The project’s main work contents for this year could be divided into four parts: the first is to implement motorcycle new vehicle type certification, selective testing emissions control tasks etc.; the second is to promote establishment of the electronic certification process system for motorcycles; the third is to execute in-use motorcycles recall and correction related investigation tests; the fourth is in respond to the implementation of EPA’s relevant policies to assist EPA on drafting related emissions control measures and to perform relevant basis researches.
In this year, as to the application reviews for new vehicle type emissions certificate, carry over, extent of existing certificate and revision of certifications: there were 226 certificates being issued; 54 applications for durability testing program being processed; in addition, 164 new motorcycle selective tests being performed and 73 emissions control devices being checked; the annual certification process review meeting was held on October 19, 2017; as to the green motorcycle evaluation: the explanation meeting was held on February 9, 2018 and 5 manufacturers with 15 engine families were being selected as qualified.
As to the establishment of electronic certification process for new motorcycle selective emission control tests: the relevant developments were completed and on-line available in September 2017; the electronic process system for recall and correction investigation tests has completed and on-line available in December 2017; as to the maintenance on motorcycle emission control related electronic process system: the adjustment of account modules, connection interface for tax payment information and relocation of database servers have been completed. The system’s functionality has been improved effectively and the explanation meeting on the additions and revisions of functionalities of the electronic process system was held on January 12, 2018.
The explanation meeting on the selection of testing motorcycles for the in-use motorcycle recall and correction investigation tests was held on July 13, 2017 and 10 engine families were selected as the investigation objects. The test results have shown that the average emissions values of the 10 engine families were deemed as in compliance and the identification number check on emissions control devices were deemed as in consistence with the certification applications.
As to the work item of collect and perform research on the motorcycle emissions control related regulations along with their revisions: in EU, the implementation date of the Stage2 OBD regulation on catalytic converter monitoring has been postponed from Jan. 1, 2020 to Jan. 1, 2024 and the method of assigned deterioration factors will be eliminated; from the analysis being performed on the 2017 motorcycle certification data in EU has shown that if the EU Stage4 emissions data being applied into the Stage6 emissions regulation in Taiwan, the over 86% of them will be in compliance; the durability mileage of Taiwan Stage6 emission standards is extended. From the analysis on the deterioration factors of criteria emissions in the US and our Stage6 standards, the number of motorcycles with higher DFs is in the trend of increasing compared to the Stage5 compliance motorcycles and the DFs distributions for CO, HC and NOx are different, hence in the future, the assigned DFs for these three emissions may be set individually. The project also performed a series of policy evaluations, as to the work of review and issuance of emission certifications being out source commissioned: the review fee for new engine family will be set as NT$34,000, NT$3,000 for carry over and NT$18,000 for extension and other items. As to the feasibility evaluation on the exhaust pipe unit certification: the stakeholders suggested that the exhaust pipe unit must in compliance with the noise, emissions, durability, and fuel economy standards to be sold in the market. As to the deterioration factors for the large heavy motorcycle that being driven to 35,000 kilometer accumulated mileages: the highest values were between 2.315 and 2.474. As to the work of emissions control devices check on in-use motorcycles: 10 engine families have been checked and all in compliance. For an aged motorcycle, when the catalytic converter with over 40% efficiency, or when the CO2 value at the location behind the converter is above 10%, or when the highest temperature in the muffler is above 210℃, these conditions could be preliminary provided as references for the determination of effectiveness of the catalytic converter.
