Since 2009, Environmental Protection Administration of Taiwan (EPAT) has been conducting “Establishment of Port Air Pollutant Emissions Inventory and Drafting of Management Strategies” program. This program is created for improving air qualities over port areas in Taiwan, while fulfilling the Taiwan-U.S. collaboration commitment. The program started with the creation of ground-level information for port air pollutant inventory, followed by the planning of air cleaning action initiative for port areas. And to date, the program has accomplished the establishment of six emission inventories based on 2009 to 2013 and 2015. This program is a follow-up for implementing “The emission management of port and the other non-road transportation mobile sources”. Adding another major non-road transportation mobile sources of Taiwan-Airport. Major aspects of the program include: enhancing the scope, depth, and application of port inventory, revising current estimating module of emission and building up the estimating module of aviation and other emission sectors of airport with reference to the latest international practice. As for the application, air pollution fee of ships is analyzed based on their impacts on the air quality. As for the control practice, air pollution self control and management of port institutions is focused. With the information collection of current international control technique and practice of port and ship air pollution, as well as the update of latest international convention, feasible regulations and actions are proposed. Accomplishments of this project are summarized below:
1.The emission factors and related coefficients of all sectors in port area is updated. Four international airports is scoped, and all air pollution sectors in airport is defined, as well as the emission estimation module for ground support equipment and vehicle.
2.The attribute and activity database for aviation and other emission sectors of airport, as well as the standard auditing procedures of data quality, are established for 2016.
3.The emission inventory of air pollutant emission of eight commercial ports, two industrial ports, and four special harbors of state-owned enterprise for 2016 is established. The results are compared with that of 2009 to 2015 to analyze the temporal trend and spatial change.
4.AQI and air quality information of all sectors in port areas are collected and analyzed with important activities in port area to check the correlation.
5.Regulation of non-road mobile sources management is promoted, including designation of air quality management area, standards of ship fuel, air pollution fee of ship, and emission standards of ship engines.
6.Action of air pollution management in port area is promoted. With recommended objective and schedule every year, the EPAT could track the progress.
7.The effectiveness of the three main emission mitigation measures, including slow-down within 20 nautical miles, switching to clear fuel in port area, and usage of harbor electricity, is assessed. Fuel switch in port area is easier to promote and significantly reduce the SO2 emission in port area.
8.With the cooperation with EPAT and consultation meeting, regulation of ship air pollution fee, including charge method, charge rate, and necessary legal process, is planned and promoted.
