106年環境保護許可系統、事業廢棄物申報管理系統及清運機具監控系統管理專案計畫

中文摘要 本計畫主要協助環保署推動事業廢棄物管理各項作為,及負責維護相關資訊系統。今(106)年度計畫工作依屬性區分為系統功能優化、管理制度與方式研析、資料彙整與行政支援等3大類型。 系統功能優化方面,重點工作成果主要係依循去年規劃之事業廢棄物申報及管理系統(IWR&MS)改寫期程,將廢棄物整體管制號碼設定、產出情形申報及貯存情形申報等3項功能,以.NET Framework 4.5版本完成改寫,且為提升系統服務友善性,亦藉由完成如調整IWR&MS 及EMS系統文件歸類及查詢方式、強化GPS即時警示功能或導入新憑證認證元件等工作,使IWR&MS、EMS及GPS各項功能之操作更加便利及介面更具親合度。 管理制度與方式研析部分,重點工作成果主要係完成擴大列管應裝置GPS之清運機具研析作業,提出逐步要求清運事業廢棄物之清運機具均須裝置GPS,及藉由完成將大型事業回歸正確公告類別、營運紀錄申報方式檢討及國內廢棄物處理量能分析等工作,協助環保署於事業廢棄物各管理面向更加全面與完善。

Integration of Environmental Protection Permitting system,and online Management and Monitoring Functions for the Waste Clearance Vehicle Prompt Tracing System(Global Positioning System) Management

英文摘要 This project mainly aims to assist the Environmental Protection Administration (EPA) with the promotion of industrial waste management and the maintenance of relevant information systems. There were 79 project tasks in 2017, and by properties, they are categorized into 3 major types: system function optimization; the research and analysis of management systems and methods; and data compilation and administrative support. In terms of system function optimization, the key achievement is having the Industrial Waste Report and Management System (IWR & MS) reprogrammed on schedule as had been planned last year. In the system, three functions, namely the assignment of control numbers to overall industrial waste, the reporting of production situation, and the reporting of storage situation, were reprogrammed based on .NET Framework version 4.5. Moreover, in order to make the system more user-friendly, tasks like adjustments to the IWR & MS and EMS system filing and query methods, GPS real-time warning function enhancement, and the introduction of new verification components were all conducted, making the operation and interfaces of IWR & MS, EMS and GPS more convenient and easier. In terms of the research and analysis of management systems and methods, there were two key achievements: Firstly, completion of the research and analysis of the waste disposal machinery which are to be controlled and equipped with GPS so that EPA can track the journeys of over 9,000 waste disposal vehicles for the next 2 years. Secondly, large businesses were classified according to the correct categories announced, the reporting methods of operation record were reviewed, the domestic waste disposal capacity was analyzed, and so on, all enabling EPA to have a more comprehensive and complete management of industrial waste disposal.
