應回收容器課費及責任業者管理精進專案工作計畫(106年)

中文摘要 本計畫執行期間為106年1月18日至106年12月31日止,工作成果摘要如下: 在「研析調查容器未登業者及是否繳費之作法」部分,利用現場稽查,蒐集本計畫部分資料來源,其餘利用其他資料庫收集整理,如:非登不可業者資料集,完成海關及上下游批次勾稽比對,提報226家未登記責任業者有效名單,其中包含4家重大短漏業者,查獲短漏金額超過9千萬元;期間共辦理3場次「精進查核判讀應回收容器是否繳費之可行方案」研討會議,與專家學者諮詢討論後調整修正執行辦法,12場次容器製造採樣調查,總計採樣50筆與物聯網有關之應回收容器相關資料,並執行「以回收登記QR Code判讀應回收容器是否繳費」試辦計畫,使稽查人員以行動裝置即可查詢容器業者是否完成登記作業,可大幅提升現場稽查作業效率。 有關「探討容器收費對象及收費範圍」,本計畫挑選2項較適宜解列之容器材質,鋁容器與鐵容器來研擬具體可行之解列方案及配套措施;調查國內22縣市環保局所公告之回收項目,提報擴大責任物範圍工作規劃書,內容包含4項,如:汽機車保養用品、酒精膏、展著劑及水族寵物用品等,建議新增列管之裝填內容物類別及檢討瓶罐類容器現場裝填物品成商品之列管範圍。 於「研析容器責任物釋示及農藥容器申報作業流程」部分,本計畫完成研析1,293件責任物釋示資料庫案例,建立容器責任物標準判釋流程及審查表單,並以電郵形式每月提報模擬函詢容器責任物之問答,同時建置判釋申請案件管控系統,強化解釋函相關功能;提出建議待防檢局申報資料庫未來較完整介接農藥申報項目評估資料,並於營業量申報系統推出農藥業者申報提醒功能,另提報在現行農藥製造業者以其農藥原體進口金額為其營業量申報之規定下,有效掌握國內農藥容器使用量之研析報告,其中包含2項精進方案,將調整統計表欄位並納入營業量申請報告書表格式中,或向防檢局介接農藥銷售量並搭配植保公會之農藥容器空重資料,同時,亦針對全球具有農藥容器回收機制之國家,蒐集其相關資料供後續研究參考。 在「研析容器回收清除處理費率及補貼費率」部分,為減少PVC容器使用量,本計畫提出PVC費率修正草案,建議由現行18.5元/公斤調升至87元/公斤,調幅370%;另,因應PVC容器回收清除處理補貼費率自105年12月8日起調升至14元/公斤,本計畫亦以費率公式計算評估,建議當PVC容器補貼費率回復至4.5元/公斤後,再行實施,同時完成國內塑膠容器再生料使用比率調查並提出驗證機制,並建議以PET及PP/PE為優先推動國內容器使用再生料優惠費率之材質,有效提升資源化效益。

The Project of the Levy Charging for Regulated Recyclable Containers and the Management Improving of Responsible Producers.

英文摘要 This Project lasts from January 1st, 2017 to December 31st, 2017. The following is the abstract of the Project results. The analysis of unregistered container enterprises and whether recycling levy has been paid. In addition to conducting on-site surveys, information collected from a variety of sources is included in this Project, for instance, the dataset of registered food enterprises. Also, the auditing between customs and the upstream and downstream enterprises has been completed. As a result, an effective list containing a total of 217 unregistered responsible enterprises has been reported, in which four enterprises had a large amount of unreported income which reached more than 90 million NTD. In addition, three seminars were held regarding “a feasible plan to improve the examining and identifying of the regulated recycling containers and to confirm whether a recycling levy has been paid”. 12 sampling surveys were conducted on container manufacturers and a total of 50 pieces of information were collected. The information collected is related to the use of technology related to the Internet of Things when manufacturing regulated recycling containers. In addition, a pilot project was executed, which is “using QR code for recycling registration and identifying whether the levy on regulated recycling container has been paid”. The discussion on the target of the imposed fee on containers and the scope of the imposed fee. In this Project, two materials have been selected as the container materials suitable for deregulation, and feasible deregulation proposals and complementary measures have been drafted. In addition, after investigating the recycling items, which are announced by the Environmental Protection Bureaus (EPB) of 22 counties and cities within the country, a proposal is submitted. The objective of the proposal is to expand the coverage of responsible items and 5 categories of substances, which are filled into containers, are suggested to be included in the relative regulation. In addition, the regulatory scope of the cans and beverage containers that are filled in onsite to become a product has been reviewed in the proposal. The analysis of identifying containers of responsibility and the reporting procedure of agro-pesticide containers. The analysis of 1285 cases in the articles of responsibility identification database has been completed. Moreover, a standard identification process and evaluating form for containers of responsibility have been established. Each month, an inquiry letter simulating the Q&A on containers of responsibility is submitted via emails. In addition, a managing and controlling system for the application of identification is established, which enhanced the relative functions of the interpretation letters. Moreover, a suggestion has been proposed, which is requesting Inspection Bureaus to provide the evaluation data on reported items of agro-pesticides. Also, a reminder function for agro-pesticide enterprises has been established in the operating volume reporting system. The current reporting regulation states that the operating volume of agro-pesticide manufacturing enterprise shall be the imported volume of technical-grade pesticides. Under this regulation, an analysis report has been submitted which includes two advancing plans for effective monitoring the amount of agro-pesticides containers used within the country. Relative information on countries with pesticide container recycling scheme worldwide has been collected in this Project for future research references. The analysis of the recycling fee and subsidy rates for recycling and disposing containers. In order to reduce the amount of PVC containers used, a draft amendment is proposed to adjust the PVC price in this Project. A survey has been conducted on the percentage of the recycled materials used when manufacturing plastic containers in the country and the relevant verification mechanism has been proposed. Container manufacturers which use PET and PP/PE materials when producing containers should have the priority for receiving a discount rate for using recycled materials instead. This is to better promote efficient resource utilization.
