室內空氣品質連續自動監測設施作業規劃專案計畫

中文摘要  本專案計畫計有五大計畫目標、二十二項工作內容。包含:(1)計畫目標一:蒐集彙整國內外室內空氣污染物自動監測設施功能規範、管制作業及管理規範;(2)計畫目標二:研擬室內空氣污染物自動監測設施監測結果公布方式、申報流程及資訊整合作業規範;(3)計畫目標三:評估室內甲醛自動監測設施效能並研擬設施效能指標評鑑方式;(4)計畫目標四:未列管場所室內空氣品質調查、改善建議與推廣輔導;以及(5)計畫目標五:配合本署相關行政作業,提升計畫執行品質及效率。 各計畫目標之推動成效,如下: 計畫目標一:(1)國外目前尚未發現有強制性室內空氣品質自動連續監測設施之規範可茲參考與應用;(2)美國的「三合一處理方法」與歐洲的「移動式空氣品質傳感」屬較新的自動連續監測設施發展趨勢,且有「APP型」與「IP型」物聯網分別;(3)不同場所的室內空氣污染物特性,隨使用空間之公眾聚集量、滯留時間、使用與清潔行為、空調系統以及室內裝修等而有所不同;(4)目前市售室內空氣污染物自動監測設施儀器除細菌、真菌兩種物種外,其餘七種均已有直讀式或自動連續監測設施之儀器可茲利用,並以二氧化碳、一氧化碳之技術最為成熟,微粒次之,甲醛的干擾則較大;以及(5)已訂定「自動監測設施之設備規範、作業方式、附屬電子媒體即時顯示系統及其他應注意事項」(草案)。 計畫目標二:(1)已擬訂設置連續自動監測設施公告場所應辦理之各項行政作業之流程及所需檢附之文件或表單;(2)已研擬「連續監測作業計畫書撰寫指引」,包含自動監測設施之建置規劃、運作及維護作業,供公告場所依循;(3)已擬訂監測結果訊號輸出及資料保存檔案格式;(4)已研訂「以電子媒體顯示公布於場所內或入口明顯處之樣式及其它應遵行事項」;(5)完成5處示範場所設置自動連續監測設施,與「自動監測設施之設備規範、作業方式、附屬電子媒體即時顯示系統及其他應注意事項」的各項要求符合性高,未來推動上可行且無技術或行政上的問題;(6)經SWOT分析設置自動監測設施有法令上的必要性與極佳的實質效益;以及(7)提出「室內空氣污染物應設置自動監測設施公告場所、監測項目及相關設施管理規範」(草案)。 計畫目標三:(1)市售室內甲醛儀器之量測範圍、反應時間、準確度、精密度、再現性及偵測下限等評估結果顯示存在相當程度的不確定性,短期尚無法作為自動連續監測設施推動之污染物;(2)市售室內甲醛儀器受溫度及相對濕度等物理條件之干擾較低,但對於甲醇等化學干擾則相當明顯;(3)提出「甲醛自動監測設施選用參考指引」(草案);以及(4)目前國內並無國家級或具第三方公信力的實驗室可進行甲醛設備的認證,未來可朝TAF認證的方向加以解決。 計畫目標四:(1)捷運交通運輸系統主要污染物來自軌道系統之磨擦作用、通風換氣系統不良以及旅客之引入等三個主要層面;(2)完成5場次室內空氣污染改善實務教育訓練,發現場所對「改善技術」與「計畫書之撰寫」有較為實質與迫切的需求;(3)完成25場次未列管場所之專家室內空氣污染源診斷與評估工作,並未發現有致癌風險(R>10-6)與危害指數(HI>1)的案例。(4)25場次未列管場實場室內空氣污染源診斷之結果,發現通風不良、室內人流、清潔行為等常為室內主要的污染物來源。 計畫目標五:(1)完成1場應設置自動監測設施公告場所對象篩選原則及應量測之室內空氣污染物項目專家諮詢會議;(2)完成「室內空氣品質管理法」等相關五個子法的英譯工作,以及(3)多項環保署業務推動配合工作。

Project plan of continuous automatic monitoring facility operation planning for indoor air quality

