106年建立環境用藥劑型標準規劃計畫

中文摘要 本研究執行之目的為建立一個使環境用藥登記審理能有一致性的標準與規範可供環境用藥業者參考與遵循,並讓環境用藥的消費者在購買與使用環境用藥時能明確了解其使用的藥劑在不同劑型所具有的特性,也讓專業的病媒防治業者在選擇藥劑進行防治工作時能準確的掌握藥劑規格,使其在執行藥劑調配與噴藥時的安全更有保障。有關劑型調和部分由登記證於2017~2019到期之環境用藥名單中,參考世界衛生組織 (WHO Pesticide Evaluation Scheme, WHOPES) 及世界衛生組織與聯合國糧農組織共同發展殺蟲劑品質規格(FAO/WHO Joint Meeting on Pesticide Specifications, JMPS)及國內農藥劑型規格標準進行比對與調和,篩選出劑型明顯不符者。其次,針對5 種劑型 (乳劑、水基乳劑、液劑、粒劑、粉劑),研定需檢測之劑型規格項目。上述五項劑型除環境用藥已規定需檢測之有效成分含量分析外,乳劑 (EC) 建議檢測項目乳化安定性、起泡性、貯存安定性及耐冷性;水基乳劑 (EW) 建議檢測項目為乳化安定性、起泡性及貯存安定性;液劑 (SL) 建議檢測起泡性、儲存安定性及耐冷性;粒劑 (GR) 建議檢測粒徑及貯存安定性(但揮發性主成分免測);粉劑 (DP) 建議檢測細度及貯存安定性;可濕性粉劑 (WP) 建議檢測懸浮率、起泡性、水濕性、細度及貯存安定性,同時亦提出各項規格之標準供參考。另外,亦自市場搜集上述環境用藥成品,執行規格項目之檢測,並依照建議之標準進行比對,以了解目前環境用藥成品之實際規格情形。同時,針對環境用藥檢測機構執行檢測量能進行調查與評估,比照目前法規之現況,建議執行規格檢驗機構以取得ISO17025認證可執行檢驗項目之機構執行。依目前成果,將可分階段讓環境用藥劑型與國際環境用藥與國內農藥調和,並在未來落實劑型規格標準之執行,將可有效提升環境用藥之品質管理;並可確保消費者用藥的安全。

2017 development of public health pesticide formulation standard

英文摘要 This study aims to create a consistent and unified standard for the registration and control of public health pesticides, and to inform consumers of the characteristics of various formulations used in pesticides, as well as provide pest control personnel with the means to choose pesticides based on accurate specifications, thus ensuring their safety in preparation and application. For pesticide formulation standardization, a list of public health pesticides registered for years 2017 through 2019 was examined, and mislabeled formulations were identified by referencing and comparing international standards from the WHO Pesticide Evaluation Scheme (WHOPES) and FAO/WHO Joint Meeting on Pesticide Specifications (JMPS), as well as Taiwan agricultural pesticide standards. Furthermore, five formulations (emulsifiable concentrate, emulsion oil in water, soluble concentrate, granule, and dustable/wettable powders) were selected for the development of required tests on formulation specifications. Besides a test of active ingredients that is required for every public health pesticide, many specifications are formulation-specific. For emulsifiable concentrate (EC), tests for emulsion stability, persistent foam, storage stability, and stability at low temperatures are recommended. For emulsion, water in oil (EW), emulsion stability, persistent foam, and storage stability are recommended. For soluble concentrate (SL), persistent foam, storage stability, and stability at low temperatures are recommended. For granule (GR), particle size and storage stability (volatile active ingredients are exempt from this test) are recommended. For dustable powder (DP), sieve test and storage stability are recommended. For wettable powder (WP), persistent foam, wettability, sieve test, and storage stability are recommended. Recommended standard values for each specification are also provided. In addition, public health pesticide products were acquired from the industrial sector, and tests for specifications were performed, and results were compared to recommended standards to determine the current status of public health pesticide specifications. An examination of the capabilities of environmental testing agencies was also conducted and compared to current public health pesticide testing requirements specified in law. In Taiwan, it is recommended that agencies having obtained ISO17025 certificates can be used to implement various specification tests with reliable methods. A conformation of Taiwan’s public health pesticides to international and national standards on formulation specifications and testing methods could result in a unified standard for producers to abide by. Thus, the completion of this study shall increase the overall quality of public health pesticide products, and recommend specific steps towards ensure consumer safety.
