106年度花蓮縣逸散污染源稽查管制計畫

中文摘要 花蓮縣「106年度花蓮縣逸散污染源稽查管制計畫」期末報告內容摘錄說明期程自106年1月1至106年12月31日止,共歷時達12個月,由委辦單位亞太環境科技股份有限公司協助環保局辦理執行露天燃燒稽巡查作業、紙錢集中焚燒與減量宣導作業、餐飲業陳情案件處理及宣導等相關管制作業,量化執行成果請參閱量化工作進度表,統計期程配合各項數據查詢來源至106年12月底止,詳細之工作內容及成果則分述於各章節中,現將成果簡述如下。 (一)露天燃燒管制及紙錢集中焚燒與減量宣導作業 1.106年1月至12月份在露天燃燒計畫執行中,共執行巡查441件、稽查154件,共計595件,依據環保署提供之計算方式(TEDS9.0版)推估減少燃燒排放量,共計削減TSP為78.972公噸、PM10為56.246公噸、SOX為0.420公噸、NOX為19.031公噸、CO為484.527公噸、THC為70.867公噸、NMHC為41.851公噸。 2.106年1至12月底共計推動7個鄉鎮15處藝術作品共計9,474平方公尺、8個鄉鎮30處稻草鋪面共計82,590平方公尺、一期水稻翻耕面積9,077公頃、二期水稻翻耕面積8,600公頃,合計推動面積約17,687.17公頃,約計滅少106,123.02公噸稻草燃燒量,共削減PM10為535.73公噸,PM2.5為487.03公噸,SOX為91.46公噸,NOX為442.06公噸,NMHC為363.55公噸,總削減1,919.82公噸。 3.紙錢減量與禁止露天燃燒宣導,統計至106年12月底共計宣導寺廟1,220家、住商大樓106家、其它單位432家,共計宣導1,758家次,宣導人數逹6,077人次,其中有745家(42.38%)願意配合香枝、紙錢減量,針對未配合的商家、寺廟將加強宣導。 4.以米代金推廣,推廣以白米替代紙錢祭拜,祭拜後之白米可自行取回或捐贈於本縣慈善團體,以達到紙錢減量之目的,統計至106年12月底捐贈白米共計37.566公噸,換算約可減少26.296公噸紙錢焚燒量,共削減TSP為0.093公噸,PM10為0.082公噸,PM2.5為0.064公噸,NOX為0.018公噸, CO為0.805公噸。 5.以功代金推廣,推廣將祭拜時預計購買紙錢之經費直接捐贈或購買供品物質捐贈於慈善團體,以達到紙錢減量之目的,統計至106年12月底捐贈物資共計6,122份,換算約可減少35.712公噸紙錢焚燒量,共削減TSP為0.126公噸,PM10為0.112公噸,PM2.5為0.087公噸,NOX為0.025公噸,CO為1.093公噸。 6.推廣網路普渡,以達到「祭祀不燒金」減少空氣污染之目的,統計至106年12月底參與人數共計6,038人次,換算約可減少15.095公噸紙錢焚燒量,共削減TSP為0.53公噸,PM10為0.047公噸,PM2.5為0.037公噸,NOX為0.01公噸,CO為0.462公噸。 7.執行紙錢集中燒,統計至106年12月底共收運紙錢40.536公噸,共削減TSP為0.129公噸,PM10為0.114公噸,PM2.5為0.089公噸,NOX為0.011公噸,CO為0.496公噸。 (二)餐飲業管制 1.本年度除加強餐飲業稽巡查管制作業外,持續進行餐飲油煙輔導健檢團隊,針對陳情案件加強輔導、教導與宣導,以落實餐飲管制成效,106年1月到12月底共計巡查3,606家次,有364家屬於防制設備有缺失,經健檢團隊輔導改善共計94家次(一般輔導87家、夜市專案輔導7家),相當於削減NMHC為6.765公噸、TSP為7.890公噸、PM2.5為7.101公噸、PM10為7.574公噸(依據TEDS9.0版推估)。持續推動餐飲油煙自主管理,101年至106年12月底止共推動942家業者加入自主管理行列。 2.於106年1月重新針對東大門新進駐及污染源消失(停業或改型態)之餐飲業進行第一季普查,普查結果東大門夜市有油煙異味污染業者共計列管125家,扣除3家污染源消失(停業或改型態),已輔導122家業者安裝油煙防制設施,設置率為100.0%;另依防制設備建議清洗頻率分為三等級,依序為一級重度油污32家、二級中度油污62家及三級輕度油污或異味28家。

2017 Annual Hualien County Fugitive pollution source Control Plan

英文摘要 An excerpt of the report of the “2017 Annual Hualien County Fugitive pollution source Control Plan” in Hualien County was extracted from the period from January 1 to December 31, 106. The results are summarized below. 1.Open burning control and paper money centralized burning and reduction missions (1) During the implementation of the open-air burning program from January to December of 106, a total of 441 inspections were conducted and 154 inspections were conducted, involving a total of 595 items. Estimated reduction of burning emissions was based on the calculation method provided by the Environmental Protection Agency (TEDS Version9.0). The total reduction of TSP was 78.972 metric tons, PM10 was 56.246 metric tons, SOX was 0.420 metric tons, NOX was 19.031 metric tons, CO was 484.527 metric tons, THC was 70.867 metric tons, and NMHC was 41.851 metric tons.
