廢容器回收處理體系管理專案工作計畫

中文摘要 本計畫執行期間自民國106年1月10日至106年12月31日,主要目的透過廢容器流向及分布調查及回收率試算,反映實際回收成效;另藉由輔導地方執行機關推動資源回收工作,提升各縣市資源回收成果,使資源有效循環再利用;另針對資源回收個體戶及回收業,調查廢容器收購現況,從前端進行源頭控管,以提升回收物品質及掌握資源回收之市場現況;另蒐集國內外回收廢容器再生料高值化相關技術,供環保署政策擬訂之參考及提升整體回收成效。 本計畫已完成53家回收業及處理業之廢容器流布實地訪查,另完成6場次廢紙容器併廢紙回收採樣作業,結果顯示約有3.51%之廢紙容器摻入廢紙回收。 在研提「應設置資源回收設施之容器或乾電池販賣業者範圍、設施設置、規格及其他應遵行事項」修正草案方面,本計畫已調查6家農會、6家農藥行之回收現況,評估考量農藥販賣業者之販賣對象、通路及產品特性,研提相關法規草案供參;另調查22家容器販賣業之回收現況,以及訪談397位民眾將廢容器交付販賣業者回收意願,以作為研擬相關法令修正草案之參考。 在研析提昇資源回收個體戶實質收入之具體方案方面,106年地方執行機關聘用資收個體戶投入回收工作人數已達3,637人,多數參與資收個體戶表示該項政策對實質收入有正面助益;另建議推動資收個體戶將資收物交給回收商或村里資收站,上述機構除維持原有收購價格外,另額外提供個體戶補助金。 在調查與彙整應回收容器回收業收購價方面,106年3~11月廢鐵容器平均收購價格為2.84元/公斤;廢鋁容器平均收購價格為23.22元/公斤;廢玻璃容器平均收購價格為0.81元/公斤;廢鋁箔包/紙盒包平均收購價格為2.88元/公斤;廢紙餐具平均收購價格為2.78元/公斤;廢PET容器平均收購價格為5.89元/公斤;綜合廢塑膠容器平均收購價格為5.49元/公斤;廢發泡PS容器為5.90元/公斤。 在蒐集國內外廢容器再生料高值化技術發展趨勢部分,歐盟及日本主要推動將廢棄物製成衍生燃料(RDF)或熱裂解,以PET為例,作為物質再利用(再生塑膠粒)之經濟效益約為118.1%,而作為能源再利用(裂解油產生油品),其高值化成效可達284.6%,顯示上述技術具有高值化成效。

The Waste container collection recycling system management project

英文摘要 The project was from January 10, 2017 to December 31, 2017, the main purpose of the project is to reflect the actual results of recycling through the investigation of the flow distribution of waste containers and the recycling rate calculation; and to encourage the resources recovery through the local EPB work to enhance the results of resource recycling in all counties and cities so that resources can be recycled and reused effectively. For the recovery of self-employed and recyclers, the status of acquisition of waste containers should be investigated and source control should be carried out from the upstream to enhance the quality of recovered materials and familiar with the market for resource recovery. Besides, collect the information of treatment technology which can raise the value of recycled materials for the EPA policy formulation and improve the overall recycling effectiveness. In the survey of waste container flow distribution and the estimation of recovery rate, the project completed 53 field investigations of the waste container flow distribution for recycling and processing industry. The other 6 waste paper containers and waste paper recycling sampling operation were completed, the results showed that about 3.35% of waste paper containers were mixed in waste paper recycling. Regarding to the draft of the "Scope of Handling Recycling Facilities for containers or Dry Battery Traders, Facility Settings, Specifications and Other Matters to Be Regulated", the project had investigated the status of recovery of 6 peasant associations and 6 pesticides retailers and evaluated their sell objects, access and product characteristics, to develop a draft of the regulations for reference. Another 22 container retailers recovery status were investigated and 397 people were interviewed for the waste containers recycling intention to retailers, as a Reference to the draft of the regulation. In analyzing the proposal for improving the income of self-employed individuals, the number of local self-employed in 2017 who hired by local EPB had reached 3,637. Most of the self-employed individuals indicated that the policy had positive effect for their real income. Proposed to encourage self-employed individuals to submit the recycled materials to recycler or village district recycling station, the above-mentioned institutions had to maintain the original purchase price, Also provide the additional subsidy for self-employed individuals. In the survey of purchasing prices for regulated recycled container in recycling industry, From March to November the average purchase price of scrap iron containers was 2.84 NTD / kg; aluminum scrap containers was 23.22 NTD / kg; waste glass containers was 0.81 NTD / kg; waste aluminum foil package / carton package was 2.88 NTD / kg; waste paper utensils was 2.78 NTD / kg; waste PET containers was 5.89 NTD / kg; mixed plastic containers was 5.49 NTD / kg; waste foam PS containers was 5.90 NTD / kg. In collecting the development trend of raising the value of recycled materials technologies for waste materials recycling at home and abroad, the EU and Japan mainly promote the conversion of waste into RDFs or pyrolysis. For example, using the material recycling as PET recycling, the economic benefit is about 118.1%. But for energy reuse (oil produced from pyrolysis oil), the high-value effect is up to 284.6%, which shows that the above technology has high value-added effect.
