試量產級環保剝錫程序應用於廢家電、電腦及手機主機板之研究

中文摘要 基於102年度環保署永續發展創新科技研發計劃,我們已成功開發廢印刷電路板環保剝錫技術,而本計畫主要延續這項研發成果,進一步開發自動化量產設備以回收廢家電、電腦與手機主機板上的焊錫廢料。本計畫先以回收廢家電、電腦與智慧型手機內的印刷電路板,並將此電路板(Printed Circuit Board, PCB)接腳上所含的焊接用金屬錫加以剝除與純化。傳統上,印刷電路板上貴重金屬的回收,主要是依賴強酸(如:濃硝酸)對廢棄的電路板作酸洗,並將印刷電路板上的大部分金屬剝除後,進行沉澱反應取得電路板上較貴重之金、銀等貴金屬;另一方面,對於經濟價值低之金屬廢液(含錫金屬)卻遭任意傾倒或掩埋,造成嚴重之二次汙染。近年來,錫金屬的價格隨著產業的需求量大增,其價格也日趨上升,再加上由於礦產的過度開採導致水土流失,影響水土保持,故世界各國都已逐漸限制對於礦產的開發。本計畫期望開發錫鍍層的環保剝除程序以剝除印刷電路板接腳上所含的焊接用金屬錫,並藉由適當的純化程序將其所含的金屬錫分離,得到純化的金屬錫塊,以達到回收再利用的目的。最後,評估此回收程序的經濟價值,以單日處理1000kg智慧型手機廢電路板為例,扣除原料、化學品與人事成本後,單日回收利潤約5500USD/噸。經粗估其經濟效應,建議應積極輔導廢電路板回收業者導入此環保剝錫技術。目前,由於台灣的回收產業對於廢印刷電路板的處理方式主要以粉碎和焚燒為主,未能有效回收金屬焊料錫,若能導入此創新、成本低、且對於環境無汙染之環保回收技術,除能提高的回收產業的競爭力外,也能讓台灣環保回收技術揚名國際。

Tin recovery from e-waste using an pilot-scale and eco-friendly tin stripping process

英文摘要 Based on the Environmental Protection Agency's sustainable development of innovative technology research and development program in 2013, we have successfully developed an environmental stripping technology to recover metal from waste printed circuit boards. This project is mainly to extend the research and development results, and further develop a pilot-scale production process to recover solder scrap from waste appliances, computer and mobile phone motherboards. The project is to remove and purify the solder metal used in the printed circuit board. Traditionally, the strong acid washing is commonly used for the recovery of precious metals on printed circuit boards. In this washing process, most of metal is stripped and the precious metals are further purified using a precipitation reaction. However, low-value metal waste and residual waste liquid are arbitrarily dumped or buried, resulting in serious environmental pollution. The present study develops an environmental stripping procedure to recover tin from the pins of printed circuit boards pins. The tin is finally purified using a suitable purification procedure, thus achieving the purpose of greed-recycling. This study also assessed the economic value of this recycling process, counseling waste board recycling companies to import this environmentally friendly stripping technology.
