空氣品質情形;(4)計畫目標四:研訂「室內空氣品質管理標章制度」之目的、可行性、分類以及辦理與推動方式;以及(5)配合本署相關行政作業,提升計畫執行品質及效率。 各計畫目標之推動成效,如下:計畫目標一:(1)由政策法規面、行政執行面、稽查情形以及各界反映等面向提出目前室內空氣品質管理推動的具體成效與可進一步精進措施之建議事項;(2)提出第三批公告場所管制之定義及其管制室內場所與管制室內空氣污染物項目;(3)調查彙整各目的事業主管機關配合「室內空氣品質管理法」之推動辦理情形,提出協調及分工建議;(4)檢討修訂107年「直轄市、縣(市)政府配合推動室內空氣品質管理法執行績效考評要點」;(5)協助環保署彙整與確認各直轄市、縣(市)環保局室內空氣品質考評資料,及彙整計算年度考評結果。 計畫目標二:(1)擴充室內空氣品質資訊網申報及傳輸等各項功能;以及(2)建立應符合室內空氣品質管理法之公告場所「編號」自動編碼系統,並完成辦理1場次各縣市地方環保機關操作說明會,俾利地方環保機關自行編號管理;(3)依據公告場所、地方環保機關與環保署等使用者身分不同,完成帳號密碼管理功能建置,及編寫資訊平台使用操作手冊;(4)完成申報定期檢測結果資料與環保署「環境資源資料開放平台(Open data)」介接交換,以供民眾公開閱覽與使用;(5)建置完成地方環保機關績效考評、稽查檢測等管考資料上傳及統計報表輸出查詢功能;(6)配合未來自動監測設施設置推動,完成網路傳輸方式及查詢功能之架構、介面規劃。 計畫目標三:(1)分析公告場所網路申報資料及我國各類場所室內空氣品質情形;(2)完成國內上、中、下游產業可提供室內空氣品質自主維護管理與改善之服務型態、內容研析,並完成建立民眾與公告場所可查詢平台;以及(3)完成調查彙整檢測不合格場所後續因應措施與污染物具體改善方案,及其改善前、後之狀況與差異性分析,藉以掌握公告場所改善實務面之需求與潛在問題。 計畫目標四:(1)分析研擬推動「室內空氣品質管理標章制度」之目的、必要性、效益與可行性;(2)完成蒐集並分析國外室內空氣品質標章管理制度之現況、作法;(3)完成蒐集並探討我國其他如綠建材等標章制度,據以研擬我國「室內空氣品質管理標章制度」之推動方式。 計畫目標五:(1)完成北、中、南、東「室內空氣品質管理資訊平台」系統操作說明會議共8場次及年度考評系統線上申報說明會議1場次;以及(2)完成年度署內相關行政業務需求與臨時交辦事項。

Indoor air quality maintenance information platform management project plan

英文摘要 There are five major objectives and twenty-one tasks in this project“Indoor air quality maintenance information platform management project plan”. Including: (1)Project objective 1: Review the regulated effectiveness of the Indoor Air Quality Management Act, and promote the supporting measures of administrative management. (2)Project objective 2: Expand indoor air quality information network and establish an automatic monitoring and reporting system to integrate information and control assessment functions. (3)Project objective 3: Assemble the network to declare information for the advertised site, and analyze its indoor air quality conditions.(4)The purpose, feasibility, classification and handling and promotion of the "Indoor Air Quality Marking System" were formulated. (5)With the EPA's related administrative operations to enhance the implementation quality and efficiency for this program. The promote effectiveness of each program goal is as follows: Project objective 1: (1)Suggestions on the concrete results and further improvement measures for the current indoor air quality management promotion by policies and regulations, administrative enforcement, inspection, and reflection from all stratas. (2)Control definition, control indoor place, and control indoor air pollutants for the third batch advertised sitewere formulated. (3)Investigation and remittance handling situationwith the "Indoor Air Quality Management Act." from the competent authority, and provide advice of coordination and division of labor. (4)Review and revise the "Eecution performance evaluation points for the implementation with Indoor Air Quality Management Act. by municipalities and counties (cities) government in 2017”. (5)Assist EPA to collect and verify indoor air quality assessment data from EPA of various municipalities and counties (cities), and compile and calculate annual assessment results. Project objective 2: (1)Expand indoor air quality information network reporting and transmission and so on various functions. (2)Establish an automatic code system for the advertised site of "Indoor Air Quality Management Act." and complete the operation briefings for local EPA in all the cities and counties in order to facilitate local EPA to manage their own numbers. (3)According to the advertised site, the local EPA and the EPA and other users of different identities, complete account password management functions, and the preparation the operation manual of information platform. (4)Completion of the reporting of periodic test results is conducted in exchange with the EPA's "Open data" for public viewing and use. (5)Establishment of local EPA performance appraisal, inspection and other examination data to upload and statistical report output query function. (6)Cooperate with the setting of automatic monitoring facilities in the future, and promote the completion of network transmission and frame and interface planning for query function. Project objective 3: (1)Analysis of network reporting data and indoor air quality conditions fo various types site for advised site. (2)Completion of the upstream, middle and downstream industries can provide service type of independent maintenance, management, and improve for indoor air quality, and completed the establishment of public and advised site can query the information platform. (3)Complete the investigation and collect the follow-up response measures and specific improvement programs of pollutants for testing substandard sites, and to analyze the status and differences before and after improvement. In order to grasp the needs and potential problems on Improve practice level for advised site. Project objective 4: (1)Analyze and develop the purpose, necessity, effectiveness and feasibility of promoting the "IAQ Marking System". (2)Completion of collection and analysis of the situation and practices related to foreign indoor air quality mark management system. (3)Completed the collection and discussion of other labeling systems such as green building materials to formulate the promotion method of "IAQ Marking System" in Taiwan. Project objective 5: (1)Completed 8 sessions of "Indoor Air Quality Management Information Platform" system operation instruction meeting in Taiwan's north, central, south and east, and 1 presentation of the conference meeting for the annual assessment system online declaration. (2)Completion of the relevant administrative business and temporary mattersof EPA within the year.
