This plan is the continuous project for the reuse of bottom ashes as promoted by Environmental Protection Administration (EPA), the execution duration starts from 14 March 2017 until 31 December 2017. The purpose of this plan is to perform the exploration for the environmental impact of recycled aggregate mixed by cement, the sampling and inspecting/testing operation of incinerating recycled aggregate produced by the reused institutions, editing operation of「Reuse ＆ Management Method of Bottom Ashes」, 3-level quality control checks ＆ handle of business seminars, handling of reuse business for bottom ashes of county/city governments ＆ maintenance/operation of「Internet Declaration System for Reuse of Incinerated Bottom Ashes」etc.
The implementation outcomes of this plan include:
I. Exploration for the environmental impact of recycled aggregate mixed by cement: Through the literatures and experiments, verify there is no using impact to the environment, reinforce the promoting feasibility of incinerating recycled aggregate applied to the cement mixed products.
II. The sampling and inspecting/testing operation of incinerating recycled aggregate produced by the reused institutions: It is planned to aim on the bottom ashes generated by all 24 incineration plants in Taiwan, perform the TCLP sampling through the incinerating recycled aggregate generated by the pre-treatment made by the reused institutions, confirm its quality standard is able to comply with the regulations of reuse ＆ management method of bottom ashes.
III. Editing operation of「Reuse ＆ Management Method of Bottom Ashes」: To be aimed on the three (3) items i.e. classification of incinerating recycled aggregate, restriction of using location, regulations of operation and declaration for performing further in-depth exploration, and through the approaches of sampling operation, experiment/analysis and interview/survey to all walks of life under this plan, in order to use it as the argument/research basis for the revised scheme.
IV. 3-level quality control checks ＆ handle of business seminars: This plan assists for formulating the implementing procedures of check operation, content of check ＆ assessment operation, handling for seven (7) sessions of check ＆ assessment works and providing the professional advice, and collaborate with the business needs of EPA to handle one (1) session seminar of promoting bottom ashes.
V. Handling of reuse business for bottom ash of county/city governments: This plan assists reviewing the reuse plan of bottom ashes, funding application dada submitted by county/city governments, and the compiling operation for the relevant data of reusing bottom ashes.
VI. The maintenance/operation of「Internet Declaration System for Reuse of Incinerated Bottom Ashes」: Continue to maintain and update the operational effectiveness of「Internet Declaration System for Reuse of Incinerated Bottom Ashes」, and reinforce the inquiry function of information disclosure, in addition, assist EPA handling the business-related works of reuse plan for bottom ashes.
