106年度雲林縣「強化商圈、市集、夜市資源回收」行動項目專案計畫
| 中文摘要 | 本計畫執行期間自民國106年7月28日至106年11月30日止，主要掌握雲林縣商業行為集中處，包含22處商圈、18處營運中夜市以及24處公有零售市場之店家、攤商營運情形以及一般廢棄物清除管道及分類設施概況，並輔導店家及管理單位設置資源回收分類設施，強化後端回收工作成效。106年度本計畫協助環保局輔導雲林溪美食廣場成立本縣第1處低碳永續環保示範商圈，協助環保局規劃從源頭減量到後端集中回收的具體廢棄物管理措施，使得執行期間垃圾量較104年調查結果減少87.6%。為協助管理單位持續推動低碳永續的環保工作，媒合環保志工及個體業者，成立減廢志工，進入商圈執行宣導及分類工作，並辦理1場次吆你回收又環保的綠色消費活動，鼓勵民眾響應自備餐具、購物袋等源頭減量工作，並定期追蹤減量成果，滾動式檢討改善，促進本縣資源循環再利用，逐步朝向垃圾零廢棄的目標邁進。 本計畫率先推動雲林縣環境友善業者分級制度，建立「環境友善」評鑑標準，以主動輔導、宣導與分級管理策略，期望通過評鑑優良的商家，可作為其他攤商參考學習的標竿。統計106年度平均資源回收率為44.10%較105年提升約2.5%，創下本縣歷年來的新高，顯示減少商業活動帶來的垃圾量，對提升資源回收工作有顯著效益。 | ||

2017 Project of enhanced recycling actions in the commercial parks, bazaars and night markets of Yunlin County
| 英文摘要 | The executive period of the project was implemented from 28th July, 2017 to 30th November, 2017. The key focus of the project was the area with busy commercial activities, including the shop owners and booth merchants from 22 commercial parks, 18 night markets and 24 public markets in Yunlin County. The business operations, general wastes cleaning channels and recycling classifications of those shops and booths were under review then the shops and the related managing institutes were coached to build up the facilities of recycling classifications to enhance the effectiveness of the recycling tasks. The 2017 project was conducted to assist the environmental protection bureau to coach the Yunlin Stream Gourmet Square to become the first demonstrative low carbon commercial park of sustainable environmental protection in the county. The project was initiated to assist the environmental protection bureau to plan the solid waste management approaches by reducing the waste production from the sources and centralizing the recycling jobs at the very ends. The total quantities of garbage during the executive period were reduced by 87.6% while being compared with the investigation results of 2015. In order to assist the managing officers to promote the tasks of the sustainable environmental protection, we were helping to map out the environmental protection volunteering workers and the individual merchants and organized a team of volunteering workers for reducing wastes to promote and implement the recycling classifications in the commercial parks. 1 green consumption event named just recycle and protect the environment was conducted to encourage the people to bring the personal tableware and bags for repeated uses for reducing the quantities of garbage from the sources. Also, there were routine follow-ups for the recycling performances at regular basis and all the tasks were improved continuously based on the rolling review. The resources recycling and reuse in the County were facilitated to move toward the goal of zero waste. The project was implemented to take the lead to facilitate the classification of environment friendly industries in Yunlin County and establish the “environment friendly” evaluation standard to strategically manage those shop owners who hoped to pass the evaluation through coaching, facilitating and classifying so they would become the role models of other merchants in the parks. The 2017 recycling rate was 44.10% which was a new height of the recent years and increased by 2.5% compared with 2016. It reflected the reduced quantities of garbage produced from the commercial activities have brought the significant positive effects on recycling improvement. | ||