英文摘要 The project plan has five major goals and 22 work items. Including: (1)Project objective 1: Collect and organize functional specifications, control operations and management specifications for indoor air pollutant automatic monitoring facilities at domestic and foreign, (2)Project objective 2: Develop the method for publishing the monitoring results of the indoor air pollutant automatic monitoring facilities, the reporting process and the information integration operation specifications, (3)Project objective 3: Evaluate the effectiveness of indoor formaldehyde automatic monitoring facilities and develop evaluation methods for facility performance indicators, (4)Project objective 4: Indoor air quality survey, improvement suggestions and promotion counseling for unmanaged places, and (5)Project objective 5: Coordinate with the relevant administrative operations of the Environmental Protection Agency to improve the quality and efficiency of project implementation. The driving effects of each project goal are as follows: Project objective 1: (1)At present, the forced specification of automatic indoor air quality monitoring facilities has not been found and can be referenced and applied abroad. (2)" The triad approach " in the United States and " Mobile air quality sensing, MAQS" in Europe are relatively new trends in the development of automatic continuous monitoring facilities, and there are differences between the "APP type" and the "IP type" Internet of Things. (3)The characteristics of indoor air pollutants in different places often vary with the amount of public gathering of the space used, residence time, use and cleaning behavior, air conditioning systems, and interior decoration. (4)At present, the automatic indoor monitoring equipment for indoor air pollutants except for bacteria and fungi, the other seven instruments that have direct reading or automatic continuous monitoring facilities can be used, and the technology with carbon dioxide and carbon monoxide is the most mature. Suspended particles are second, while formaldehyde interference is larger. (5)"The equipment specification, operation mode, auxiliary electronic media instant display system and other precautions for automatic monitoring facilities" have been established (draft). Project objective 2: (1)The announcement of the continuous automatic monitoring facility, the procedures for the various administrative operations and the documents or forms required to be attached have been proposed. (2)The "Guidelines for the Writing of Continuous Monitoring Projects" has been proposed, including the planning, operation and maintenance of the automatic monitoring facilities, as the basis for the future promotion of the announcement place, (3)The monitoring result signal output and data storage file format have been proposed. (4)"The use of electronic media to display the styles announced in the premises or at the entrances and other applicable matters" has been proposed. (5) Completed the automatic continuous monitoring facilities in the five demonstration sites, which have high compliance with the requirements of the "The equipment specification, operation mode, auxiliary electronic media instant display system and other precautions for automatic monitoring facilities", and the future promotion is feasible and there are no technical or administrative problems. (6)After the SWOT analysis, the automatic monitoring facilities have the necessity of legal order and excellent substantive benefits. (7) "Indoor air pollutants should be set up to automatically monitor facility announcement sites, monitoring projects and related facilities management specifications" has been proposed (draft). Project objective 3: (1)The evaluation results of the measurement range, reaction time, accuracy, precision, reproducibility and detection limit of commercially available indoor formaldehyde instruments show a considerable degree of uncertainty, and the short-term is not a recommended pollutant promoted by the automatic continuous monitoring facility. (2)Commercially available indoor formaldehyde instruments are less subject to interference from physical conditions such as temperature and relative humidity, but are quite obvious for chemical interference such as methanol. (3)"Reference Guide for Selecting Formaldehyde Automatic Monitoring Facilities" has been proposed (draft). (4)At present, there is no national-level or third-party credible laboratory that can carry out the certification of formaldehyde equipment, and it can be solved in the direction of TAF certification in the future. Project objective 4: (1)The main pollutants of the MRT transportation system come from three major aspects: the friction of the rail system, the poor ventilation system and the introduction of passengers. (2)Completed 5 routine indoor air pollution improvement practice education and training, and found that the venue has a more substantial and urgent need for "improvement technology" and "writing of the plan". (3)The expert diagnosis and evaluation of 25 indoor air pollution sources were completed in unmanaged places, and no cases of carcinogenic risk (R>10-6) and hazard index (HI>1) were found. (4)The results of the diagnosis of indoor air pollution sources in the field of 25 unregistered field sites, found that poor ventilation, indoor abortion, cleaning behavior, etc. are often the main sources of indoor pollutants. Project objective 5: (1)Completed an expert consultation meeting for "should set up the automatic monitoring facility announcement site object selection principle and indoor air pollutants project that should be measured". (2)Completed English translation work of "Indoor Air Quality Management Law" and related five sub-laws. (3)Cooperate with the EPA's administrative needs and publicity activities, provide propaganda materials, provide legal advisory services, website public opinion mailbox coordination, and assist in the convening of relevant research, public hearings or briefing sessions.
